5 Awards and Decorations Frequently Asked Questions Governing AFI: , The Air Force Awards and Decorations Program; 18 Dec 2013 FAQ s 1. How do I find out what the status is of my locally approved decoration? It is the supervisor s responsibility to keep the member informed of the status of a decoration. AFAMs are approved at the squadron level; AFCMs and MSMs for Retirement/Separation are approved at the group level and all other MSMs and decorations on wing staff agency personnel are approved at wing level. 2. How do I find out what the status is of my decoration from my previous base? It is the supervisor s responsibility to keep the member informed of the status of a decoration. Contact the previous supervisor to find out the status or send an to the losing base Awards and Decorations Office. Contact the 1 SOW Awards & Decorations Office if you need contact information for your losing base. Please provide the following information in a request: Rank, Full Name, SSN, type of decoration, decoration inclusive period, losing unit and base. 3. When will my approved decoration show up in my electronic records in PRDA? The issuing agency is responsible for mailing copies to PRDA to be filed in the individual s records upon approval of the decoration. This process may take 2 to 4 months because AFPC will only allow us to snail mail copies to them. You may submit a copy of your decoration to the 1 SOW Awards & Decorations Office to be mailed to AFPC if it s missing in PRDA. If you re meeting a promotion board in the near future, submit a digital copy of your missing decoration to our org box to be ed to the board support at AFPC. 4. vmpf is giving me an error message on one of my campaign medals. What do I do? Contact the 1 SOW Awards & Decorations Office to correct your records in MilPDS. You may be missing a campaign star device on one of your campaign medals. Please provide the dates of your deployment and have your travel voucher ready in case it is needed so we can determine the number of campaign stars you qualify for. 5. What do I need to submit to update campaign medal(s) and the short tour ribbon after my deployment? AFPC updates campaign medals for deployments between days from the date the travel voucher is filed. If, after 60 days have passed, no updates, or incorrect updates, appear in vmpf, please provide your paid travel voucher or decoration from your deployment to our office either in person or via our org box for updating your campaign medal(s). Deployment orders alone are not a good source document because they may be cancelled or amended and do not show the end date of your deployment. For 365 day deployments, you may qualify for a short tour ribbon; please submit supporting documentation to Force Management Ops. Reference Information 5

How do I find out what the status is of my deployment decoration (USAFCENT)? You may search for the status of a pending deployment decoration through the USAFCENT web site: 7. How do I find out what unit awards I qualify for? In order to update your record with your unit award, please provide the following in person or via our org box: 1. Proof of unit receiving award and time period. --For deployed units, you can find a copy of the memo at AFCENT's Unit Awards website: Once the appropriate unit award is located, click "view order" and take a screen shot of the resulting page, or save the document itself. --For home-station units, this can be obtained by going to Once the appropriate unit award is located, take a screen shot that identifies the unit that received the award, the type of award (AFOUA, MUA, etc), order number, and award time period. An alternative source for unit awards is the historian at the base or wing where the award was earned. Reference Information 2. Proof of your assignment to the unit during the award period. This can be accomplished in one of two ways. Option 1: --An EPR/OPR or decoration. Either document will include your name and inclusive dates, which must include at least one day in the award period. The document must also list the awarded unit, and must match the wording found on the award memo or screen shot VERBATIM. Option 2 (both items required): --CED Orders, front and back. This shows the PAS Code of the unit you were being assigned to, and must match one of the PAS Codes listed on the award announcement. --Travel voucher. The travel voucher confirms you actually went to the unit (since orders can change, get canceled, etc.), as well as the date you arrived and departed, which must include at least one day in the award period. 6

