1 1 DEPARTMENT OF COOPERATION ANNUAL ADMINISTRATIVE REPORT INTRODUCTION : A cooperative society is defined by the International Cooperative Alliance (ICA) in its Congress held in Manchester in 1995 as an autonomous association of persons united voluntarily to meet their common economic, social and cultural needs and aspirations through a jointly owned and democratically controlled enterprise. The following seven principles were formulated in the Congress. 1. Voluntary and Open Membership 2. Democratic Members Control 3. Members Economic Participation 4. Autonomy and Independence 5. Education, Training and Information 6. Cooperation among Cooperatives 7. Concern for Community. Co-operatives originated in Manipur in the nature of Singlup, Thasi Marup, Purnima Marup etc. However, the formal cooperative movement in the State started in the year 1938 with the extension of Indian Cooperative Societies Act, 1912 to Manipur. Shri Sanjenbam Nodiachand Singh, member of the Manipur State Durbar, was the first Registrar of Cooperative Societies, Manipur. There are as many as 5493 Cooperative Societies with a membership of in the State of Manipur. The movement has now covered the whole State of Manipur. Different types of Cooperative Societies except cooperatives in respect of water management cooperatives, electricity cooperatives, cooperative hospitals, tourism cooperatives etc. have been organized in the State. 2. POWER AND FUNCTIONS OF REGISTRAR: The Registrar of Cooperative Societies, Manipur is responsible for the overall promotion and development of the cooperative movement in the State. He is appointed under Section 3 of the Manipur Cooperative Societies Act, Shri Thaithunglung Pamei, IAS, is holding the post of the Registrar of Cooperative Societies, Manipur and is the 52 nd Registrar of Cooperative Societies, Manipur The Registrar of Cooperative Societies is assisted by a number of officers namely, Additional Registrar, Joint Registrars, Deputy Registrars, Assistant Registrars, Sub-Registrars, Inspectors etc. The Department has a total staff strength of

ADMINISTRATIVE SETUP IN THE DISTRICTS: Each district is under the control & Supervision of one Deputy Registrar of Cooperative Societies who is designated as the District Cooperative Officer. He is also delegated with the power and function of the Registrar under Section 3 of the Manipur Cooperative Societies Act, He is responsible for the overall development of the Cooperative movement in the district. each Zone. Manao Singh, Joint RCS is the Head of the Audit Cell. The Joint RCS(Audit) is responsible for the audit of all Cooperative Societies in the State. The accounts of the local clubs and voluntary organizations which are registered under the Manipur Societies Registration Act, 1989 are also audited by the Auditors of the Cooperative Department on their request. 6. CLUBS AND VOLUNTARY ORGANIZATIONS: The registration of local clubs and voluntary organizations is also entrusted to the Cooperative Department. The Registrar of Cooperative Societies, Manipur or one of the officers of the Department is appointed as Registrar of Societies, Manipur under Section 3 of the Manipur Societies Registration Act, The Societies Registration Act, 1860 extended to Manipur had been replaced by the Manipur Societies 3

