1 GMCL EMPLOYEE USED COMPANY AND NEW VEHICLE PURCHASE PROGRAM GENERAL PROCEDURES FREQUENTLY ASKED QUESTIONS IN GENERAL HOW DOES THE PROGRAM WORK? In order to purchase or lease vehicles under the program, eligible employees, eligible separated employees due to a Staffing Reduction, retirees and surviving spouses must obtain an Authorization Number. The authorization number may be used to purchase a vehicle or to sponsor eligible family members. The Authorization Number must be presented to the dealer at the time the vehicle is purchased or leased. When purchasing/leasing a vehicle, or sponsoring an eligible family member, the dealer is required to complete a worksheet and present it to the employee/retiree/surviving spouse for signature. By signing the worksheet, the employee is acknowledging the relationship of the sponsored family member and accepting program responsibility (i.e. charge back or other sanctions) for non-compliance of the program rules and guidelines. The employee/retiree/surviving spouse must also provide identification, a copy of their employee badge or pension card and a valid driver s license with the personal identifying information blackened out. If the employee is sponsoring an eligible family member, the eligible family member must also present acceptable identification. HOW DO I OBTAIN AN AUTHORIZATION NUMBER? Employees/Retirees/surviving spouses/eligible separated employees can obtain an authorization number by dialing the Employee Vehicle Center at The automated system will request an employee number or a pension number in the case of retirees/surviving spouses. The system will issue an authorization number that is valid for 6 months. Only one authorization number may be used per vehicle purchased. WHO DO I CALL IF I HAVE DIFFICULTIES OBTAINING AN AUTHORIZATION NUMBER? Employees should call the GM of Canada Benefits Centre at The GM of Canada Benefits Centre will request your profile be added to the automated system. This process takes 3 to 5 business days. WHAT ARE THE OPTIONS UNDER THE GMCL NEW VEHICLE PURCHASE PROGRAM? New vehicles are factory ordered from a Dealer/Retailer (Option 1) or selected from dealer inventory (Option 2). Option 1 enables eligible participants to order a current model vehicle with any factory-installed equipment for purchase or lease (GM SmartLease only) through an authorized GM Dealer/Retailer. Vehicles purchased under this option will be at an established discount price
2 (dealer cost) plus taxes, licensing, and freight, as applicable. Option 2 enables eligible participants to purchase or lease (GM SmartLease only) new vehicles in Dealer/Retailer stock, special event vehicles, dealer demonstrator vehicles and driver education vehicles through an authorized GM Dealer/Retailer. The eligible individual must negotiate the best vehicle price with the dealer and then receive the benefit of a 5.1% discount off the Manufacturer s Suggested Retail Price in effect at the time the vehicle was produced, excluding applicable taxes and destination freight charges. The discount will be paid to the dealer/retailer following delivery of the vehicle and upon delivery to an eligible applicant. The applicant will not receive the discount directly, but should ensure that it is reflected in the price agreed upon between the applicant and the Dealer/Retailer. WHAT IS THE USED COMPANY VEHICLE PURCHASE PROGRAM? This program also known as tagging a vehicle or Option 3, offers eligible purchasers the opportunity to purchase used GM vehicles which have been driven in the course of General Motors business and designated as eligible for purchase under this Program. Details on the discount structure for this program can be found on Socrates Canada/Workplace/Employee Bulletins, Purchase of Used Company Vehicles. HOW MANY VEHICLES MAY BE PURCHASED/LEASED? Used Vehicle Purchase Program (Option 3): The total number of vehicles purchased/leased by eligible purchasers and their sponsored purchasers may not exceed a maximum of two (2) per calendar year. New Vehicle Purchase Program (Options 1 and 2): Eligible employees, eligible separated employees due to a Staffing Reduction, retirees and surviving spouses may purchase/lease or sponsor up to a maximum of six (6) new vehicles per calendar year. This is in addition to the 2 vehicles available under the Used Company Vehicle Purchase program. ELIGIBILITY GUIDELINES WHO ARE ELIGIBLE PURCHASERS? Employees (regular and job share) eligible upon employment. - Employees on approved leaves of absence are eligible during the first 12 months of such leaves. However, employees on approved disability leaves of absence may be eligible during the entire period of the disability leave. - Laid off hourly employees and salaried employees laid off prior to September 2006 are eligible purchasers during the first 12 months of layoff (24 months if the employee has 10 or more years of service or seniority at the time of layoff). Salaried employees laid off due to a Staffing Reduction after September 1, 2006 are eligible purchasers for the duration of the layoff. Retired employees receiving benefits under the provisions of the GM retirement programs. Surviving spouse - of deceased eligible employees or retired employee.
