4 Executive Summary The Alamo Heights Independent School district has recently completed writing and implementing a Strategic Plan that encompasses many of the goals and strategies included in this Long-Range Plan for Technology. With engaging learning environments as our focus, this plan will help guide the district to direct its efforts regarding technology in the same direction as the Strategic Plan. Specifically, both plans recognize the pervasive existence of technology in the lives of our students. It is the goal of the district to ensure that all students have access to the tools that will help them be successful both in school and in life. Needs Assessment Assessment Process: The District Technology Committee continually reviews current practices using existing equipment and resources in Alamo Heights ISD classrooms. This committee is committed to the realization that effective infusion of technology into the learning process requires systemic change. To implement and sustain change, there must be a strong technology infrastructure with excellent, timely technical support, regular assessment of the methodology and structure of teaching and learning, and ongoing professional development with appropriate follow-up. AHISD Instructional Technology Specialists assist teachers and campus staff in participating in formal online surveys, as well as assess the needs of staff on a more informal, day-to-day basis. They attend grade level and department chair meetings to listen to the needs and desires of teachers, to introduce and train teachers in the resources available to them, and to help them use available technology in the classroom. As new teachers enter the district, the Instructional Technology Specialist on each campus assists them in becoming acquainted with the resources the district uses. The LoTi Digital Age Survey is used to determine teacher proficiency and frequency of technology usage based on a self-reporting format. This survey gives teachers immediate personal feedback in three critical areas: Personal Computer Use, Current Instructional Practices and Levels of Technology Implementation. The data revealed to the campus principal shows a cumulative assessment of these three areas based on the sum of the teachers' surveys. Additionally, this survey instrument provides the campus and the district with recommendations for professional development in each of the three key areas. The results of the LoTi survey indicate that teachers in AHISD have confidence in their ability to use the computer. They report that they use the computer regularly for accomplishing their jobs. The survey also shows that, in general, teachers in AHISD practice student-centered instructional methods in the classroom. However, LoTi also reveals that teachers need support in integrating the technology into the instructional practice. AHISD uses this data each year to create a professional development plan for the summer and following school year. Additionally, every teacher in the district completes the Texas Education Agency's STaR Chart. The results of this instrument allow administrators to evaluate the perceptions of teachers in the areas of Teaching and Learning, Educator Preparation and Development, Leadership and Infrastructure for Technology. This year the STaR Chart instrument was made more teacher-friendly so that the results more accurately reflect the current conditions of the school and district. Further, AHISD conducts an annual inventory to determine quantity and condition of equipment. This year, the district hired an outside consultant to help us plan for an infrastructure that will meet the growing needs of an innovative school district. In anticipation of students bringing wireless devices to school, and the number of devices on the network growing each year, the plan provides for a secure, robust infrastructure for both wired and wireless devices. This needs assessment takes into consideration the fact that there may be innovations and developments in technology within the next five years of which we are currently unaware. ~ 1 ~
5 Existing Conditions: Currently, AHISD has a stable, robust infrastructure that supports both wired and wireless devices. However, the district realizes that to ensure this consistent connectivity, the equipment and resources must be continually evaluated. Keeping up with the demands of a school district is of constant concern, and the snapshot of an effectively working network can be a moving target. 7 Technology Needs: The district will strive to provide the hardware, software and connectivity resources necessary to prepare students for their lives in the 21st century. Teaching and Learning As technology becomes more ubiquitous in our schools, it is imperative that we are attuned to the continually changing needs and demands of teachers and learners. New Web2.0 tools are introduced daily and many provide immeasurable support and value in our classrooms. Additionally, more online resources require a larger supply of bandwidth as they become more interactive and supported by video streaming. It is the job of the technology department to continually monitor the bandwidth to ensure that these resources are being used efficiently and that learners have access to the tools they need in school. Educator Preparation and Development There is a continuing need to provide teachers with technology integration support, just-in-time training, ongoing support through technology training during and after school as well as summer professional development opportunities. Teacher professional development is the essential component of every technology plan. Technology makes a difference in the education of children. Teachers adept at using and integrating technology in