However, individual remain responsible for their own actions and those who are in any doubt should consult their Supervisor or Manager.

2 1. Background The Authority has mandated that all airside vehicles / ground service equipment ( GSE ) must be installed with the Authority s vehicle tracking system effective from 16 November 2015 to improve airfield operational efficiency and safety. To ensure the quality of vehicle tracking service provided to the airport community, service providers other than the Authority s appointed service contractor (i.e., DigiMobi Technology Limited) who want to interface with and feed data to the Authority s system as described in Airfield Circular OC/43/2015 must apply to and be approved by the Authority. The Authority will apply the same robust and stringent selection criteria of the Authority s appointed service provider, to ascertain whether an application is approved. 2. Terms and Conditions 2.1 Submission of Application The application submission shall include the information required in Section 3 and the completed form of application in Appendix 1. It must be written in English and must be addressed to Assistant General Manager, Standards & Service Delivery Airfield Department L5, HKIA Tower 1 Skyplaza Road, HKIA Lantau, Hong Kong The Authority would acknowledge the receipt of application within 28 calendar days; The Authority would review the supporting documents and revert to the applicant for the compliance/non-compliance within 60 calendar days; The Authority would arrange the site test as specified in Appendix 2 for the applicants on a quarterly basis; Upon passing of the site test, successful applicant will be notified within 7 calendar days. 2.2 Acceptance Criteria Application shall only be accepted at the absolute discretion of the Authority. 3 2.3 Rights of the Authority The Authority is not bound to accept any application The Authority may modify, amend or revise any provision of the requirement specifications at any time without being liable to applicants for any loss, damage, cost, expense or inconvenience thereby caused The Authority may request the applicant to provide clarification of information submitted or any additional information. The Authority may, at its absolute discretion, reject an application if the applicant fails to respond to any request by the Authority for clarification or for additional information within the time period specified in such request The Authority is entitled to dispose of the documents submitted by the applicants at its own discretion The Authority s representative may inspect and test the onboard unit for vehicle tracking system at any time in the course of their manufacture, processing or storage. The Authority reserves the right to withdraw the approval All statistical or other data and information provided in this application are for reference only. 4 3. Information Requirement 3.1 Organization Details Provide organization details of the applicant, including the date and place of its incorporation / establishment. Provide evidence of its incorporation / establishment. 3.2 Company background and experience A description of the company or firm s history and business or, if the company is a subsidiary, the history and business of the group. 3.3 Functionalities Technical specification of the onboard unit for vehicle tracking system shall perform the functionalities specified as follows: (a) Location and Speed Tracking i. Utilize Global Navigation Satellite System (GNSS) technology. ii. Determine the information includes but not limited to location and speed of a vehicle/gse at the Hong Kong International Airport and Chek Lap Kok Island. iii. Allow the Authority or business partners as the designated party to collect information for creating permanent geo-fencing zones, and temporary geo-fencing zones with pre-defined start and end dates. iv. Achieve an accuracy within +/- 10 meters of the actual location or better. v. Achieve an accuracy within +/- 10% of the actual speed or better. (b) Vehicle Status Identification The applicant s vehicle tracking system ( applicant s system ) shall determine the status of a vehicle/gse based on the following definitions: i. MOVING - Engine on and in horizontal motion. ii. IDLE - Engine on and not in horizontal motion. iii. STOPPED - Engine off and not in horizontal motion. (c) Data Exchange with the Authority s System i. The applicant s system shall be able to automatically feed the raw data in the Authority s vehicle tracking system ( Authority s system ). The raw data include but not limited to (i) vehicle ID, (ii) vehicle location, and (iii) vehicle speed to the tracking platform in a frequency of every 15 seconds. Issue No. 2 Page 3 of 11