3 University interns/coop students- are eligible purchasers only during their period of employment. Supplemental Workforce Employees, Temporary salaried employees, and Contract Salaried Employees (CSE) are all Temporary status employees who are eligible only during periods of their employment. WHO ARE NOT ELIGIBLE PURCHASERS? Employees, eligible separated employees due to a Staffing Reduction, retired employees and surviving spouses who do not reside in Canada are not eligible to purchase Company-Owned Vehicles. If an eligible purchaser is a resident of the US they will retain eligibility of the New Vehicle Purchase program for vehicles purchased in the US. Eligible purchasers who are residents of other countries lose all eligibility. Former employees receiving deferred vested benefits from pension retirement programs. Contract agency employees Eligible purchasers lose eligibility status upon termination of employment for any reason other than retirement (except for those employees who are separated as a result of a Staffing Reduction who will retain eligibility for up to four years). Eligible purchasers may lose eligibility status as a sanction for violating Program rules. WHO MAY BE SPONSORED PURCHASERS? IMMEDIATE FAMILY MEMBER ELIGIBLE FAMILY MEMBERS NEW VEHICLE PURCHASE (OPTION 1 AND 2) USED COMPANY VEHICLE (OPTION 3) Spouse (including common law partner) Children (including step children) dependent children only under age 21 or 25 if attending school full time Parents / Step Parents No Spouse s Parents / Step Parents No Son / Daughter-in-Law No Brother / Sister of Employee No (including full, half and step) Brother / Sister of Spouse No Brother / Sister-in-Law No Grandchildren / Step No Grandchildren Grandparents (includes step) No Grandparents-in-Law No Other relatives and non-relatives No No The surviving spouse may continue to sponsor all those who were eligible to participate at the time of the death of the employee/retiree. All eligibility will end upon the death of the surviving spouse. Eligible family members of employees on layoff or leave status may be sponsored during the same period such employees are eligible purchasers.
4 Eligible family members of employees separated due to a Staffing Reduction may be sponsored for up to four years following the date of separation. WHO MAY NOT BE SPONSORED PURCHASERS? Other relatives and non-relatives such as nieces, nephews, uncles, aunts etc. If the employee/retiree and their surviving spouse are deceased no family member is eligible. New spouse of the surviving spouse, new in-laws and new stepchildren. Otherwise eligible family members of employees, retirees, and surviving spouses who do not reside in Canada or the US may not be sponsored purchasers. Family members of eligible purchasers, who lose eligible status for any reason, including employees who terminate, or are terminated from, employment other than by retirement, may not be sponsored purchasers. Family members of University interns/coop students Employees may not sponsor other employees DO I NEED TO PROVIDE PROOF OF A SPONSORED FAMILY MEMBER S ELIGIBILITY? GMCL conducts periodic audits to ensure the integrity of the program. As a result of an audit, an employee, retiree or surviving spouse may be asked to furnish documentation of the eligibility of a sponsored family member. Documents may include but are not limited to copies of marriage licenses, birth certificates, vehicle registration or title information. WHAT IS THE POLICY FOR MISUSE? This program is subject to audit and verification, and misuse will result in sanctions against the GM employee, retiree or surviving spouse. Violations of these program rules and guidelines by any purchaser may result in sanctions against the eligible participant. Sanctions may include, but are not limited to, the loss of privileges, repayment of monies and/or employment action, up to and including the termination of employment. In addition, legal action may be commenced for violation of program rules. PROGRAM GUIDELINES HOW LONG MUST VEHICLES BE RETAINED AFTER PURCHASE/LEASE? Vehicles purchased/leased under the Program must be retained for at least six (6) full months (2 years for a Corvette and Cadillac XLR) from the date the purchaser takes delivery. This includes ownership, possession and use of the vehicle. After the 6-month period the vehicle can be sold and may have less than 12,000 km. However, sale of such vehicle (to a dealer or otherwise) with less than 12,000 km, knowing that the vehicle will be exported out of Canada is a violation of the program rules. GMCL reserves the right to modify the retention rules at any time. Retention periods will be communicated by the Distribution Department in Vehicle Availability Bulletins.
