2 ISP December 11, Arkansas Biodiesel Production Overview Arkansas currently has two biodiesel plants with the capacity to produce approximately 27 million gallons of biodiesel annually. Patriot Biofuels located in Stuttgart is currently producing approximately 3 million gallons of biodiesel annually and is in the process of expanding production capacity by 10 million gallons. Viceroy (formerly Eastman) chemical facility near Batesville has a production capacity of approximately 24 million gallons and expects to produce 40 million gallons by Four additional companies have announced their intentions to construct biofuel production facilities in DeWitt, Little Rock, Helena, and McGehee. With the expansion of the two current biodiesel plants and the additional facilities, Arkansas should have a significant increase in production capacity

3 ISP December 11, Current School District and State Fleet Programs There are currently three school districts in Pulaski County that use a biodiesel fuel blend. They have completed a trial with 149 school buses and have had great success. "The Little Rock School District has documented an increase from 7.0 miles per gallon to 8.1 miles per gallon by using *B20, while the Pulaski County Special School District saw a jump of.64 miles per gallon" ( p.1). It is also estimated that as many as forty other school districts within Arkansas are beginning to use biodiesel; however, we have no record of their results. Many school districts in other states have experimented with the use of biodiesel and have been very satisfied. Wayne Hettler, garage foreman and head mechanic for St. John's Public School for over seven years, indicated that the switch to biodiesel has resulted in a cost savings due to less frequent oil changes, better fuel mileage, and longer fuel pump life. Appendix A reflects a listing of school districts and transportation services that are currently using biodiesel and information regarding performance and consumption. *B20 is a blended fuel that contains 20% biodiesel and 80% petroleum diesel

4 ISP December 11, Fuel Costs for all State School Districts and State Agencies. The total cost to state school districts in Arkansas was $18,391, Approximately 75% of this cost was spent on diesel fuel for school buses. The other 25% of school buses that use unleaded fuel are typically older buses that will not be used in the near future. The total cost to all agencies in Arkansas was $19,669, The percentage of these costs that are spent on diesel fuel compared to unleaded fuel is unknown. Appendix B reflects the fuel cost for each school district. Appendix C reflects the fuel cost for each state agency

5 ISP December 11, Clean Cities Alternative Fuel Price Report, June 2006 The Clean Cities Alternative Fuel Price Report is a quarterly report designed to inform the public on the prices of alternative fuels and conventional fuels in the U.S. "In order to collect price information for both alternative fuels and conventional fuels from areas across the country, Clean Cities Coordinators, fuel providers, DOE [Department of Energy] Regional Offices, and other key stakeholders were contacted to request that they provide prices for fuels in their area on a voluntary basis"(clean Cities Alternative Fuel Price Report, 2006 p.2). After looking at this data, the Bureau of Legislative Research staff decided to survey the price of B20 at fuel stations in Arkansas and found one station that sold B20 for $2.41 per gallon. At the same time, the daily average price per gallon of diesel was $2.51 in Arkansas and $2.65 nationally. (Daily Fuel Gauge Report, November 29, 2006) - 5 -

8 ISP December 11, Incentives for Biodiesel in Arkansas Suppliers (Blenders) Federal A biodiesel supplier is entitled to a federal excise tax credit equal to one penny per percent of biodiesel per gallon in a fuel blend made from agricultural products like vegetable oils and one-half penny per percent for recycled oils. Example: for 20% biodiesel (B20) from soybeans the blender is entitled to 20 cents per gallon, from animal fat 10 cents per gallon. "The incentive is taken at the blender level, meaning petroleum distributors, and passed on to the consumer" (Tax Incentive Fact Sheet, NBB). State "A state income tax credit is available to biodiesel suppliers for up to 5% of the costs of the facilities and equipment used in the wholesale or retail distribution of biodiesel fuels" (Biodiesel Production, 2006 p.2). The supplier is also entitled to a state tax refund of 50 cents per gallon of biodiesel fuel used by the supplier to produce biodiesel mixtures. "To the extent the gallons of biodiesel fuel used in the mixture exceed 2% of the total biodiesel mixture, the refund is limited to two percent of the total gallons of biodiesel mixture" (Biodiesel Refund Form). Producers Federal A federal tax incentive gives small producers of biodiesel a 10 cent per gallon tax credit for up to 15 million gallons of agri-biodiesel produced. State "The Alternative Fuels Commission may provide grants for the production of biodiesel of up to 10 cents a gallon, up to 5 million gallons per producer per year, for a period not to exceed five years" (Biodiesel Production, 2006 p.2). Fueling stations Federal A 30% federal credit is available to fueling stations for the cost of installing clean-fuel vehicle refueling equipment. This includes any mixture of biodiesel containing at least 20%. Clean School Bus USA Federal There is a cost-share program set-up to help reduce the operating costs of switching to biodiesel. The program offered $7.5 million in grants during fiscal year

