This supplement describes management responsibility regarding the guidelines of the Technology Center Programs and student hire and training under the Oklahoma City Air Logistics Complex (OC-ALC), Personnel Management Office (OC-ALC/OPM). It is applicable to all organizations within the OC-ALC, in accordance with (IAW) Department of Defense (DoD) R, Department of Defense Financial Management Regulation (FMR) Volume 8, chapter 5, paragraph 0503, Civilian Pay Policy and Procedures, and Department of the Air Force (AF) guidance on the use of the Office of Personnel Management (OPM) and Department of Defense (DoD) Pathways Programs. This OC-ALC supplement rescinds 76th Maintenance Wing (76 MXW) Operating Instruction , 4 April 2011, in its entirety. Refer recommended changes and questions about this publication to the office of primary responsibility (OPR) using the AF Form 847, Recommendation of Change of Publication; route AF Forms 847 from the field through the appropriate functional s chain of command. Ensure that all records created as a result of processes prescribed in this publication are maintained IAW Air Force Manual (AFMAN) , Management of Records, and disposed of IAW Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS) located at

2 2 AFI _OC-ALCSUP 21 OCTOBER (Added) General Information. This instruction describes the procedures used to employ students under the Technology Center Program. This program is designed to provide Tinker Air Force Base (TAFB) with highly trained and qualified mechanics for entry-level positions. Tinker currently has three different hiring programs that are available through the Technology Center Program. The programs consist of the Air Frame & Power Plant (A&P) program; the Sheet Metal Program; and the Avionics/Electronics Technician Program. The Technology Center students (Career Tech Students) for the A&P program are hired approximately six months from graduation on a part-time work schedule. The A&P Career Tech Student will start as a Shop Worker Trainee at the wage grade (WG) level, regardless of the series and target grade they will be converted to when they have met all requirements of the program. The overall A&P Technology Center Program takes approximately 18 months to complete. Technology Center students for the Sheet Metal program are hired as student-trainees at the WG level, and will be placed on WG Target 10 positions once students have met all requirements of the program. Technology Center students for the Avionics/Electronics Technician program are hired as student-trainees as WG level, regardless of the series they are converted to when they have met all requirements of the program. NOTE: Career Tech Students must be currently enrolled and be in good standing with the Technology Center at all times in order to stay in the Technology Center Program at TAFB. If the student is not meeting the academic requirements or is expelled from the Technology Center, they will be separated from employment (Added) Hiring Procedures: (Added) Management from each group will determine skill and number of students to hire approximately two months prior to each round of interviews for the fiscal year hiring. These numbers will be given to the appropriate Personnel Support Office (OC-ALC/OBMM) Personnel Resource Official (PRO), who will in turn, notify the Air Force Materiel Command, Air Force Personnel Center, Employment Office (AFMC AFPC/DPIDO) (Added) All actions involving the hiring of Career Tech Students must go through group level for coordination (Added) All interviews will be conducted at the Employment Office located at TAFB by an interview/selection panel. Each organization involved with hiring Career Tech Students will have at least one representative on the interviewing and selection panel (Added) The PRO will notify the supervisor to pick up the new Career Tech Student after completion of the seven (7) day in-processing training. The supervisor will enter the time and attendance (TAA) correctly (to reflect eight hours each day) during these first seven days of employment. Each Career Tech Student is required to sign a Student Career Experience Program (SCEP) Working Agreement form. Supervisors should review the agreement with the student and maintain a copy of this document in the student s file (Added) Supervisor Responsibility: (Added) The PRO will a Career Tracker Form, to the supervisor for their new Career Tech Student upon notification of incoming personnel. The supervisor will fill this out with the student and it back to the PRO as soon as possible. A copy of this form will also be given to the employee. This form will be used to track the progress of the student to ensure the student completes the requirements of the Career Tech program in a timely manner.