5 WHAT IS THE POLICY FOR VIOLATING THE RETENTION REQUIREMENT? The employee, retiree/pensioner or surviving spouse will be held responsible if they or sponsored purchasers violates the retention policy without prior written consent from the local Human Resources Director. They will lose all privileges to purchase vehicles through the employee vehicle purchase program for a minimum period of one year. Employees may also experience employment action up to and including the termination of employment or legal action for serious and willful infractions. ARE THERE ANY MODELS RESTRICTED FROM PURCHASE? It may be necessary to restrict the purchase eligibility of certain models under the Program. An example of this is during initial dealer inventory build-up when new models are introduced. Please see the current model availability bulletin for a list of restrictions. Employee Vehicle Purchase - Model Availability Bulletins CAN EMPLOYEES ACCEPT DEALER INDUCEMENTS? Purchasers may not solicit or accept money, additional price reductions, or other items of value from dealers in connection with the purchase/lease of vehicles under the Program. This does not include GMCL sponsored incentives that have been identified as compatible with the Program. ARE THERE RESTRICTIONS ON USE AND TITLE UNDER THE PROGRAM? Vehicles purchased/leased under the Program MUST be for the personal use of the purchasers. Vehicles may not be registered in a business name. Bill of Sale, title, registration and license must be solely in the name of the eligible participant. Co-titling is only permitted between an eligible employee/retiree and their spouse. Vehicles leased under the SmartLease Program must be titled in accordance with the provisions of the SmartLease Program. In any event, the vehicles must not be for the personal use of any other individual. CAN AN EMPLOYEE TAG A USED COMPANY VEHICLE FOR ANOTHER PERSON? Tagging or entering in the EVC lottery to acquire a vehicle for another person or another employee is prohibited. Used company vehicles, which are tagged under the program, must be delivered to the individual or otherwise returned to the original source. MAY I ORDER A VEHICLE TO MY SPECIFICATIONS, HAVE IT PLACED IN COMPANY SERVICE, AND THEN REQUEST IT? No. Vehicles that become eligible for purchase will be ordered by the Company to specifications, which meets its current business requirements.
6 WHERE MAY USED COMPANY VEHICLES BE PURCHASED/LEASED? Purchase/lease and delivery of vehicles must be through authorized GM dealers/retailers who are franchised to sell the vehicles Canada. WILL THE USED COMPANY VEHICLE I TAG BE UNDER WARRANTY?. However, the vehicle warranty is limited to the remainder of the GM New Vehicle Warranty, with the start date being the date the vehicle was first put into company service. WHAT WILL BE THE CONDITION OF MY USED COMPANY VEHICLE WHEN I PURCHASE IT? Vehicles are available for purchase on an as is basis. Because these vehicles are sold as used vehicles, they are not to be expected to be free of all evidence of ordinary use. For example, there may be minor cosmetic damage such as paint chips, scratches, and dings that will not be repaired. MAY I SPEAK TO THE DRIVER WHO IS ASSIGNED TO THE VEHICLE? No. To minimize interruptions to the business responsibilities of company-owned vehicle drivers, their identities will not be provided to purchasers. In addition, information regarding mileage as it accumulates during the time a vehicle is in service will not be available. MAY I SPONSOR MY RELATIVE LIVING IN THE UNITED STATES?, an eligible employee/retiree/surviving spouse may sponsor a family member who is living in the United States. The family member must purchase the vehicle in the United States. Employees/retirees/surviving spouse should call the Employee Vehicle Center and speak to a representative. MAY I SPONSOR MY RELATIVE LIVING IN OUTSIDE OF CANADA OR THE US? No. The Employee Vehicle Purchase program is not available to relatives living in other countries. CAN I COMBINE MY GM VISA CARD EARNINGS WITH MY VEHICLE PURCHASE PROGRAM DISCOUNT? Earnings from the GM Visa Card may be combined with the employee discount on the purchase of New Vehicles (Options 1 or 2).