9 ISP December 11, Disadvantages of using Biodiesel Biodiesel has historically been more expensive than petroleum diesel. It takes energy to produce biodiesel fuel, therefore producing a relatively small gain of energy output versus the energy used in the process. The solvency properties of biodiesel could cause problems initially by loosening the deposits in fuel systems, formed by petroleum diesel, causing a clog in fuel lines and filters. Biodiesel could damage rubber seals and hoses used in the fuel systems of older vehicles. You should check with the manufacturer before using biodiesel. The lack of biodiesel infrastructure and fueling facilities. Biodiesel performance in cold conditions is worse than petroleum diesel. In very low temperatures biodiesel can gel and clog fuel lines. The exact temperature depends on the blend of biodiesel. *"Another disadvantage of biodiesel is that it tends to reduce fuel economy. The energy content per gallon of biodiesel is approximately 11 percent lower than that of petroleum diesel. Vehicles running on B20 are therefore expected to achieve 2.2 percent (20 percent x 11 percent) fewer miles per gallon of fuel" (Performance and Emissions Characteristics, p.1). There has been evidence that biodiesel produces high levels of nitrogen oxide. *According to performance studies, the energy content of biodiesel is less than that of petroleum diesel. For this reason, people believe biodiesel is less fuel-efficient. However, a number of school districts have seen an increase in miles per gallon from using B20. A possible explanation of this discrepancy is that the increased lubrication from biodiesel allows the engine to run smoother slightly increasing fuel efficiency

10 ISP December 11, Advantages of using Biodiesel Biodiesel can be used in the majority of existing diesel engines without modification. Biodiesel is a renewable energy source that can be made from soybeans, recycled cooking oils, animal fats, and a number of other sources. The lubricating effects of biodiesel may extend the lifetime of engines and parts. *It has been documented that biodiesel increases fuel efficiency. Biodiesel lowers toxic emission, such as carbon monoxide, unburned hydrocarbons, and sulfur dioxide. Biodiesel is domestically produced, thus it reduces our dependency on foreign oil. Biodiesel is also produced in Arkansas, therefore an increase in demand can help create jobs and contribute to local economies. As the cost of diesel increases, the cost differential for biodiesel is reduced. The price of biodiesel is currently less than petroleum diesel. 11 ISP December 11, Availability of Biodiesel The large increase in the demand for biodiesel raises the question of whether supply can keep up with demand. "The supply of soybeans and other feedstocks available for biodiesel production will be limited by competition from other uses and land constraints. Therefore, the rapidly increasing demand for biodiesel will tend to push feedstock prices up, causing production costs to rise" (Statement of Keith Collins, 2006 p.12). The estimated United States biodiesel production for 2005 was 75 million gallons. This number is expected to increase quickly; however, it is far from the estimated 62 billion gallons of diesel that is consumed annually in the United States. With high production costs and low petroleum diesel prices the producers of biodiesel will experience decreasing profit margins. One of the major issues in the biodiesel industry is the infrastructure needed to deliver biodiesel to consumers. According to Division of Agriculture economist Michael Popp, there appears to be "limited oilseed crushing capacity to provide feedstock for both energy and food markets" (Will Energy Be a New Farm Commodity, 2006 p.3). Other concerns are the number of facilities that have the ability to blend biodiesel with petroleum diesel and the number of fueling stations that sell biodiesel. There are many stations in Arkansas that sell biodiesel; however, it is difficult to find fuel stations that sell B20. The majority of fueling stations sell either B2 or B
