2 FOREWORD 1. The present Standard was developed by the Transport Clearing House (TCH). 2. The present Standard was approved with effect from June 23, 2006 by the Order # 30 of THC President of June 23, The present Standard substitutes the following documents: - ATSS Standard # «Computerized Reservation Systems. 4 INTRODUCTION The present Standard was developed in order to formulate Air Transport Settlement System (hereinafter: Settlement System) requirements to Computerized Reservation Systems. The rights of an accredited agency to sell air transportation services of participating airlines on CCS-TCH Standard Traffic Document forms are originally determined by Accreditation Panel at the moment of agency accreditation. Afterwards such rights can be limited by the TCH in order to protect the interests of participating airlines should the agency fail to comply with conditions of its accreditation or contractual obligations or in case of force majeure circumstances. The TCH administrates the rights of accredited agencies (sales locations) to sell air transportation services. The Computerized Reservation System (CRS) is responsible for implementation of TCH instructions concerning such selling rights that shall be sent to CRS in the form of electronic file. The present Standard was developed in order to: - determine the list of facilities to be implemented in the CRS in order to guarantee the updating of selling rights; - determine the structure of electronic files with data concerning selling rights of accredited agencies (sales locations); - establish the order of submission of the data by accredited agencies involved in sales of air transportation services. The compliance of a CRS with the requirements set forth in the present Standard shall be estimated when deciding upon admission of the CRS into Settlement System environment. 4
5 1. Scope The present Standard determines the procedure for administration of the rights of accredited agencies (sales locations) to sell air transportation services on CCS-TCH Standard Traffic Document forms and the list of functions to be performed during CRS neutral session. The present Standard also establishes requirements to the data concerning the rights of accredited agencies (sales locations) to sell air transportation services on CCS-TCH Standard Traffic Document forms to be provided by the TCH to the CRS and the requirements concerning the provision to the TCH by accredited agencies of the data needed for sale of air transportation services on CCS-TCH Standard Traffic Document forms through CRS. The requirements of the present Standard apply to accredited agencies, CRS operators and TCH. 2. References The present Standard comprises references to the following regulations: - Code of Conduct and Basic Principles of Regulation and Usage of Computerized Reservation Systems in Air Transport of Russian Federation (Endorsed by Administrative Board of Air transport Operators Association, Report of Proceedings # 21(37) of June 19, 2001). 3. Terms and Definitions The terms used in the present Standard have the following meanings: accredited agency Settlement System participant, legal person or individual businessman that sells or intends to sell air transportation services on CCS-TCH Standard Traffic Document forms, is accredited in accordance with Agency Accreditation Rules for Passenger Sales on CCS-TCH Standard Traffic Documents, possesses Certificate of Accreditation and has concluded Model Agreement on Air Transportation Sales for Carrier s Flights. 6 Passenger Name Record; PNR unique electronic record stored in CRS with information about passenger (or passengers flying together with the same conditions of carriage) that is necessary for issuance of air transportation services. Terminal technological address; ТTA terminal identifier in CRS. In addition, the terms in the present Standard are used as defined in Code of Conduct and Basic Principles of Regulation and Usage of Computerized Reservation Systems in Air Transport of Russian Federation. 4. Requirements to CRS for administration of rights of accredited agencies (sales locations) to sell air transportation services on STD forms 4.1 CRS shall guarantee the following functionalities: - input, storage and updating of information about sales locations of accredited agencies; - input, storage and updating of information about ticket operators of accredited agencies; - possibility of updating selling rights of accredited agencies (sales locations): vesting, withdrawal or limitation of the right to sell on STD forms air transportation services of specified participating airlines (specified flights of participating airlines); - input, storage and updating of information about participating airlines; - archiving of all updates related to the rights of accredited agencies and sales locations to sell air transportation services on STD forms. 