2 What is a Coalition? An alliance or union between groups, factions, or parties, especially for some temporary and specific reason World English Dictionary

3 What is a Health Care Coalition? As defined by HHS ASPR, it is a formal collaboration among health care organizations and public and private sector partners that is organized to prepare for and respond to an emergency, mass causality or catastrophic health event January 2012

4 Who joins a Health Care Coalition? Across the nation, health care emergency preparedness coalitions typically include hospitals, non hospital healthcare providers, public health departments, emergency management and response agencies, as well as community based organizations

5 What are some reasons to join a healthcare coalition? By joining a healthcare coalition, ACFs have a unique opportunity to further their understanding of healthcare emergency preparedness while enhancing their role as emergency preparedness advocates

7 What are the benefits to membership in a Health Care Coalition? For many potential coalition members, the decision to join can be guided by two questions: what do I need to bring to the table? and what can I take from the table? All healthcare coalition members will benefit by: Gaining awareness that formal city wide and local organizational structures exist to closely coordinate preparedness activities among the different health care sectors Strengthening ACF resiliency for future disasters Sharing resources, tools and best practices among healthcare coalition partners

8 ACF Involvement in Coalitions Wisconsin Coalition for Collaborative Excellence in Assisted Living (WCCEAL) ogroup of dedicated people* organized to improve the outcomes of individuals living in Wisconsin assisted living facilities including Community Based Residential Facilities (CBRF); Residential Care Apartment Complexes (RCAC) and Adult Family Homes (AFH) othe core of WCCEAL is the implementation of an association developed, department approved comprehensive quality assurance, quality improvement program *Wisconsin s regulatory and public funding agencies (DHS); the Wisconsin state ombudsman s program; LeadingAge Wisconsin; Wisconsin Assisted Living Association (WALA); Wisconsin Center for Assisted Living (WiCAL) and Residential Services Association of Wisconsin (RSA WI). and the Center for Health Systems Research and Analysis (CHSRA).

9 ACF Involvement in Coalitions, continued Assisted Living Quality Coalition ocoalition members* have been united by two common purposes: 1. Promote the highest possible quality of life for older persons and consumers with disabilities by advocating for the assisted living philosophy of independence, privacy, dignity and autonomy. 2. Lay a foundation for the continued growth of assisted living by fostering a quality improvement system that demands and rewards high quality outcomes. *Members: Alzheimer's Association; American Association of Homes and Services for the Aging (AAHSA); American Association of Retired Persons (AARP); American Health Care Association (AHCA)/National Center for Assisted Living (NCAL); American Seniors Housing Association (ASHA); and Assisted Living Federation of America (ALFA)

15 BP1 Accomplishments ( ) BP1 Activity Stood up a Planning Alliance Workgroup 27 Hospitals Emergency Preparedness Coordinators and Representatives from other health care sectors participated BP1 Outcome Developed a Roadmap Concept of Operations (CONOPS) that included an adaptable Organizational Chart for building the NYCHCC Eight 2 hour structured brainstorming sessions to explore NYC health care coalition building opportunities

16 BP2 Accomplishments ( ) BP2 Activity Wider involvement of health care sectors in local coalition building One Geographic and one Network/ System coalition to grow a local health care emergency preparedness coalition Work deliverables that encouraged, among other things, multidisciplinary membership across health care sectors BP2 Outcome We found these two seemingly different coalition types actually share a great deal in common: Singular focus on emergency preparedness A clearly defined charter Strategic composition with a structured plan for growth Members learning about their gaps from drills and workshops Increasing members situational awareness regarding resources and expertise through baseline assessments

17 BP3 ( ) Investing in coalitions as drivers of facility and system level preparedness Building on prior coalition work, 22 funded coalition groups are incorporating the following five capabilities (the Big 5 ) in their planning and designing of BP3 deliverables, thereby creating a commonality of health care emergency preparedness city wide o Assessment o Planning o Communications/Situational Awareness o Training o Exercises

Build out the organizational structure so that every geographic coalition has a representative from the NYCHCC Create an advisory group for the NYCHCC for policy and advocacy Review and renew BP3 contracts, based on submissions Continue to strengthen the 5 core capabilities, focusing on training and exercises Continue to form and strengthen linkages wherever we see that possibility
