Where are we in the process of DI? Simultaneously: Discussion, shaping the legislative framework, creating the policy, undertaking first actions. Investing in people and communities Social inclusion and social development Rome, July 2014
Discussion and conclusions No total institution any more No coming back to the moment from the past - before the deinstitualization process First, creating a better alternative than closing the institution Institutions it was the first necessary step: we can draw sth. out from DI - To recognize and understand the needs - To educate staff Investing in people and communities Social inclusion and social development Rome, July 2014
What we are afraid of? The challenges. Unpredictable unwanted outcomes: e.g some cases of individual learning - social skills Autism Quality of service, efficiency of services Contracting the services Investing in people and communities Social inclusion and social development Rome, July 2014
What we want to do Reduction the size of institution - step by step action Move the resources from the institutions to services Introduce Less bureaucracy and client centered approach Build the infrastructure (housing problems) Prepare, empower the local community Support the Family and foster family care Foster family ties Investing in people and communities Social inclusion and social development Rome, July 2014
What action Use the Euro Funds for DI transition. - running the EU PROGRAMS, setting the standards / monitoring results Run centralised programs to stimulate the local activity - supporting and fostering the local actions - testing and mainstreaming - encouraging to overtake the EU programs by local authorities Sheltered housing, trainings in house-living Day care centers Family assistant Financial support Investing in people and communities Social inclusion and social development Rome, July 2014
