1 Meaningful Use: ARRA (American Recovery and Reinvestment Act) Incentives The United States government thrust healthcare into the national spotlight with the Health Information Technology for Economic and Clinical Health (HITECH) Act in its landmark legislation, The American Recovery and Reinvestment Act of 2009 (ARRA). 4 ARRA CERTIFIED EHR SYSTEM Both incentive programs require that an EP use an ARRA certified EHR or EHR(s). ARRA certified means the EHR product has successfully completed independent testing for up to 33 key functionality areas. These products carry a seal issued by one of the federally selected testing bodies. For example:
