Product stewardship is a way that everyone who designs, makes, sells, uses, and recycles or disposes of chemical products can help protect safety and health and environmental quality. It s a concept that calls on everyone in the product life cycle to share responsibility. And Quaker is answering the call. In fact, we ve been at the forefront of creating workable and effective product stewardship programs for our industry. We ve worked both inside the company and with industry organizations. And we ve worked at the highest levels. As a result, in 2000, our president Ronald J. Naples personally demonstrated his commitment through the creation of the Quaker Safety, Health and Environmental Policy: Quaker Chemical Corporation Safety, Health and Environmental Policy Quaker Chemical Corporation is committed to an effective Safety, Health and Environmental Management System designed to operate globally in a manner which protects the environment as well as the health and safety of our associates, customers, suppliers, and neighbors. Product Stewardship is the Management system that integrates SHE responsibilities into every phase of our products lifecycles. Through excellence in product stewardship, Quaker will become a trusted SHE resource for its stakeholders. We are perfectly aligned with the LubeCare principles. They support our formal Mission Statements and our business strategies across our markets, and they are exacting reflections of our stated code of ethics, and our current SHE policy. An excellent fit. The LubeCare program supports our responsibility to inform customers; to provide a safe workplace for our employees; and to comply with legal requirements applicable to product manufacture, use, and disposal. We have been moving in this direction in many ways over the past decade or more. And we have made significant progress. We have achieved ISO third party certification in our Detroit manufacturing facility (as well as our European facilities in Uithoorn, The Netherlands and Barcelona, Spain). ISO focuses on environmental management with requirements for continuous improvement. We have achieved ISO 9001 certification at all our facilities. ISO 9001 is concerned with quality management and requires continuous improvement. LubeCare is a registered trademark of ILMA. ILMA is a registered trademark of the Independent Lubricant Manufacturers Association.
4 LubeCare: Quaker s product stewardship program. Based on the program developed by ILMA in which Quaker professionals continue to play significant roles, we developed a demanding product stewardship program under the LubeCare identity. Our program not only covers the five essential components, it also reveals the true depth of our planning, caring, and follow-through. 1. Management commitment: To provide policies, resources, and methods of accountability to the design, manufacture, responsible use, and disposal of lubricant products. For years, Quaker has been developing and implementing SHE policies that go well beyond what is required by governments and non-governmental organizations. We ve had a decided advantage in understanding the issues and framing our responses, based on our deep staff involvement in ILMA policy-making. In a way, the LubeCare program formalizes our activities, creating a cohesive structure, and ensuring communication, ethical consideration, and accountability at every level of management of our North American facilities. 2. Product design: To identify potential hazards and evaluate risks from the very beginning of the product design process. We have developed a process to help us control our research and new product activities. We use a stage gate model to identify potential product hazards and to evaluate risks throughout the cycle of design. We work to integrate safety, health and environmental considerations into our product designs. We evaluate raw materials, and once a formula has been developed, the formula approval process begins. A number of departments notably our SHE department have input for the final formulation template. This template contains information which addresses the Environmental Protection Agency (EPA), Department of Transportation (DOT), and Occupational Safety and Health Administration (OSHA) requirements, as well as the product manufacturing instructions. We then communicate all relevant information to our customers through our technical data sheets and our Material Safety Data Sheets (MSDS). 3. Management of the Manufacturer s Environment: To identify and control Quaker employee exposure to lubricant products and their components. With approval, the formulation template contains the SHE information needed to manufacture and ship the product. The manufacturing instructions describe the detailed manufacturing procedures and any personal protective equipment that is needed when making the product. Proper container labels and DOT shipping instructions are also included in the template. Plant operation procedures comply with applicable safety, health, and environmental requirements. The corporation is third party certified ISO 9001 for quality, and our Detroit facility is ISO third party certified for environmental performance. 4. Customer Education and Outreach: To communicate appropriate safety, health and environmental considerations and management practices to customers. 6 Beyond compliance: Taking the next steps now. Our commitment and our program for product stewardship go far beyond traditional safety, health and environmental initiatives. Our effort is both stronger and broader, extending the focus to include product life cycle management, customer interaction, and dialogue on how to foster proper use, handling, recycling, and disposal of our products. What we are doing is not blue sky talk and planning, but is a very real effort. We ll describe in detail three exemplary initiatives that show the range of our work from ISO certification, to our comprehensive MSDSs, to the enormous range of industry organizations to which we contribute and from which we gain immeasurably in knowledge and experience. ISO beyond environmental compliance. Our ISO certification for our manufacturing facility is not required it s entirely voluntary. The ISO Environmental Management Standards (EMS) cover our environmental management systems, environmental auditing, life cycle assessment, environmental performance evaluation, and