Can an existing CSS request Allocation rips on inbound personnel? An existing CSS should order Allocation rips via MilPDS to update projected inbound duty information/sponsor data. Reference Information 2. Why can t you use the position number I gave you for my inbound? Position numbers must match the member s DAFSC. MILPDS will only show the position number available for that DAFSC. We will request a valid position number from the unit if one isn t available. If a valid position number isn t given, we will select one. AFI , Table 3.9, note 3 3. When should my newcomer come to the Hurlburt Welcome Center to in-process? Within 24 hrs of arrival into the local area or the next duty day if arrived on a weekend. The sponsor must accompany them to the Welcome Center. PTDY for house hunting cannot start until the member has been gained to the base. 4. Can I switch my in-processing appointments (Base Newcomer s Orientation/Commando Ready/CPAC/Medical Right Start/Passports) because I have other appointments already scheduled? No, your scheduled in-processing appointments take priority. You will not be cleared for duty until you have completed all appointments and in-processing checklist. 5. When will I get paid (accessions only)? After we submit a Case Management System (CMS) case to get the accession gained, it normally takes 3 months for the members pay to flow correctly. 8

I received SDAP from my last base and now that I ve PCS d, what do I do since I m still getting paid? Submit an original AF Form 2096 to our office immediately to stop SDAP with the commander s signature. If you don t turn in proper paper work you will be held responsible for repaying SDAP to finance for the amount over paid. 2. When do we use an AF Form 2096? An AF Force Form 2096 to start, change, or stop actions WRT Primary AFSC, Control AFSC, SEI s, SDAP Reference Information AFI ; Para How do I know that someone is receiving Special Duty Pay? Monthly SDAP rosters are sent out from the Classifications office identifying individuals that should be receiving SDAP. If the Personnel Liaison identifies that individuals are on the roster that shouldn t be getting SDAP, he/she will forward an original AF Form 2096 to our office for start/change/stop actions, we then mail to AFPC. 4. How do I request changes to my UPMR? Send an Excel Spreadsheet providing us with the member s Name, SSN, DAFSC, Position numbers (no more than 2 people with the same number) and PAS code. Forward the Excel Spreadsheet to Force Management through Force Management s SharePoint site (Workflow) for updates. 5. How do I request a Duty History update? A member has to log into Virtual MPF under Most Popular Applications, click on Duty History, click on Changes to Duty History and you will be able to make changes and upload supporting documents to AFPC. Supporting documents could include EPR/OPR, RIP and Orders. AFCSM ; Vol

Lost ID card letter, which can be obtained at Customer Service or from the unit First Sergeant, along with forms of ID such as Social Security card, valid driver s license, marriage certificate, divorce decree, passport or birth certificate. The Lost ID card letter must be signed by the First Sergeant or Commander. 2. When does a dependent child ID card expire? An unmarried child s ID card (DD Form 1173) expires at the age of 21, unless enrolled full time at a university. In this case the child can hold an ID card until graduation or age 23, whichever occurs first. A letter certified by School Registrar showing full-time enrollment & estimated graduation completion date must be stated. 19 G-Series Orders Frequently Asked Questions Governing AFI: , Appointments to and Assumption of Command FAQ s 1. Can an officer of a lesser rank command a senior ranking officer? An officer who is assigned to duty in a unit which he or she is eligible to command but which is commanded by another officer of the same grade, but of lower rank, is subject to the command authority of the officer of lower rank. However, an officer cannot command another officer of higher grade, who is otherwise eligible to command, whether by assumption or appointment. AFI Para 1.4 Reference Information *The term grade equates to the office held (Captain, Lieutenant Colonel, Colonel, etc). The term rank is generally used to denote seniority within a grade, although it also refers to the relative \ precedence among the different grades. 2. Can we designate an Acting Commander? There is no title or position of an acting commander. The term acting commander is not authorized. 3. What is the difference between appointment and assumption of command? Assumption of command is a unilateral act taken under authority of law and regulation. Appointment to command occurs by an act of the President, the Secretary of the Air Force (SECAF), or by his or her delegee(s). 4. How do we fill out the Form 35? My account is locked. What should I do? Contact Base Leave Web Monitor to get your account unlocked. 2. I attempted to create leave but received a notice that my account is inactive. This is caused when the Leave Balance List from DFAS is imported and your individual information was not on it. This is due to your ETS Date being expired or if you re an officer who does not have an ETS Date, incorrect characters were placed in your record by the MPF. You will need to start with the base leave monitor to get this information corrected. 3. I am trying to submit leave but the system is telling me that I am within 30 days of my DOS. Once you are within 30 days of your DOS only your CSS/Orderly Room can submit a leave for you. If you have recently reenlisted or extended your tour, the information will automatically update in LeaveWeb when the Leave Balance List is received from DFAS. 4. I am trying to request Permissive TDY but the system will not allow me. Members can only submit Ordinary Leave in LeaveWeb. Contact your CSS/Orderly Room in regards to submitting other leave types. 21