4.2 In order to guarantee such functionalities the following data sets shall be created in CRS: Specifiers of accredited sales locations for usage of STD forms (Sales Location Specifier) Sales Location Specifier shall include the following data: - Agency code (5-character code with numeric portion ranging from 01 to 50) - Sales Location code - Short name of Accredited Agency - City code and Country code of Sales Location - Sales Location address - Contact Phone Number - Technological addresses of terminals located in this Sales Location - Technological addresses of automated ticket printers for issuance of STD forms - List of Form Codes for STD forms permitted for issuance of air transportation services. By default all STD forms are permitted. - List of codes of the carriers whose services are opened/closed for sale. - List of flights opened/closed for sale. 6
7 4.2.2 Specifiers of accredited agencies operators for usage of STD forms (Operator Specifiers) Operator Specifier shall include the following data: - Login - ТКПХХУУУZZZZ, where: ТКП - Russian abbreviation of TCH, indicates that operator with this identifier is allowed to issue air transportation services only on STD forms; ХХУУУ accredited agency code; ZZZZ operator s personal number. - Operator s name. 4.3 Specifier data sets ant their updates shall be entered by means of specially structured agent.txt file (see Paragraph. 7) distributed by TCH among CRSs. 4.4 CRS shall allow operator to sell air transportation on STD form with the use of TCH validator only when he/she makes reservation from a terminal described in Sales Location Specifier. 4.5 CRS shall allow: - the use of TCH assigned on-line point of sales exclusively in CRS neutral session - the operation of virtual terminals of accredited on-line points of sales exclusively in neutral session 5. Neutral session opening procedure The CRS shall provide operators of accredited sales locations with the following order of entering the system («login») in order to make reservation and sell air transportation services on STD forms. - When entering the system the operator shall communicate the identifier described in Operator Specifier. - The CRS shall match the data communicated by operator with the data indicated in Sales Location Specifier and Operator Specifier. - If the data communicated by the operator matches the data of specifiers and there are no restrictions for this sales location the operator can start his/her work in the CRS provided that: he/she can use only STD forms; he/she is free to use or not to use automated ticket printing; he/she is allowed to sell services only of carriers indicated in the Index of Airlines. - If the operator: enters wrong identifiers, or tries to access the CRS from a terminal other than those indicated in Sales Locations Specifier, or tries to access the CRS from Sales Location that is not allowed to sell air transportation services on STD forms, or tries to use ticket stock that is not a permitted STD stock, such operator shall not be allowed to sell air transportation services on STD forms. 7
8 6. PNR processing requirements The CRS shall guarantee the following: 6.1 Sale of air transportation (issuance of the ticket) for any PNR generated during neutral session shall be allowed only on STD forms; 6.2 The access to the PNR generated during neutral session shall be possible only from that Sales Location where such PNR has been generated. Any PNR generated during neutral session shall be inaccessible during airline sessions. 6.3 Before the completion of sale transaction (ticket issuance) the PNR shall be accessible from all or only specified sales locations of the agency to which the sales location, where such PNR was generated, belongs for performance of the following procedures: PNR modification (change, addition or deletion of PNR fields and segments); return of seats. The accredited agency shall have the possibility to authorize or impede the performance of above mentioned procedures for specified sales locations of such agency. For this purpose the correspondent system functions available to CRS supervisor shall be provided. 6.4 The possibility of transfer of PNR created during an airline session to sales location(s) of an accredited agency. 6.5 The access of airline clerks engaged in administration of airline s seats inventory to any PNR that has segments of such airline. 6.6 After completion of sale transaction (ticket(s) issuance) in neutral session: - possibility of PNR updating in all accredited agency sales locations, i.e. possibility of running the following procedures: seats return; tickets refund; tickets exchange; reservation of seats for tickets with open date of departure. The accredited agency shall have the possibility to authorize or impede the performance of above mentioned procedures for specified sales locations of such agency. For this purpose the correspondent system functions available to CRS supervisor shall be provided. 6.7 The CRS shall allow TCH to exercise control over performance of such functions from CRS s dedicated terminals. 8

