David has extensive knowledge and experience of organisation reform in Customs having worked for the WCO as an attaché based in London, as a Project Manager for the Department for International in the Caribbean and on missions for the International Monetary Fund, the United Nations and the Commonwealth Secretariat. From 2006 to 2008 David was the Revenue Business Director with Crown Agents before returning to UK Customs. Since 2008, together with Dutch Customs, David has been involved in supply chain visibility research including the EU, FP7 projects of Integrity and Cassandra. David has a Masters degree in International Customs Law and Administration from the University of Canberra, Australia. As a result of the study, a 2 year project was approved by DFID (see above) This was the first diagnostic study in the Caribbean and the second to use the new WCO diagnostic tool. The recommendations were adopted over a period of several years after the event. Led this senior management pilot diagnostic study for the Latvian Revenue Authority using the new WCO diagnostic tool which included a gap and SWOT analysis, and made recommendations as to options for a strategic improvement programme. The workshop was run in a post Soviet Latvia and confronted many sensitive political and cultural issues surrounding business management. The workshop was significant but not successful. Revisited Latvia Customs in 2004 where, despite previous difficulties, the report was still referred to. Resident Project Manager (TCO). Increased efficiency of Customs Service through systems review, training, accomodation, introduction of a purpose built IT system and 500 page Good Practice Guide. Revenue from freight and passengers increased. Two successful arrests and prosecutions for smuggling. Significantly raised the profile and professionalism of Customs on a very small island. Worked in the international arena since Lived and worked in St. Helena, South Atlantic Ocean with my wife and family as Customs Adviser. This was a small island environment where everybody knows everybody s business. Had to deal with social and professional opposition and obstacles but ended the year posting with significant success and credibility. Lived and worked on St. Lucia, West Indies to manage a sensitive organisational development project addressing drug trafficking, corruption, inefficiencies and social pressures. Team work between my counterparts, senior managers and foreign consultants was critical. Formed a public/ private sector consultative forum leading to a communications strategy. The project was rated a success by St. Lucia Customs and DFID. Organisational Skills (e.g. Coordination and administration of people, projects and budgets). Delivered a wide range of organisational development initiatives such as strategy development, end to end business analysis, the Target Operating Model, business plans and performance measures. Exercised professional judgement in the management of significant resources implementing a planning and performance measurement system, instigating and managing an Information Management System strategy and tackled complex and sensitive human resource management issues. He was recognised by the staff and managers as a highly effective senor manager. Identified the potential of the WCO Customs Reform and Modernisation programme in 1993, was selected to participate and led on the formulation of policy and the production of a marketing video. Developed and delivered some of the early diagnostic studies in Latvia, Bahamas and Malawi. Developed the diagnostic approach as a valuable tool for problem and solution identification working in uncertain and challenging environments. Worked as Business development Director in the private sector where it was essential to seize opportunities for development and improvement, actively contribute ideas and suggestions and offer creative and workable solutions. Returned to the Department in 2008 an, since then, pioneered the seamless, integrated data pipeline concept to improve data management in the international trade supply chain and compliance in Customs. The campaign was run with proffesionalism and integrity culminating in a concerted team effort in a highly charged and delicate political environemnt in Brussels. Successfully managed a complex and sensitive formal grievance case on behalf of the Director and Deputy Director for eight months. Additional Information (Other information which you consider may be relevant to the post you are applying for) I lead on the UK Customs initiative to improve supply chain visibility and improve data quality. This involves a considerable shift in the current Customs business model and a significant change management challenge. I was part of the original WCO development and delivery of the Customs Reform and Modernisation Programme which included the diagnostic study. I carried out the original workshops in 1994/95 then delivered the resultant projects in the Caribbean. From 2000 to 2006 I used this experience to lead on, formulate and deliver UK Customs policy on capacity building. From 2006 to 2008 I worked in the private sector so was not able to deliver WCO projects but did carry out two missions to Lebanon and Liberia for the IMF. I have extensive knowledge, skills and experience in organisational development and capacity building built up over 25 years. Page 7 of 7