When can I expect my orders? The member can expect orders within 5-7 business days of turning in all required documents, but not before 90 days from the RNLTD. 2. What do I need to turn in for my orders? This depends on whether the assignment is CONUS or O/S and any PPCs loaded. List of required items will be included for each member in the Outprocessing briefing. 3.Where can I find my orders? Your orders can be found in your vop Checklist through vmpf. There is a blue link at the top of the page that says: To View Orders. 4. I was selected for an O/S assignment as a volunteer; can I withdraw my volunteer status? AFPC will require specific justification when requesting a change in assignment volunteer status which places the responsibility on each Airman to ensure their records, to include assignment preferences, are up to date and accurate. Inaccurate or outdated assignment preferences resulting in an assignment selection creates unnecessary workload for AFPC and MPS s. Additionally, it shortens notification and reporting timelines for other Airmen selected. Any change in volunteer status must be endorsed by the commander and be based on the following: Hardship or the Best Interest of the Air Force. 5. I have always heard I can turn-down an assignment once in my career. Enlisted members selected for an overseas assignment can only request to withdraw their volunteer status as mentioned above or if they don t have retainability for the assignment can decline to get retainability by signing an AF Form 964. For First Term Airmen who decline retainability, there is not a negative impact on their career. If a second term or career airman declines retainability, they are ineligible for promotion or reenlistment and will separate on their DOS. AFI , Para

Where can I apply for my follow-on? Log into vmpf, and under Self Service Actions, Assignments Link, there is an option to submit an application for follow-on. This must be done within 15 days of assignment notification or 150 days prior to their PDD. 7. If I want to take leave en-route to my next duty station. What do I need to do? You do not need to submit a request in Leave Web. Upon your final outprocessing appointment, depart and take leave as needed ensuring you meet the RNLTD. When you file a travel voucher, Finance will compute your travel time and count the additional days as leave. 24

27 Enlisted Promotions Frequently Asked Questions Governing AFI , Airman Promotion/Demotion Programs; 31 Dec 2009 FAQ s Reference Information 1. When will I get promoted to SrA? Airmen are promoted (fully qualified) to SrA upon meeting minimum requirements in Table 2.1, recommended by the commander in writing and have: 36 months TIS & 20 months TIG OR 28 months TIG, whichever occurs first. 2. When is the In-System Supplemental release? AFPC conducts in-system promotion consideration monthly after initial promotion selection and announces supplemental selection board dates for eligible Airmen. The schedule can be found at: ,Para When will I get my WAPS study material? WAPS study materials should arrive within 8 weeks after the 30 September shipment from HQ AU. Airmen who have not received their WAPS study material within 8 weeks or by 01 December must contact the promotions office. WAPS material is going digital for FY What do I do if some of my WAPS material is missing? Contact the unit WAPS monitor as soon as possible. Once the full transition to e-copies of WAPS materials has occurred, the statement above will no longer apply. 5. Where can I find the WAPS catalog? Submit application and copy of AF FM 422 to AFPC using vmpf. AFI , Para Am I authorized Permissive TDY for house hunting/job hunting? Member must be eligible for this benefit. Their separation program designator (SPD) code determines this.