Description and structure of the file with accredited agencies selling rights data 7.1 File description File name - agent.txt The data shall be presented in the form of text format file (code page cp 866), field separator tab character (ASCII code 9), record separator carriage return and line-feed characters (ASCII codes 13, 10). Data type: Char(n) character string with maximal length n (without ending spaces); Num(n) digit string with maximal length n interpreted as integral number (without leading zeroes); Date date field in the format DD.ММ.YYYY The file comprises records of 9 types: home record (type 0); basic data records o Type 1 records sales location description o Type 2 records sales location terminals description o Type 3 records operators description o Type 4 records airlines description o Type 5 records STD forms description o Type 6 records selling rights description o Type 7 records on-line points of sales description file trailer (type 9) The records in the file are arranged in Type of file ascending order. The file may comprise the complete data on selling rights of accredited agencies connected to the CRS or only selling rights updates for the established reporting period. In that case the records of types 2 and 6 regarding deleted sales location shall not be included in the file. 2 TCH Information System. 3 Hereinafter the field «Type of update» is used for description of nature of modification in CRS data base of information that corresponds to this type of file record and is determined by the values of its key elements. Plus mark («+») in this field means addition of information in database, minus mark («-») means deletion of information from database. Mark means substitution of the information in the CRS database by new values from file record. 10

The elements Description of rights to sell air transportation services of different Airlines and Description of rights to sell flights of specified Airline provide a compact way of describing rights to sell air transportation services. The rights described in the first element supplement the rights described in the second element. The specific flights of an Airline described explicitly in the element Description of rights to sell flights of specified Airline shall be deemed an exception from the whole multitude of 13
14 flights of this airline described explicitly or implicitly in the element Description of rights to sell air transportation services of different Airlines. Original rights of agencies are established by the Agency Accreditation Panel. TCH updates the agencies selling rights to defend interests of airlines that participate in the Settlement System (participating airlines). The rights of the agencies (sales locations) to sell air transportation services can be limited as a result of: 6 TCH Information System. 14
15 - failure of the agency to fulfill its obligations concerning timely remittance of proceeds from sales of air transportation services and reporting; - violation by the agency (sales location) of accreditation terms, requirements of normative and technological documents effective in the Settlement System that relate to agency (sales location) business; - force-majeure circumstances of economic and political nature in the country of agency (sales location) real business; - corresponding accredited agency s request in respect of its own sales locations. 8.2 Procedures of updating agencies selling rights Updating of selling rights (permission/prohibition) can be performed in relation to the following: type(s) of TCH form(s) airline(s) and/or airline(s) flight(s) accredited agency(ies) accredited agency sales location(s) Technological address(es) of the accredited agency terminals Accredited agency operator(s) - TCH prepares data concerning selling rights of the agency and its sales locations or a particular sales location of this agency, as well as full or partial modification of selling rights within a given time period. - TCH prepares data concerning accredited agencies terminals and operators on the basis of the information provided by accredited agencies in accordance with Procedure for submission to the TCH by accredited agencies of the data necessary for sales of air transportation services on the CCS-TCH STD forms in the CRS, set forth in Appendix 1 to the present Standard. - TCH sends instructions on updating of agencies (sales locations) selling rights to the CRS in the form of files made in accordance with the description and scheme outlined in Section 7 of the present Standard and in accordance with regulations set forth in Appendix 2 to this Standard. - When necessary TCH updates selling rights of accredited agencies (sales locations) in accordance with Procedure for expedite updating of accredited agencies (sales locations) rights to sell air transportation services on CCS-TCH STD forms in CRS, set forth in Appendix 3 to the present Standard. 15