4 4 Registration Act, 1989 (Act 1 of 1990) w.e.f. Ist July, All the District Cooperative Officers are delegated with the power of Deputy Registrar of Societies of the districts under the supervision and control of the Registrar of Societies, Manipur. The Assistant Registrar, Kangpokpi and Jiribam are also delegated the powers of Assistant Registrars of Societies. 7. BOMBAY MONEY LENDERS ACT, 1946: Under Section 3 of the Bombay Money Lenders Act 1946 as extended to Manipur the State Government have appointed the following 3 (three) Officers of Cooperative Department as Registrar General of Money Lenders, Registrar of Money Lenders and Assistant Registrar of Money Lenders for the whole State of Manipur for the purpose of the said Act. 1. Registrar of Cooperative Societies, Manipur Registrar General of Money Lenders 2. Addl. Registrar of Cooperative Societies, Manipur Registrar of Money Lenders 3. Assistant Registrar of Cooperative Societies (C & B) Assistant Registrar of Money Lenders Total number of licence granted under the Act, during the year is 9 and total number of licence granted so far is PROBLEMS OF THE COOPERATIVES : Manipur is one of the cooperatively underdeveloped state. The Cooperatives are facing problems of inadequate fund, management inefficiency, vested interest, uncongenial environment, lack of coordination etc. The marketing and consumer societies are unable to compete with the private traders. The agricultural credit societies are working in the most difficult areas for promotion of the socio-economic status of the farmers and rural population. The industrial cooperatives are unable to mobilize their resources. However, the position of the cooperative movement in the State amongst the North Eastern States is very encouraging. Cooperative Societies relating to Handloom and weaving, Transport, Fisheries, Livestock, Thrift & Credit etc. are working satisfactorily. 8.1 AGRICULTURAL CREDIT SOCIETIES : The Agricultural Credit Cooperatives consist of the following societies. Manipur State Cooperative Bank Ltd. Manipur State Land Development Cooperative Bank Ltd United Farmers Development Cooperative Bank Ltd. Manipur Agricultural Cooperative Bank Ltd., Manipur Farmers Development Cooperative Bank Ltd. 140 G.P.Level MPCS and 8 service societies in the valley areas. 70 LAMPS in the hill areas. During the year under report the position of the Manipur State Cooperative Bank Ltd improved considerably compared to that of the last year. During the year the bank advanced loan of Rs lakhs out of which Rs lakh, Rs lakh and Rs lakh are Long Term, Medium Term and Short Term loan respectively. 4

5 5 The other cooperative banks could not advance Seasonal Agricultural Operation loan during the year The main effort of the primary credit cooperative Societies was confined to recovery of loan. 8.2 NON-AGRICULTURAL CREDIT COOPERATIVES : The following are Cooperative Banks in the non-agricultural credit sector: Imphal Urban Cooperative Bank Ltd. Manipur Women s Cooperative Bank Ltd Manipur Hills & Backward Development Cooperative Bank Ltd. Manipur Industrial Cooperative Bank Ltd(under liquidation) Lamka Urban Cooperative Bank Ltd(under liquidation) Moirang Primary Cooperative Bank Ltd. Bishnupur Urban Cooperative Bank Ltd. Manipur Mercantile Cooperative Bank Ltd. Chandel Urban Cooperative Bank Ltd Manipur State Housing Development Cooperative Bank Ltd. Thrift & Credit Cooperative Societies The Imphal Urban Cooperative Bank Ltd is also one of the successfully working society in the State. It is advancing different kinds of loan to the members for small scale industries, trade & commerce, agroindustries, contract works, livestock, education, marriage and other ceremonies etc. by opening counters even on Sundays. In the year the bank advanced loan of Rs lakh out of which Rs lakh is Medium Term and Rs lakh is Short Term. The Manipur Women s Cooperative Bank Ltd also advanced loan to the tune of Rs. 500 lakhs in short and medium term for enhancing various activities. The Moirang Primary Coop.Bank Ltd. also advanced loan of Rs lakhs, out of which Mediu Term is Rs lakhs and Short loan of Rs lakhs. Some of the Thrift & Credit Cooperative Societies are also working actively among others. Manipur Cooperative Department Employees Credit Cum Store CS Ltd., The Nongpok Musti Thrief and Credit Ltd. and The Forest Department Employees Thrieft and Credit Cooperative Society Ltd.are worth mentioning. 8.3 MARKETING COOPERATIVES : Within the fold of the marketing sector there are the Manipur Apex Marketing Cppperative Societies Ltd; Manipur Scheduled Castes & Scheduled Tribes Development Cooperative Federation Ltd; 9 (nine) District Supply & Marketing Cooperative Societies; the primary marketing societies; and the 210 (two hundred and ten) Primary Agricultural Credit Societies which are emphasing towards the enhancement of marketing activities. The marketing Cooperative Societies are weak because of inadequate fund, lack of marketable surplus, vested interest and inability to compete with private traders. Their main activity is confined to supply of agricultural inputs to the farmers. However, the Manipur Apex Marketing Cooperative Society Ltd. took active role in supply of Fertilizers to the PACS. 5

