3 About the Top 0s MinnCAN ranks schools in key areas so parents can compare schools to one another. We use these public school rankings to generate Top 0 Lists, which show the top-performing schools in seven different areas: Low-income student performance Black student performance Latino student performance Asian student performance Native American student performance English-Language Learner student performance Performance gains* Each subgroup s performance score is an average of their reading and math proficiency at the highest tested grade level in that school. In order for a school to be on the Top 0 list for a major subgroup (lowincome, black, Latino, Asian or Native American), the student body it serves must reflect the statewide student demographics for that subgroup. For example, Latinos represent percent of Minnesota s population. For a school to be on the Top 0 list for Latino student performance, therefore, at least percent of its students must be Latino. The statewide student demographics for all subgroups** are as follows: % = Low-Income 0% = Black % = Latino % = Asian/Pacific Islander There are no performance gains at the high school level * because reading and math are only tested once) No demographic threshold was used for schools on the ** Native American Top 0 list because there were not enough schools in each grade level that reflected the statewide demographic of percent. 27 About MinnCAN Minnesota s achievement gap the persistent and significant disparity between the academic achievement of low-income and children of color and their white, middle-class peers is the most urgent social and economic problem facing our state. We have some of the country s largest achievement gaps between rich and poor kids and black and white kids, as well as the lowest high school graduation rates for children of color in the United States. The price of letting these kids slip through the cracks will be a drain on our communities and our state. Public schools are the cornerstone of our democracy. Our future is inextricably linked to the education of our children all of them. MinnCAN is advancing the movement to fundamentally reimagine our public schools through smart, meaningful public policies. We will not rest until every Minnesota child, regardless of race, ethnicity or class, has access to a great public school.
