3 The information in this document pertains to the following programs/students Graduate Diploma programs Certificate programs Graduate Independent students Auditors (students auditing graduate courses), and Graduate Visiting/ Exchange 1 students A. TUITION AND OTHER FEES BILLING STRUCTURE 1. Tuition Fee Rates Canadian, Québec Residents are charged the base rate of tuition as determined by the Ministère de l Education, Loisir et Sport du Québec (MELS). Canadian, Non-Québec Residents are charged the base rate of tuition plus a non-québec resident premium (forfaitaire) as determined by MELS. International Engineering & Computer Science (ENCS), Cycle I (Undergraduate) programs are charged the base rate of tuition plus an International student forfaitaire as determined by MELS, plus an additional 10% forfaitaire, plus an ENCS program premium. International John Molson School of Business, Cycle I (Undergraduate) and Cycle II (Graduate) programs are charged the base rate of tuition plus an International student forfaitaire as determined by MELS, plus an additional 10% forfaitaire, plus a JMSB program premium. All other International, in Cycle I (Undergraduate), II (Graduate) and III (PhD) programs are charged the base rate of tuition plus an International student premium (forfaitaire) as determined by MELS. 2. Fee Billing Structure 2.1 Tuition & Other Fees; and Miscellaneous Fees Tuition and other fees are charged on a per credit basis for each registered course credit. Miscellaneous fees are charged on a per credit, per term or annual basis. No fees are charged during a term in which the student is not registered in a course, a course notation or for academic credit. 2.2 Time-Limit Extension (TLE) and Other Fees Each program of study has an Academic Time Limit, i.e. a specified number of academic terms in which a student must complete all degree requirements and apply to graduate. 4 student has completed all terms within their Academic Time-Limit and has not yet met the degree requirements in order to graduate, the student may apply to the School of Graduate Studies for an Academic Time-Limit Extension (TLE). If a TLE is granted, a TLE fee plus Miscellaneous per term and annual fees will be charged for each TLE term in which the student is registered. 2.3 Code Permanent Surcharge The Ministère de l Education, Loisir et Sport du Québec (MELS) requires that all students who are registered at a Québec University have a permanent code, a unique identifying number which is assigned by the ministry. Students who do not provide a valid code with their application must apply for one. Students who do not submit or apply for a permanent code will be charged an additional tuition premium. Information on how to apply for a permanent code and a link to the on-line Permanent Code Data form can be found at The on-line Permanent Code Data form must be completed and submitted to the Birks Student Service Centre. All students who have attended elementary or high school, or CEGEP in Québec have been assigned a permanent code. The permanent code appears on all Québec High School Leaving and CEGEP transcripts. 2.4 Audit Courses Audited graduate courses or courses not taken for credit are registered under a student s Qualifying or Graduate Independent student program and an Audit grade notation is recorded to the student s record. Consequently, audited courses are charged tuition and other fees on a per credit rate based on the number of credits attached to the Audited course, even though the student is not earning academic credit for that course. 2.5 Visiting/Exchange Students Visiting or exchange students whose host university is Concordia, and who pay fees to Concordia, will be billed on a "per-credit" basis. This includes all visiting/exchange students except for those with an immigration status (IMSTAT) of "VX" (International Exchange) or those who are registered under a Québec Inter-University (INTU) Agreement. International Exchange students with an IMSTAT of VX are not charged tuition & other fees. They are however, required to pay International Health Insurance Premiums. Students registered under a Québec Inter-University (INTU) Agreement pay fees to their home University; and on the basis of their admission and program of enrolment. B. FINANCIAL ISSUES 3. Financial Aid Eligibility 3.1 Qualifying program students Page 3 of 5
5 Qualifying students are considered full-time when they are registered in a minimum of 12 credits in an academic term. Qualifying programs are funded under the same rules as Undergraduate programs. Students on any type of a leave of absence from their program of study are not eligible to receive financial aid. 3.2 Graduate Certificate and Diploma program students Graduate Certificate and Diploma program students are considered full-time when they are registered in a minimum of eight credits in an academic term. 3.3 Graduate Independent students, Visiting/Exchange students Graduate Independent students are not eligible for financial aid, as they are not studying in a program recognised by the Ministry of Education. 4. Tuition (Income Tax) Receipts Enrolment Status Enrolment status is reported on the basis of the total number of academic credits registered in each academic term. Students registered in eight or more credits in a term will be reported as full-time students in that term. Students registered in fewer than eight credits in a term will be reported as part-time students in that term. 5. Employment (Staff) Tuition Waivers 5.1 General Eligible Concordia University employees must go to the Human Resources Department to obtain a tuition waiver. If a tuition waiver is granted, the Human Resources Department (the Payroll Office) will process the waiver to the student's account. The Tuition Waiver Benefit rules are applied in accordance with the governing collective agreement(s). 5.2 Fees that are waived Tuition Waivers cover only the Canadian, Québec Resident base tuition rate (e.g. in 2010/2011 the base tuition rate is $68.93 per credit). The Non-Québec Resident and International student tuition premiums are not waived and must be paid by the employee, the employee's spouse, or the employee s dependent. The student is also financially responsible for the payment of all "other" and miscellaneous fees (e.g. non-tuition, continuation, time limit extension, leave of absence, etc.). Executive graduate programs are not covered by Staff Tuition Waivers. 5.3 Taxable Benefits Page 4 of 5
6 Tuition waivers for an employee s spouse or dependent are a "taxable benefit" for the student, not the employee. These taxable benefits are reported on a T4A which is issued to the student at the end of the taxation year. Tuition waivers for employees who are also the graduate student are considered staff training and are not a "taxable benefit". These waivers are not reported on the employee's employment tax slips at the end of the taxation year. D. FINANCIAL REGULATIONS 6. Late Payment and Interest Fees (September 2010 to August 2011 inclusive) During the 1 st year of implementation of the new fee billing structure, that is, from September 2010 to August 2011 inclusive, the University will not charge Master s and PhD students a Late Payment fee or Interest. 7. Accounts Restrictions Normally, a student s account must be paid in full by the end of each term in order for the student to register for or make a course change for a registration in a future academic term. SIMS automatically sets an Accounts Restriction and blocks a student from registering when there is an outstanding (overdue) balance on a student s account at the end of the academic term. During the first Fall/Winter term of implementation of the new fee billing structure, an Accounts Restriction will not be set if a student has an outstanding balance on his/her student account at the end of the 2010/2 Fall term. In other works, the student will be permitted to register for and make course changes to registrations for the 2010/4 Winter term. At the end of the 2010/4 Winter term, before early registration begins for the 2011/2012 academic year (end of March/early April) the Accounts Restrictions will be set for students with an outstanding balance on their account. 8.