6 6 8.4 CONSUMER COOPERATIVES : This sector consists of the following societies: Manipur State Cooperative Consumers Federation Ltd. District Supplies &Marketing Cooperative Societies Ltd Primary Consumer Cooperative Societies Ltd 210 Agricultural Credit Societies The fate of the Consumer Cooperative societies is more or less similar to that of the Marketing Cooperatives. In the year the activity of the Consumer Cooperatives was negligible. 8.5 HOUSING COOPERATIVES : The Housing Cooperatives are not successful. This is mainly because of the fact that they cannot make ventures for construction of housing colonies which can be rented out and which also can earn income. The Manipur State Apex Cooperative Housing Society Ltd has so far advanced loan of Rs lakhs to its members out of which Rs lakhs is from the HUDCO and Rs lakhs from the LIC the present Board of Administrator of the Society are gearing up hard to recover overdue loans. 8.6 INDSUTRIAL COOPERATIVES : The Industrial sector consists of the following cooperatives : Manipur State Sericulture Cooperative Federation Ltd Manipur Fruit Processing & Cold Storage Cooperative Society Ltd Manipur Rural Electronics Cooperative Federation Ltd Primary Electronics Cooperative Societies Primary Sericulture Cooperative Societies Other Miscellaneous Societies like beekeeping, carpentry, brick-making, potteries, Blacksmithy, Jewelry etc. are also functioning under this catagory. The industrial societies are not viable units as they cannot mobilize their resources properly and compete with the private enterprises. The Manipur Fruit Processing & Cold Storage Cooperative Society Ltd produced different types of fruit juice worth of Rs.4.20 lakhs during the year under report. 8.7 HANDLOOM AND HANDICRAFT COOPERATIVES : The Manipur Apex Handloom Weavers and Handicrafts Artisans Cooperative Society Ltd. (AWAS) is working in vertical linkage with the primary handloom cooperatives with the opening of the Yarn Bank. During the year, the Apex Society could sell clothes & yarn worth of Rs lakhs. The primary handicraft societies sold their products like toys, dolls, bamboo products, kouna products etc. The Society organised State Level Mela Cum Sales during the year as follows :- 1. Mera Houchongba Festive Fair, Ningol Chakkouba Festive Fair, Craft Bazar at Imphal East and Bishnupur District, Buyer and Sellers Meet 2010 at different Districts of Manipur and also take active part in the Sangai Festival,

7 7 8.8 LABOUR COOPERATIVES: The problem of labour cooperatives is that most of the members are not labourers. In the year the labour contract cooperative societies including the forest labour cooperatives in the hill areas executed works worth Rs lakh. 8.9 TRANSPORT COOPERATIVES : The transport cooperatives in the state are rendering commendable services to the people more particularly residing in the remote areas, The Manipur State Apex Transport Cooperative Society Ltd as the guardian of the primary transport cooperatives is advancing loan to the affiliated societies. There are as much as 75 primary transport coop. societies in the state, out of which 26 societies are affiliated to the Apex Society LIVESTOCK COOPERATIVES : Under the livestock cooperatives the following societies have been grouped: Manipur State Piggery Cooperative Federation Ltd. Manipur State Poultry Farmers Cooperative Federation Ltd Manipur Milk Producers Union Primary Piggery Cooperatives Primary Poultry Cooperatives Primary Cattle Breeding Diary Cooperatives The State level societies could not work successfully as their function was mainly supervisory and advisory in nature PISCICULTURE COOPERATIVES : The Manipur State Fishery Cooperative Federation Ltd remained almost inactive during the last few years. It could not work in coordination with the primary fishery cooperatives. Some primary pisiculture and fishery societies are working successfully HORTICULTURE COOPERATIVES : The Manipur State Social Forestry and Environment Protection Cooperative Federation Ltd and the fruits & vegetable societies come under this category FARMING COOPERATIVES : There are 61 joint farming and 127 collective farming cooperative societies in the State. During the year they sold produces worth Rs lakhs COOPERATIVES OF THE BACKWARD CLASSES & MINORITIES : The Manipur Scheduled Tribes and Scheduled Castes Cooperative Federation, SC/ST Development Cooperative Bank, Manipur Hill & Backward Development Cooperative Bank and Manipur State Minorities Development Federation are organized for the socio-economic development of the backward classes and 7

