4 Our idea of commitment: ENCRAM In the continuity of MSP-REFRAM, covering a broader scope, and according to the H Work Program, topic SC5-15a, we propose to create A European Network on Critical Raw Materials To develop an EU expert structure of networks covering all CRMs To include the stakeholders covering as much of the value chains as possible. Flexible and reactive in order to adapt the CRMs to be addressed according to the possible update of the CRM list.
5 Objectives of ENCRAM For all the CRMs in the list, to address: Their production (mapping, assessment, quantification) from current and future sources. Their use, current and future. The gaps in technology and policy, for their production and their substitution (primary and secondary) Specifically the WEEE issues (mapping of WEEE, waste batteries and other relevant EoL products, standardization issues) Together in a crosscutting approach by Establishing an expert network Taking into account advice from relevant external stakeholders Sharing widely the information through relevant Data Management System and Decision Support System tools Implementing the right communication and dissemination plan

Focusing on the CRMs: The Geo-Surveys, by themselves and/or through their Association The mining industries, by themselves and/or through their Associations The users industries, by themselves and/or through their Associations RTOs, pilots, associations, industries working on mineral processing, waste treatment, extractive metallurgy and substitution issues RTOs, Public bodies, associations dealing with policy and standardization issues on the whole value chain RTOs, public bodies, associations, industries involved in the WEEE issues Key existing networks: EuroGeoSurveys, Euromines, Eurometaux, PROMETIA, CRM Alliance, WEEE Forum, ETP-SMR,... Coordinators or key partners of Projects addressing (a part of the) CRM value chains and bringing the existing knowledge ERECON, CRM-Innonet, MSP-REFRAM, Minerals4eu, MICA, MIN-GUIDE, PROSUM, Smart Ground, INTRAW, FAME, Optim ore, Intmet, CloseWeee
7 The challenges If some CRMs have been deeply addressed today, The Rare Earth Elements in ERECON and numerous R&D projects covering different parts of the value chain The Refractory metals in MSP-REFRAM (W, Nb) and some R&D projects covering different parts of the value chain (Optim Ore, FAME) If substitution is a key issue addressed in CRM-Innonet, some CRMs require much more work Borates, Coking Coal, Fluorspar, Graphite, Magnesite, Phosphate rocks Antimony, Beryllium, Chromium, Cobalt, Gallium, Germanium, Magnesium, Silicon metal, even if some projects have already addressed a part of their value chain FAME Be, Ga, Ge, Nb, In, REE, W, Ta Intmet Co, In, Sb CloseWeee Sb, Co
8 Outputs The results and outputs of ENCRAM will: foster CRM policy actions enhance civil society awareness of the importance of CRM trigger further R&D activities within the European scientific community Thanks to ENCRAM, it is expected that, by 2020, a relevant and equilibrated level of knowledge and understanding will be gained on each CRM identified in Europe, or if not, that projects will be undergoing to ensure that the target will be achieved by the end of the H2020 project implementation. Among the specific objectives, ENCRAM will help to better inform Member States policy makers and the producers and users of raw materials regarding the supply of raw materials, develop European standards for the treatment of WEEE, waste batteries and other relevant end-of-life products
9 Conclusion ENCRAM wants to gather all the CRM initiatives (either represented by themselves if they have an autonomous existence or through their coordinator or key partners) resulting in a structure of networks gathering all the skills and expertise addressing the value chains of the CRMs identified at the EU level. The consortium of the commitment will be extended to relevant additional partners bringing expertise on the value chains of CRMs poorly addressed today or bringing expertise poorly represented today. As already implemented in MSP-REFRAM, a two-layers structure of partners will be established, the first one with core partners covering widely the value chains and a second with a broad scope of specific experts to help to improve the quality of the work to be done. The strong networking capabilities of PROMETIA and its expertise in the analysis of value chains, being gained through MSP-REFRAM, together with its dedicated Data Management System and Decision Support System tools, will be a strong added value for the implementation of the commitment.
