All types of unearned income were considered for this category, including Social Security payments, Veterans benefits, Unemployment Compensation, Workers Compensation, retirement funds, etc. In June 2006, 6,356 (95.2%) of enrollees had a SSDI record of payment. 1
2 Abstract The Medical Assistance for Employed Persons with Disabilities () program was introduced in July allows working people with disabilities to qualify for Medical Assistance (MA) under higher income and asset limits. is intended to encourage persons with disabilities to work and enjoy the financial benefits of being employed. It also allows more people with disabilities to become taxpayers and reduce their dependence on government programs. To qualify for, an individual must: Be certified disabled by either the Social Security Administration (SSA) or the State Medical Review Team (SMRT) Be at least 16 but under 65 years of age Be employed Meet the asset limit (currently $20,000) Pay a monthly premium. This report is based upon 2006 data. Quarterly comparison data is based upon the last month of the quarter. Quarter one is based on a snapshot of March data, and quarter two is based on a snapshot of June data. Topics addressed in the report include: Enrollment trends; Premium information; Earned and unearned income; and Medical insurance information. Data were compiled by Pathways to Employment staff via the Minnesota Department of Human Services Electronic Information System Data Warehouse unless otherwise noted. Report Summary Enrollment Enrollment appears consistent over the first half of However, there is a statistically significant increase in the average monthly enrollment in 2006 compared with 2005 by184 enrollees per month on average. Income While enrollment is slowly increasing over time, earnings remain relatively flat. The average income across all enrollees remains consistent, with no significant change over the course of the first six months of The average enrollee income in June 2006 ($ in 2005 dollars) was $17.80 greater than the average enrollee earned income in January 2005 ($479.58). This was not a statistically significant increase. This suggests two things: enrollees collectively are not increasing their earned income and the earnings distribution of new enrollees is similar to existing enrollees. Premiums In 2003, Minnesota implemented a policy requiring all enrollees to pay a monthly premium, with a minimum of $35.00 and greater based on a sliding fee scale. The average monthly premium paid January through June 2006 was $364,018 with a year to date total of $2,184,109. There was no significant change in the amount of premiums collected from

7 Geographic Distribution The distribution of enrollees is consistently more urban than rural with a greater number of enrollees in or near the major regional cities: Minneapolis, St. Paul, Duluth, Rochester, St. Cloud, Mankato, Moorhead, and Bemidji. Overall, there tends to be very little fluctuation in enrollment by region.
