2 What does FQHC mean? FQHC = Federally Qualified Health Center A.k.a. Community Health Center FQHCs are nonprofit organizations that: Provide comprehensive primary medical care Serve medically underserved areas or populations Offer sliding fee scales for services Have ongoing quality assurance programs Have a governing board of directors of which a majority are users of the FQHC s services 2

3 How can FQHCs afford to do this? The U.S. government provides: Grants under Section 330 of the Public Health Service Act Enhanced reimbursement from Medicare and Medicaid Medical malpractice coverage through Federal Tort Claims Act Eligibility to buy reduced cost medications for patients Access to National Health Service Corps programs for healthcare providers Access to the Vaccine for Children program 3

15 Westside Family Healthcare Financial Empowerment Strategy Partner with Stand By Me, a joint project of the state of Delaware and United Way of Delaware and a priority program for Governor Jack Markell. Integrate Financial Empowerment into staff and patient services at Westside Family Healthcare Serving Three Target Markets: Staff Free Financial Coaching as an employee benefit Patients - Low-income without health insurance (about 35% of patients) Patients - Patients with public or private health insurance (about 65% of patients) 15

17 Developing strategies for helping to improve patients financial well-being For low-income patients without health insurance Train staff members to make referrals to Stand By Me 1-minute elevator speech about Stand By Me during the enrollment process Help interested patients fill out a referral form that is passed on to the coach for follow-up Show brief video testimonial so patients can hear from peers about how the program helped them. Co-locate services at Westside Health to serve patients 17