3 AFI _OC-ALCSUP 21 OCTOBER (Added) Supervisors will provide frequent feedback to the Career Tech Student approximately every six to eight weeks and document the student s training progress as required. It is the responsibility of the organization and the student to notify the Employment Office of any changes or delays in their progress (Added) Mentoring is a fundamental responsibility of all AF supervisors. The supervisor will assign/match each Career Tech Student with a mentor who will provide counseling and guidance. The mentor will be a supervisor with greater experience and wisdom who will guide the Career Tech Student to develop both personally and professionally in order to reach his or her full potential; thereby, enhancing the overall professionalism of the AF. The mentor will be someone on the same shift available to the Career Tech Student until the student is converted to a career-conditional appointment. No more than five (5) Career Tech Students will be assigned to one mentor (Added) The Personnel Support Office (OC-ALC/OBMM) will be responsible for establishing and maintaining the OC-ALC Career Tech Mentor Program. The program will target all incoming Technology Center students for the duration of their intern program. The supervisor will provide mentor names and assignments to the OC-ALC/OBMM Office, who in turn will provide necessary resources to the mentor (Attachment 2, OC-ALC Career Tech Mentor Program Guidelines) (Added) Time and Attendance Procedures: (Added) The supervisor will also complete an OC-ALC Form 114, Time and Attendance (TAA) New Hire Document, and submit it to Information Technology Maintenance Systems Branch (72 ABW/SCPL). NOTE: In addition to the information on OC-ALC Form 114, the supervisor should type shift start/stop times and lunch start/stop times (Added) The work schedule will include the following information: The work schedule (part-time), the shift (day or swing), the days of the week the Career Tech Student will work, the shift hours, and how many hours per week the student will work. Career Tech Students will not work grave shifts; and swing shifts will only be utilized on a very limited basis (Added) The A&P Career Tech Student will work a minimum of 20 hours per week, but not more than 30 hours a week until conversion. The following work schedule is a sample of how long it will take an employee to accomplish 640 hours of on-the job-training (OJT) (Added) Working 20 hours per week four hours per day takes approximately 32 weeks to complete 640 hours of OJT (Added) Working 30 hours per week six hours per day takes approximately 22.5 weeks to complete 640 hours of OJT (Added) The A&P Career Tech Student working a part-time work schedule cannot make up hours missed on one day and work additional hours on another day (i.e., hours missed on Monday cannot be made up on Tuesday). The work schedule is established with a specific number of hours to be worked for each day; therefore, it is not possible to make up the hours lost on a different day (Added) The A&P Career Tech Student will not deviate from coordinated work schedules unless a permanent change is coordinated through the OC-ALC/OBMM PRO. This is to avoid problems with TAA and charging leave without pay (LWOP) and overtime hours.

4 4 AFI _OC-ALCSUP 21 OCTOBER (Added) The Sheet Metal Career Tech Student will fall under the guidelines of the Student Temporary Employment Program (STEP). Students can work full or part time as long as the OJT training requirements are met (Added) The Avionics/Electronics Career Tech Student will fall under the guidelines STEP program. Students can work full or part time as long as the OJT training requirements are met (Added) Work schedules in Defense Civilian Payroll System (DCPS) and TAA must match. When a student is hired, the work schedule is built in DCPS based on the number of days and hours annotated on the Work Schedule Request for Personnel Action (RPA) submitted to the PRO. The supervisor will have the work schedule built into TAA to match what is in DCPS (Added) Career Tech Students will be coded as direct labor employees with an assignment code of six (6) in TAA. Examples of part-time work schedules in DCPS and TAA are available from each PRO. NOTE: Career Tech Students should not be required to work overtime except in emergency situations and when approved by the OC-ALC. Overtime pay for eligible part-time employees is authorized only for work over eight hours a day or 40 hours in a week IAW DoD R, Volume 8, paragraph A (Added) Promotion Procedures: (Added) The A&P Tech program: Promotion to WG-05. The supervisor will track the 640 hours of OJT and when the Career Tech Student has completed the 640 hours, the supervisor will submit a request to the PRO for promotion to the WG level (Added) The A&P Career Tech Student is promoted to the WG-05 level when they complete the 640 hours of OJT regardless of whether they have completed their A&P licensing tests or not. The supervisor must provide a letter of justification stating that the Career Tech Student has completed the 640 hours of OJT to the PRO. NOTE: Every hour that a Career Tech Student is working, whether it is on the shop floor or attending base training, is counted towards their 640 hours of OJT (Added) The length of time an A&P Career Tech Student is at the WG-05 level depends on how long it takes for them to get their A&P license. The A&P Career Tech Student cannot be promoted to the intermediate grade of their position until they have passed the Federal Aviation Agency (FAA) written, oral, and practical examinations for General, Airframe and Powerplant. Ideally, this is between four to ten weeks of completing their OJT but sometimes will take longer depending on class or testing availability, make up time owed, etc (Added) If an A&P Career Tech Student completes their OJT and licensing requirements at the same time, they can skip the WG-05 grade and be promoted directly from the WG-03 to the intermediate grade of WG-08 Target 10, and in some cases WG-07 Target 09. Career Tech Students will be placed in organizations with like grades. At no time will a lower graded employee provide training to a Career Tech Student who will be converted to a higher targeted position (Added) Sheet Metal Tech program: Promotion to WG The Sheet Metal career student is promoted to the WG-03 level upon completion of at least 320 hours of OJT training and the required achievement level of a least 1/3 of the total required coursework.