the teaching and learning process provide students with the necessary skills to enter the workforce of the 21st century. The District must provide adequate professional development in the use of Internet and Technology resources and practical applications for the classroom. These professional development opportunities should be provided in many ways including flexible formats and non-traditional hours. Administration and Support Services Administrative leadership is an essential component for the successful use and support of technology in our schools. More often, the tools that administrators use on a daily basis are technology-driven or technology-based. Discussions at Principal/Director Meetings as well as "Lunch and Learn" sessions with individual administrators have proven to be effective in helping administrators understand these tools, as well as the needs of students and teachers. It would be helpful to ensure that these opportunities continue and that administrators are provided any just-in-time support that they require. Providing adequate and timely technical support in the District requires technical personnel. As the quantity of technology devices and the quality of technology usage grows, so must the support staff. The Texas Star Chart recommends having one technician per 500 computers. Currently, we have over 2500 computers and two technicians. A school district that is dependent upon a robust, dependable infrastructure requires at least four technicians and a qualified network administrator to ensure the integrity of the system. ~ 4 ~
8 Infrastructure for Technology Teachers and students across the district have participated in brainstorming sessions in which we determined equipment and resources necessary to teach students in an environment that is technology-rich. The following is what these stakeholders have recommended: Desktop and laptop computers to replace obsolete computers across the district. Additional peripherals such as digital cameras, digital video cameras, interactive slates or white boards, ipads, ipods, electronic readers, electronic sketch pads, scanners, and document cameras that can be used in the classroom. Additional data drops in classrooms and instructional areas to allow for more computers and equity of network access Additional computer-grade electricity in each classroom and instructional area Replace outdated data cabling in the schools Better coverage for wireless access Wireless security that will allow for students to bring personal wireless devices to school for instructional purposes Bandwidth shaping tools to ensure secure and consistent bandwidth for mission critical services such as business office applications, grade book and attendance and online testing Parent notification system to alert parents when there is critical information to distribute such as bad weather day school cancellation Video conferencing equipment for each campus to allow for virtual field trips Refresh of staff laptops Upgrade to virtualized servers where the application allows Social networking tools that are appropriate for school/instructional use ~ 5 ~

28 Evaluation Process: Alamo Heights ISD will conduct an ongoing evaluation of the Long Range Plan for Technology, as well as the technology integration component of the Campus Improvement Plans. Each year the District Technology Committee will formally review and update the plan. Additionally, the Director of Instructional and Information Technology gives a report to the AHISD Board of Trustees annually with an update of the progress made toward reaching the goals and objectives of this plan. Evaluation Method Methods and tools used for evaluation include: and campus principals use the Texas STaR Chart to assess teachers' perceptions regarding technology access and needs. The results of this survey guides decisions made by campuses as well as by the district. The collected data plays a part in planning professional development offerings as well as planning technology purchases for classrooms. Additionally, campus principals complete the NCLB portion of the STaR Chart to assess their ability to guide their staff in the infusion of technology into the learning environment. The LoTi Digital Age Survey will be administered to all classroom teachers, library media specialists, instructional technology specialists, and principals to assess the need for professional development in the areas of technology skill development, active learning in instructional practices, and technology infusion into the curriculum. The results of this survey are used to plan district and campus professional development. The Technology Showcase will be used to demonstrate teachers' and students' effective and appropriate use of the technology tools in instruction. Eduphoria records participants' involvement in professional development. Teachers will be asked to show their transcripts from Eduphoria to their supervisors during summative conferences to document their level of professional growth. AHISD Instructional Technology Specialists work closely with the administrators, teachers, and library media specialists on respective campuses to maintain open communication and stay abreast of current classroom and campus technology needs. Further, each campus has a Technology Committee that includes the Instructional Technology Specialist assigned to the campus. These committees communicate directly between the campuses and the district technology office. 5th and 8th grade students will be required to take the Technology Proficiency Assessment from each year to assess technology proficiency at the elementary and junior school level. Eduphoria Aware data will be analyzed and annually compared to Digital Age Survey Tool and STaR chart results.