the environmental considerations in product standards. This work is helping us to establish and meet our own goals, by setting objectives and targets, and by creating organizational structures with standards for review and accountability, including top management oversight. Essentially, our ISO certification work shows that we have developed environmental policies that demonstrate a commitment to compliance with environmental regulations as well as to pollution prevention. MSDS real help for our customers, and other companies. OSHA s Hazard Communication Standard (HCS) ensures that employers and employees have sufficient information to recognize chemical hazards and take appropriate protective measures. We provide this information through product labels, through training, and through the MSDS. An MSDS describes the physical and chemical properties of the product, physical and health hazards (if any), the ways that people can be exposed to it, the precautions that should be taken when handling and using it, the emergency and first aid procedures that should be used in case of exposure, and the best ways of controlling the product. The MSDS is meant to help the employers and employees decide which products to use, how to use them safely, and how to react in emergency situations. Our MSDSs have been designed and refined to deliver all this information in a format that is both highly informative and easy to use. SAMPLE Date: If the MSDS has been revised or reviewed, the date shown will be the last time this was done. The MSDS is updated when new information becomes available. Name of the chemical: Same name must be used on the label. Emergency contact information: The manufacturer telephone number provided in this section can be used to obtain more safe handling information if you need it. The group, department or party responsible for preparing the MSDS can be contacted. Hazardous components: All potentially hazardous ingredients of the material must be listed on the MSDS. The approximate amount (percentage or percentage range) of each ingredient of the material is also provided. As defined by OSHA Standard (the OSHA Haz-com standard), a hazardous chemical is one which is a physical hazard or a health hazard. 6
7 Industry organizations: Improving our company, the industry, and the environment. We are an active participant in organizations that are dedicated to improving safety, health and the environment. Quaker professionals contribute significant time and talent to these organizations often including involvement in governance and policy-making. This contribution is easily repaid by what we learn for improvement of our own programs, and by the improvements we make that affect our customers and the communities in which we do business. Following is a list of representative organizations with which we work: American Conference of Government Industrial Hygienists (ACGIH) is for interchange of experience and information among industrial hygiene workers. American Industrial Hygiene Association (AIHA) supports professionals in their efforts to improve the health and well being of workers, the community, and the environment. American Iron and Steel Technology (AIST) combines the Association of Iron and Steel Engineers (AISE) and the Iron and Steel Society to advance the technical development, production, processing, and application of iron and steel. American Oil Chemists Society (AOCS) is a global forum for those with a professional interest in the science and technology of fats, oils, surfactants, and related materials. American Society for Microbiology (ASM) The ASM is a scientific society of individuals interested in the microbiological sciences. The Society s mission is to advance microbiological sciences through the pursuit of scientific knowledge and dissemination of the results of fundamental and applied research. American Society for Quality (ASQ) advances knowledge exchange to improve business results, and to create better workplaces and communities worldwide. American Society for Testing and Materials (ASTM) is one of the largest voluntary standards development organizations in the world. American Society of Safety Engineers (ASSE) members manage, supervise and consult on safety, health, and environmental issues in industry, insurance, government and education. Association of Professional Industrial Hygienists, Inc. (APIH) offers credentialing to industrial hygienists; designated by RPIH Registered Professional Industrial Hygienist. Association of Records Managers & Administrators (ARMA) is a not-for-profit association and the leading authority on managing records and information paper and electronic. CMS Forum has a mission to grow the awareness and practice of economically and environmentally beneficial chemical management services. It was initiated by a group of leading CMS suppliers including Quaker. Independent Lubricant Manufacturers Association (ILMA) was established to provide advocacy, networking, and collaboration opportunities for its members. Promotes industry integrity through an enforceable code of ethics. PA Chemical Industry Council (PCIC) works toward continuous improvement of the chemical industry through public policy advocacy, communication, education, and the promotion of the principles of Responsible Care. Society for Chemical Hazard Communication (SCHC) promotes the improvement of the business of hazard communication for chemicals. Society of Tribologists and Lubrication Engineers (STLE) has a mission to foster innovation, improve performance of equipment and products, and to conserve resources and protect the environment. Society of Manufacturing Engineers (SME) is the leading resource for the people and information that will advance manufacturing knowledge and practice. SME and Quaker share a commitment to continuous learning. Suppliers Partnership for the Environment (SP) is a partnership between auto manufacturers, their suppliers, and the US EPA. It s a forum for sharing best practices throughout the supply chain. The work goes on. We are not only keeping up with best practices in the industry, we are helping to set them, support them, and disseminate them. Our work within the company and throughout the many facets of our industry and its associated disciplines moves everyone forward, and helps to improve business for our customers and quality of life for our communities.
