Introduction of the investment environment of Wuhan 1) Brief Introduction Located in central China, Wuhan, the capital of Hubei Province, serves as the political, economic and cultural center of central region of China. The Yangtze, World's third longest river and its largest tributary Hanshui meet in Wuhan. Wuhan administers and 3 state level development zones. The total surface area is 8494 square kilometres and its resident population is 11 million.

As the biggest airport in central China, Wuhan Tianhe Airport is the only airport in the region offering visa service to foreign visitors. 5 3) Economic situation of Wuhan As one of the first open cities on the Yangtze, Wuhan has always been a top recipient of foreign investment in central and western China its GDP is 551 billion RMB, an increase of 14.7% from the previous year which is ranked third in the country s economic growth. The total Import and export value of Wuhan in 2010 is billion US dollars, an increase of 57.6% from the previous year. The European Union remains the largest trading partner of Hubei Province.

6 4) Wuhan East Lake Development Zone China's second talent-concentrated area As one of the country's key scientific and educational bases, Wuhan enjoys the 3 rd biggest scientific and educational capabilities among Chinese cities. It is home to 52 universities including Wuhan University and Huazhong University of Science and Technology, with an enrolment of 700 thousand university students. Wuhan East Lake Development Zone where Wuhan Optical Valley is situated is China's second talent-concentrated area. 7 2. Wuhan East Lake Innovation Center Wuhan International Business Incubator 1) Introduction Wuhan East Lake Hi-Tech Innovation Center (P. R. China), also known as Wuhan International Business Incubator (hereinafter referred as WHIBI), is the first technology incubator in China. It was founded in 1987 and remains one of the largest incubators of Hi- Tech enterprises in China. It is the first shared business incubator in China. The services of WHIBI are provided to the Hi-tech parks in large part of China such as Wuhan,Xiangfan of the center, Suzhou and Kunshan of the east, Yanjiao and Cangzhou of the north, Chengdu and Guangzhou of southern China. By resorting to various modes of development like solely-investment, joint-venture, and authorized management, WHIBI has expanded its innovation base in many regions of China.

8 2) WHIBI in China In recent years, WHIBI has expanded its innovation base in many regions of China such as Chengdu SBI Innovation Street, Suzhou Mudu Hi-tech Park and Cangzhou WHIBI Scientific Park,etc.

9 3) Wuhan SBI Chinese First innovation street By the end of 2010, 1153 enterprises have been incubated in the innovation street, among which 412 enterprises are in incubator process and 741 enterprises have already graduated. The innovation street offers more than job opportunities.

10 4) Wuhan Zhuankou Automobile Incubator Cooperated with Dongfeng group, the incubator which aims to develop a National New Energy Auto Base in Wuhan. covers an area of 200,000m2 with construction area of 280,000m2.We bring in enterprises focusing on R&D of new energy automobiles.

11 5) Wuhan Eastlake R&D Creative Park Cooperated with Wuchang district government, the park covers an area of 10000m2 with 48 enterprises in incubation. It is recognized in 2010 as a national-level innovation park.

12 6) Wuhan New Materials Technology Incubator WHIBI has been authorized to manage the park in Its area of incubation: 40000m2. It focus on new materials industry.

13 3. Belgium Welcome Office 1) Background for establishing Belgium Welcome Office The Wallonia region has six Hi-tech scientific parks (gathered under the name of SPoW). SPoW has become economic center and provide fertile ground for innovation of advanced technology.

14 1) Background for establishing Belgium Welcome Office Based on same intention to promote the cooperation in technology, products, markets and capital investment and to provide market accessing services for the enterprises of both sides, the two parties reached an agreement, under the sponsorship of China Hubei Provincial Department of Science Technology and Wallonia Foreign Trade & Investment Agency.

15 On 19th May, 2009, WHIBI signed an agreement with SPoW for establishing service centers in both sides. Two service centers have been established: Belgium Welcome Office in Wuhan China Welcome Office in Wallonia