5 ii. The applicant s system shall be able to automatically feed in updated vehicle related data provided in a frequency of every 24 hours. iii. The applicant s system shall be able to automatically feed a comprehensive set or user-defined set of raw data to the Authority s system in a frequency of every 15 seconds. iv. The applicant s system shall allow retrieval of a comprehensive set or user-defined set of raw data from the applicant s system in a frequency of every 24 hours. v. Upon provision of Application Programming Interface (API) or Web service by the Authority s appointed service provider, the applicant s system shall enable direct communication with the Authority s system and support common data formats (e.g., CSV) for the data exchange mentioned above. vi. The tracking platform external interface shall provide encrypted data interface accessible from internet securely for data exchange. (d) Maintenance and support plan demonstrating and describing how the functional requirements as specified in this Paragraph 3.3 could be fulfilled and performed. The maintenance and support plan shall include, but not limited to, the following: i. Maintenance and Support Team Structure ii. Manpower Structure and Resource Arrangements iii. Experience, Qualifications and Competency iv. Contingency Plan (e) (f) Proof note(s) or certificate(s) showing the onboard unit for vehicle tracking system in compliance with the Telecommunications Ordinance (Cap. 106). Applicant should observe the interference issues as specified in Airfield Circular OC/49/2015 and demonstrate that a quality assurance programme is in place to maintain the serviceability of vehicle tracking system so as to comply with Cap. 106; In-depth system impact analysis report that met the requirements specified as follows: i. The applicant shall conduct an in-depth system impact analysis for all existing Radio Frequency (RF) and wireless communication system used in Hong Kong International Airport, such as WIFI networks, Radio Frequency Identification (RFID) systems, Trunked Mobile Radio (TMR), cellular networks included, but not limited to, the system specified in Appendix 3; ii. The impact analysis shall base on the system information collected by the applicant from the relevant stakeholders of the system, including the equipment locations and technical specifications. 6 iii. iv. The impact analysis shall show the level of impact, severity of service and performance degradation quantitatively from the solution that may be incurred according to the proposed design. The applicant shall provide recommendation and propose solution to mitigate / reduce the service / performance impact to existing systems. (g) Regulatory compliance study report that met the requirements specified as follows: i. The applicant shall conduct regulatory compliance study, to evaluate the compliance of equipment, schematic and detailed design proposed by the applicant to ensure that it meets all regulatory requirements in Hong Kong. ii. The regulatory compliance study shall include, but not limited to, the followings: Electricity Ordinance (Chapter 406) from Electrical and Mechanical Services Department (EMSD) of HKSAR Government for electrical system installation; Frequency Operation License from Office of the Communications Authority (OFCA) of HKSAR Government for radio telecommunication system; Equipment Type Approval from OFCA of HKSAR Government for radio telecommunication equipment; Federal Communications Commission (FCC) Code of Federal Regulations Parts 15C; Industry Canada, Radio Standards Specification RSS210. (h) Quarterly Update of Airport Map i. The applicant shall make reference to the layouts provided in the Airport Operations Manual to develop its own Airport Map for the applicant s system. ii. The applicant shall demonstrate its ability to make quarterly update to the applicant s Airport Map. Issue No. 2 Page 5 of 11

8 Appendix 2 On-site Compliance Test The applicant is required to conduct an on-site compliance test at HKIA, at the applicant s own cost, to demonstrate the applicant s compliance to the basic requirements set out below. The Authority will not allow more than 3 nos. of people from each applicant to conduct the on-site compliance test. The Applicant shall comply with the following: (a) (b) The accuracy of outdoor location tracking by GNSS technology shall achieve at least 70% of reported location within +/- 10 meters of its actual location. The accuracy of outdoor speed tracking by GNSS technology shall achieve at least 70% of reported vehicle speed within +/- 10% of actual speed of the vehicle. The vehicle speed from dashboard odometer will be used as reference. As the HKIA is a busy airport with round-the-clock operations, the on-site compliance test will only be arranged mostly at small hours of assigned day on quarterly basis, which may subject to change with the Authority s prior notice. The Authority will send an invitation to the applicant for inviting applicant to conduct the on-site compliance test. In the invitation, the Authority will provide details of the actual time schedule for the applicant to prepare and arrange the on-site compliance test. Designated driver and vehicle would be provided by the Authority for the test. Failure to achieve the passing scores as stated below will be disqualified and shall not be proceeded further. 9 40m Interface Requirement Specifications (1) Test Scenario 1 Test scenario 1 is aimed to check the compliance of accuracy for location and speed tracking. A designed parking stand would be selected to conduct the test. 10 The applicant should install their onboard unit (aka GPS tracker) near the windscreen of the designed vehicle assigned by the Authority and connect to the vehicle temporary power source (i.e. cigarette lighter receptacle). The applicant shall configure the onboard unit with over-speed alert threshold of 30km/h. A driver designated by the Authority shall drive at a speed of around 22 km/h along the test route shown in Figure 1 which is about 228m long, i.e. 37s per trip at 22 km/h. The location test shall be conducted in two sessions of 6 minutes each, with 12 rounds of testing round shall be expected, while the data of first and last round would be excluded from examination. The Authority will record the data under the 10 out of 12 rounds of testing, and it is anticipated that around 370 location data would be recorded. The reported location should then be cross checked with the reference location. The driver shall then start speed test at the location shown in Figure 1 which is about 100m long. The test shall be conducted in five sessions. The driver shall accelerate from 0 km/h to about 33 km/h when entering the test zone and start decelerate to 0 km/h when leaving the test zone. At least 4 over-speed alerts should be recorded in each session and it is anticipated that around 20 over-speed data would be recorded. The reported speed should then be cross checked with the reference speed. After the test, the Authority shall formulate a report, with the consent of the applicant, demonstrating the recorded result in table format. The test result shall indicate the follows: 1. Number of location data achieve the location accuracy requirement of +/- 10 meters; 2. % of location data achieve the location accuracy requirement of +/- 10 meters; 3. Number of speeding data achieve the speed accuracy requirement of +/- 10% of actual value; 4. % of speeding data achieve the speed accuracy requirement of +/- 10% of actual value; Passing Score: above 70% of recorded data achieve relevant accuracy requirement.