16 Appendix 1 PROCEDURE FOR SUBMISSION TO THE TCH BY ACCREDITED AGENCIES OF THE DATA NECESSARY FOR SALES OF AIR TRANSPORTATION SERVICES ON THE CCS-TCH STD FORMS IN THE CRS The present Procedure is intended for accredited agencies specializing in sales of air transportation services on CCS-TCH STD forms, as well as CRS operators. The present Procedure defines the order of steps associated with the logging and maintenance of information on accredited sales locations in TCH and generation of CRS databases on sales locations to enable accredited agencies and sales locations to sell air transportation services on CCS-TCH STD forms. The agency sends initial information and further changes in technological addresses of terminals and ticket operators to TCH within 3 working days from the date of change by way of applications (Forms ## 1-5). TCH ensures generation of data on technological addresses of terminals of sales locations of accredited agencies in CRS only if the agency has provided information about code of the CRS where sales location terminal(s) is (are) resident, about number/date of agreement between accredited agency and CRS operator on connection of agency (sales location) terminal(s) to CRS. TCH ensures generation of data on agency s ticket operator(s) only if he/she (they) has (have) a valid Certificate of completion of training course for Settlement System personnel issued by an accredited training centre. Within 3 working days from receipt from the agency of information on changes in data on terminal technological addresses and ticket operators the TCH processes received data, contacts the agency, when necessary, and ensures generation of databases in CRS. Applications for changes in data on terminal technological addresses and ticket operators signed by agency s CEO or an authorized person are sent to TCH by mail, fax, AFTN, using INFOSED System. 16

20 Appendix 2 REGULATIONS FOR TRANSMISSION OF DATA ON UPDATING OF RIGHTS OF ACCREDITED AGENCIES (SALES LOCATIONS) TO SELL AIR TRANSPORTATION SERVICES ON CCS-TCH STD FORMS IN CRSs 1. TCH transmits data to CRS addresses in the form of Selling Rights Administration Files (hereinafter referred to as SRA files). 2. TCH distributes by SRA files by 14:00 (Moscow time) each working day. 3. The CRS notifies the TCH about receipt or non-receipt of SRA files at the time specified and about possible errors in files by sending a message to the TCH address ([email protected]) not later than 14:30 of the current day. 4. TCH corrects errors in the files after receipt of the corresponding notice and resends corrected files to addresses, indicated in paragraph 1 not later than 15:00 of the current day. In case of failure to correct errors at the time specified the TCH notifies the CRS that the files shall not be ed to CRS. 5. The CRS processes SRA files and activates data received before 15:00. Files and data received after 15:00 shall not be processed and activated. The CRS does not process files and activate data if they contain errors that impede processing. 6. The CRS processes SRA files and activates data by 00:00 (Moscow time) and afterwards confirms SRA file download by sending a relevant message to the TCH e- mail address ([email protected]). 20
21 Appendix 3 PROCEDURE FOR EXPEDITE UPDATING OF RIGHTS OF ACCREDITED AGENCIES (SALES LOCATIONS) TO SELL AIR TRANSPORTATION SERVICES ON CCS-TCH STD FORMS IN CRSs 1. An expedite updating of rights of accredited agencies (sales locations) to sell air transportation services on CCS-TCH STD forms is performed in CRS according to separate instructions of TCH (hereinafter: instructions). 2. The TCH sends by instructions to CRS orders for expedite updating of rights of accredited agencies (sales locations) to sell air transportation services on CCS-TCH STD frms. In exceptional circumstances the TCH dispatch such instructions signed by TCH management by phone message that is confirmed by facsimile. 3. The TCH sends instructions to CRS every working day from 09:00 to 18:00 (Moscow time). 4. The CRS notifies TCH about receipt of an instruction by sending a corresponding message to addresses [email protected] and [email protected] within 30 minutes from instruction receipt. 5. CRS ensures the fulfillment of instructions received from TCH within 3 hours from instruction receipt and notifies TCH of its execution by sending a corresponding message to addresses [email protected] and [email protected]. 21