8 8 the minority communities. But due to lack of fund and managerial problems, they failed to function properly. The Manipur State Minorities Development Cooperative Federation covers Imphal East District, Imphal West District, Thoubal District and Bishnupur District. The society has just taken up the following programmes : Self employment through auto-rickshaw and cycle-rickshaw; Training-cum-Production Centre of wool knitting, embroidery & weaving; Fish farming; Economic Programmes(SHG) in different trades and Institute of Computer Centre at Hatta MINOR AND MISCELLANEOUS COOPERATIVES : The minor industrial cooperatives like bee keeping, brick making, carpentry, tailoring etc and minor non-industrial cooperatives like sugar cane growers, rubber plantation etc are also working in the State COOPERATIVE EDUCATION AND TRAINING : Manipur State Cooperative Union (MSCU): Cooperative education is the best input for Cooperative Societies. The Manipur State Cooperative Union and the Centre for Cooperative Management sponsored by the Union imparted various types of training. The Union organized a number of Self Help Groups. (Please see Appendix - M) 9. REGISTRATION OF VOLUNTARY ORGANIZATIONS: In the year , as many as 328 organizations were registered under the Manipur Societies Registration Act, District wise number of societies registered during the year and total number of societies are given below : Total No. of Type of Registerted Deregistered Upgraded to societies up Societies in in State Level to State Level Imphal West Imphal East Thoubal Bishnupur Chandel Senapati Churachandpur Ukhrul Tamenglong Total REVENUE RECEIPTS : The main sources of revenue of the Cooperative department are audit fee and registration fee of cooperative societies and voluntary organizations. The target of revenue fixed by the government for the Department is Rs lakhs while the revenue collection of the Department during the year is lakhs.hs. 8

9 9 11 GOVERNMENT LOAN : During the year the Department could recover a sum of Rs lakhs as Government Loan which is a great achievement of the Department. 12. AUDIT OF COOPERATIVE SOCIETIES : Audit of the accounts of the Cooperative Societies is statutory under Section 81 of the Manipur Cooperative Societies Act, In the year the accounts of 875 Cooperative Societies and 975 voluntary organisations were audited by the Auditors of the Cooperative Department and collected Audit fee of Rs lakhs 13. TECHNICAL AND PROMOTIONAL CELL(T.P.CELL): The T.P. Cell was established in the year with the financial assistance from the NCDC. They deal with the construction of office buildings of Cooperative Department and other departments under Government of Manipur. But under a Govt. order no new woks entusted during the year. 14. FINANCIAL ASSISTANCE TO COOPS: During the year there is a provision for giving financial assistance to a tune of Rs lakhs to different sectors. 15. ARBITRATION CASES : Under provisions of the Manipur Cooperative Societies Act, 1976 the Registrar of Cooperative Societies, Manipur also exercise judicial powers to hear disputes of cooperative societies. During the year there were 6 Arbitration cases, out of which 2 cases had been completed/finalised and another 4 cases are continuing. 16. IMPLEMENTATION OF REVIVAL PACKAGE FOR SHORT TERM COOPERATIVE CREDIT STRUCTURE (STCCS) UNDER VAIDYANATHAN COMMITTEE : The Department have taken up the Scheme by signing an MOU amongs Govt. of India, State Goverment and NABARD on 30/6/2008 which will be benifited to PACS throughout the State of Manipur. Steps taken up:- - Completed Special Audit Works for PACS. - Amendment of existing Cooperative Act completed. - Completion of Amendment of Rules and Bye-laws were under process. - Inclussion of 10% the State Share contribution is in Budget of the Department (Say Rs lakhs) 9