The supervisor must provide a letter of justification stating that the Career Tech Student has completed ½ (320 hours) of the required 640 hours of OJT to the PRO. NOTE: Every hour that a Career Tech Student is working, whether it is on the shop floor or attending base training, is counted towards their 640 hours of OJT (Added) The length of time a sheet metal Career Tech Student is at the WG-03 level depends on how long it takes for them to complete all the requirements of the program. In addition, student trainees must obtain their Certification of Completion from the Aircraft Sheet Metal Mechanic program and must be recommended by the organization for a non-competitive conversion and promotion to WG T10 position (Added) Avionics/Electronics Technician: Promotion to WG The Avionics/Electronics Career Tech Student is promoted to the WG-03 level upon completion of at least 320 hours of OJT training and the required achievement level of a least 1/3 of the total required coursework. Management will submit a RPA for the student to be converted to the WG and will fall under the guidelines of the SCEP program. The supervisor must provide a letter of justification stating that the Career Tech Student has completed ½ (320 hours) of the required 640 hours of OJT to the PRO. NOTE: Every hour that a Career Tech Student is working, whether it is on the shop floor or attending base training, is counted towards their 640 hours of OJT (Added) The length of time an Avionics/Electronics Career Tech Student is at the WG-03 level depends on how long it takes for them to complete all the requirements of the program. Student trainees must obtain their Certification of Completion from the Aircraft Avionics/Electronics Technician program and must be recommended by the organization for a non-competitive conversion and promotion to WG T10 position (Added) Career Tech Student/Trainee Conversion Procedures: (Added) The Career Tech Student will be converted from an excepted appointment to a career-conditional appointment and promoted to the WG-08 level after completing all Technology Center courses, receiving graduation certificates from the Technology Center, passing the (A&P) tests (if applicable), and completing the requirement of 640 OJT hours (Added) The Career Tech Student will provide the supervisor with the graduation certificates and a copy of their temporary A&P license (if applicable) within 30 days of completing all course requirements. If the Career Tech Student cannot take the A&P tests for some reason, they need to notify the supervisor immediately. If the Career Tech Student does not provide the completion certificates and/or their temporary A&P license after the 30 days or does not notify their supervisor, the Employment Office will proceed with terminating employment. The Agency has 60 days to submit personnel actions to convert the Career Tech Student to a career-conditional appointment after completion of the course requirements (Added) The supervisor will initiate the conversion/promotion process by submitting a RPA to the PRO. The supervisor will also provide a copy of the 640 OJT justification letter for A&P students and 320 OJT justification letter for the Sheet Metal and Avionics/Electronics programs; copies of the Technology Center certificates; and a copy of the temporary A&P license (if applicable) to the PRO.

6 6 AFI _OC-ALCSUP 21 OCTOBER (Added) If the Career Tech Student is working part-time at the time of conversion, the PRO will request on the RPA that the employee be converted to full-time. The work schedule change will be processed at the same time the conversion/promotion is processed with the Employment Office. The effective date for the work schedule should be the same as the conversion/promotion date. NOTE: The supervisor will request Information Technology Maintenance Systems Branch (72 ABW/SCPL) to change TAA to reflect full-time status and once the RPA on the conversion/promotion has been updated in the personnel system, the employee will begin working full-time at the beginning of the effective date pay period (Added) Timeliness of promotion/conversion is dependent upon management s ability to submit proper paperwork. Promotion past the point of conversion is at management s discretion (Added) Career Tech Students are promoted to the target grade of their position when they have met the training requirements set out by management and show practical working knowledge and functional skills of the journeyman level position (Added) Promotion to the target grade is at management s discretion, as there are no time in grade requirements for WG positions; but the supervisor will provide rationale to the OC-ALC Technology Center Program manager in OC-ALC/OBMM if the employee has not been promoted to the target grade after two years. If student is unable to fulfill Technology Center Program and the requirements under the SCEP Agreement, separation paperwork may be submitted to terminate student from TAFB (Added) Leave Policies: Employees earn appropriate leave IAW DoD R, Volume 8, Chapter 5, Sections 0501, 0502, 0503, 0509, 0512, 0513, 0518, 0519, 0520, 0521, and 0522, and will be charged leave appropriately based on the specific conditions. Supervisors are reminded to review all leave procedures with their employees, full and part time, to ensure they are aware of the guidance and process for use of leave. DONALD E. According to AFI , Air Force Mentoring, a mentor is defined as a trusted counselor or guide. Mentoring; therefore, is a relationship in which a person with greater experience and wisdom guides another person to develop both personally and professionally. As a positive role model, a mentor will be directly involved with the student s professional development. A Mentor will be assigned before New Employee In-Processing Training is complete. The OC-ALC Career Tech Mentor Program is designed to help students reach their maximum potential in regards to their career goals, performance, duties, policies, etc. A Each student will provide mentor with their personal and professional career goals, educational goals, etc., (via ETMS-IDP). Mentor will schedule monthly/quarterly feedback sessions. A Provide student with list of required training (Shop Safety, Fire Extinguisher, Lock- Out/Tag-Out, Proper Lifting, etc.). A Provide student with list of personal resources (Pay-LES, Leave, Health Insurance, TSP, BEST, USA Jobs, appraisals, etc.), as well as, professional work environment info (i.e., discrimination, work ethics, illegal drug use, etc.), and useful websites. A Provide both mentor and mentee a list of their responsibilities towards each other. A Mentor will sign Contract/Agreement consisting of start and end dates, frequency of meetings, location/time/duration, etc.; which will be provided to the supervisor.
