Roll Call Allison Blazosky called roll. A quorum was present. 2. Discussion and Appropriate Action on the September 18, 2013 PMAC Meeting Minutes Abigail Kinnison moved to approve the September 18, 2013 PMAC meeting minutes. Darcie Schipull seconded the motion. The motion passed unanimously. 3. Presentation on the Quantification of Complete Streets Rebecca Paskos, senior planner with the (CoSA) Department of Planning and Community Development (DPCD) presented the progress made toward indexing the miles of Complete Streets within the San Antonio s roadway network. Paskos stated the methodology for quantifying the miles of Complete Streets, which she said the DPCD is defining as streets having an existing sidewalk, located within a quarter mile of a bus stop, and with an existing bicycle facility. Paskos stated she will review the preliminary findings with the DPCD and continue to meet with different transportation partner agencies to have baseline data completed by November 2013.

5 Pedestrian Mobility Advisory Committee October 16, 2013 Brian Crowell, noting the large number of streets DPCD is attempting to look at, suggested narrowing the amount of work by first attempting to quantify Complete Streets of only a certain street classification or at a certain location. For information and discussion only. 4. Discussion and Appropriate Action on the Progress Made by the Unified Development Code Joint-Subcommittee in Support of the Pedestrian Safety Action Plan Abigail Kinnison shared with PMAC members that the joint-subcommittee met for the first time on Tuesday, October 15 th. The will open its next call for proposed amendments to the UDC at the beginning of 2015, so the subcommittee members will have about a year to address aspects of CoSA s Unified Development Code (UDC) as a means of supporting implementation of the Pedestrian Safety Action Plan (PSAP). Kinnison mentioned Allison Blazosky will develop a timeline of subcommittee meeting topics prior to the next meeting in early November. Kinnison will also provide PMAC members with updates from the meetings periodically throughout the year. 5. Citizens to be Heard There were none. 6. Annette Prosterman reminded PMAC about the ongoing Walk & Roll Challenge running through October Robert Hanley announced he is trying to schedule a meeting with Ron Nirenberg, City Councilman for District 8, for himself and Allison Blazosky to present the Pedestrian Safety Action Plan. With there being no other business, Hanley entertained a motion to adjourn. Daniel Ludwig moved the meeting be adjourned at 4:14 p.m. Annette Prosterman seconded the motion. 6 3. Discussion and Appropriate Action Regarding the Proposed Closure of a Block of South Main Avenue to Traffic Issue H-E-B has released plans proposing the closure of S. Main Avenue between César E. Chávez Boulevard and Arsenal Street. Approval by the City Council of San Antonio is needed for the plans to move ahead, and the is currently awaiting results of a traffic study on the impacts of closing this portion of S. Main Avenue to public access. As reported by Neal Morton for the Express-News, the street currently bisects the grocer s Arsenal offices, which it says it has outgrown and is planning to redevelop into a nearly 27-acre corporate campus to include a 10,000 square foot grocery store, mixed-use buildings, a culinary school and bike and pedestrian path. The H-E-B Arsenal Master Plan made public by the grocery chain on October 24 th is attached for reference. Action Requested Action requested as appropriate to committee discussion.

Discussion and Appropriate Action on the San Antonio-Bexar County MPO s Boundary Expansion Issue On October 31, 2013, the Texas Transportation Commission approved revisions to the San Antonio-Bexar County MPO boundary that expanded the planning area of the MPO to include Comal and Guadalupe Counties as well as a portion of Kendall County. MPO staff will provide an update on the MPO boundary expansion process. The membership of the new 21-seat Transportation Policy Board is attached for reference. Discussion and Appropriate Action on the Alamo Area Council of Governments 2013 Walk & Roll Challenge Issue The Walk & Roll Challenge is a friendly competition conducted by the Alamo Area Council of Governments (AACOG) in support of the MPO s Walk & Roll Program during September and October, the months during which ozone pollution levels are most likely to spike. It is intended to draw attention to the link between transportation and air quality, to encourage new transportation habits, and to recognize employers and individuals committed to clean air and healthy living. This is an opportunity to discuss the results of the 2013 Walk & Roll Challenge as presented by AACOG s Transportation Coordinator, Annette Prosterman. Action Requested For information only. 6. Discussion and Appropriate Action of the Active Living Council s Active Living Plan Issue The Active Living Council (ALC) for San Antonio was formed in 2010 to influence physical activity within the city and the surrounding areas by developing and promoting a 3-5 year master plan to promote active living, reduce sedentary behaviors, and increase physical activity. ALC member David Clear, built environment coordinator with MetroHealth, will introduce the Council s Active Living Plan and provide an overview of the strategies, tactics and outcome measures the ALC developed.
