Submission Details Submission Dates All responses to this request must be submitted and delivered to our office, as stated below, no later than: Thursday, September 11, :30pm PDT Applicants may be asked to attend an interview with a (UWMC) review panel. If needed, interviews will be scheduled on Monday, September 22, The review panel will make final recommendations to the UWMC President and CEO. It is anticipated that the final selection will be announced by Friday, September 26, 2014 and that the contract will commence Wednesday, October 1, Electronic Submissions Responses to this Request for Proposal will only be accepted electronically. Submissions should be in a 12-point font equivalent to Times New Roman in size. There is no page limit requirement, but submissions should be concise and provide a clear picture of the applicant s qualifications to

4 Request for Proposal P a g e 4 conduct the work required in the Scope of Work and ability to meet the Selection Criteria outlined below. Submissions are to include: A statement of qualifications addressing the applicant s ability to perform the Scope of Work described below. A statement of philosophy and approach to community-based projects, as appropriate. A statement of desired pricing structure for the proposed services. A resume or CV for each consultant and/or subcontractor to be involved in the project. Name(s) and contact information for at least two recent clients to serve as references, with a brief description of the services provided. Samples of applicable recent work must be provided and can include: strategic planning documents, research presentations, grant proposals, videos of facilitated meetings, meeting agendas, etc. Introduction Organization Background: is a nonprofit organization formed in June 2000 by the merger between United Way of Monterey Peninsula, founded in 1929, and United Way of Salinas Valley, founded in The mission of (UWMC) is to engage the community and focus resources to improve lives in Monterey County. Funding from UWMC provides the underpinnings of a vast network of services to county residents. As a community partner with diverse relationships among donors, service providers and volunteers, UWMC plays a key role in supporting and advancing the network of resources and services dedicated to community well-being. UWMC improves quality of life for all who live and work in Monterey County by: Education Providing the resources to and support to help children succeed in school from the cradle past high school graduation; Income Teaching people the skills needed to support themselves and their families and bolstering their independence; Health Helping families, children and youth to live safe, healthy lives, develop their full potential and contribute positively to society. Problem Statement The social and private sectors in Monterey County have struggled to gain traction on large scale social issues such as persistent poverty, gang violence or stagnant educational outcomes. Many sectors and organizations, including families, schools, social services agencies, businesses and nonprofits implement well intentioned efforts aimed at promoting and supporting the development of a healthy, thriving community. However, often these actions are not coordinated effectively, leading to redundancies in service provisions, increased competition for limited resources and the implementation of programs and initiatives that lack common objectives and evaluation systems. While the need for cross sector collaboration is commonly accepted, existing cross sector collaborative efforts have struggled to develop initiatives that show significant changes in community conditions. The intractability of these issues highlights the need for a radical re-envisioning of the way the private and social sector functions and the need for leadership to develop the skills to make real change.

5 Request for Proposal P a g e 5 Collective impact (Kania and Kramer, 2011) 1 is a collaborative strategy for creating change that holds promise to achieve large scale results and assist the public and private sectors in establishing collaborations that are truly productive. Across the nation, collective impact efforts have demonstrated significant population level changes in specific geographic areas in relatively short time frames. For example, four years after launching a collective impact initiative aimed at improving education outcomes, 71% of fourth graders in the Cincinnati Public School system are reading on grade level. This is an increase of 20 percentage points despite the fact that almost 70% of the city s children come from low income households 2. In Baltimore, a kindergarten readiness initiative used similar strategies and increased city-wide school readiness from 27% to 57% in only four years 3. Using collective impact as an over arching framework, the E3 alliance decreased the number of struggling readers, those reading two or three grade levels behind, in the central Texas region by 21% in only one year 4. These impressive results have generated a wave of interest in collective impact that has swept across the nation and taken root in Monterey County with United Way, First 5 and CSUMB having all publically expressed a commitment to using collective impact to achieve large scale social change and framing their developing initiatives using this strategy. These initiatives are a Cradle to Career partnership co-convened by CSUMB, the Monterey County Children's Council, United Way and Taylor Farms; the Early Childhood Development Initiative (ECDI) launched by the Monterey County Children s Council and First 5 of Monterey County, supported by the Monterey County Board of Supervisors; and Impact Monterey County (IMC) convened by United Way of Monterey County. The aforementioned initiatives and their respective leaders are all seeking expert guidance to help build a common understanding of the collective impact process and to help leaders develop the collaborative skill sets needed to make change. Creating a change of this magnitude requires deliberate planning, knowledge building, a long term commitment from cross sector leadership and funders, and advice and guidance from experts and mentors who have proven track records in developing similar efforts. Studies of effective collective impact efforts cite that technical assistance from experts in the field is a key ingredient to success. 5 Research also suggests that collective impact initiatives are more likely to be successful when leadership gains new collaborative skills to effectively implement change. 6 Duties & Responsibilities Following is a detailed outline of Scope of Work and anticipated deliverables we expect from the consultant(s). In responding to this section, please keep in mind that collaboration is encouraged and therefore that work on any of the following tasks may be delivered as an individual consultancy or as part of a collaborative partnership of consultants. Scope of Work United Way and its community partners seek an experienced consultant to provide strategic guidance and facilitation of a deliberate knowledge building and planning process. 6 Request for Proposal P a g e 6 Interview each partner to understand phase of development initiatives are in; our current partnering areas in need of clarification and/or development; and, opportunities for joint learning Identify the collaborative leadership skills partners need to develop to implement change using the collective impact methodology and outline topics for additional training Outline a self-directed process of surfacing and discussing partnering areas in need of clarification or development with the goal of maximizing finite community resources Facilitate primary partners in using the outlined self-directed process to discuss community change roles and roles interface Refine scope of work/deliverables based on partner interviews Anticipated Deliverables Develop a strategic framework that delineates the unique role, intentional overlaps and inherent interconnections between change initiatives Messaging framework, including infographic, that delineates the intentional overlaps/interconnections and differences of the various initiatives, as well as training with Champions for Change around using the developed communication tools Report outlining recommendations for structural, organizational and issue alignment and facilitated dialogue on how to move forward with implementing recommendations Process outline for surfacing and discussing challenging/sensitive issues between initiatives that can be self-directed by initiative partners Glossary of organizational roles and types of role interfaces Memorandum of Understanding that delineates roles and responsibilities of each partner in moving specific parts of the collective change agenda forward Log of training and facilitation provided by the consultant(s), if provided. Stakeholders The primary partners to the process will include United Way, ECDI/First 5, and C2C Partnership/CSUMB. There is an expressed interest in including the following community efforts, each having expressed a commitment to utilizing a collective impact methodology, in the process of learning and working to align efforts: 4Cities4Peace, Community Alliance for Safety and Peace, Girls Health in Girls Hands, Health in all Policies, and the Monterey County Youth Violence Prevention Initiative. Informally, the organizations and initiatives engaged in this conversation are referred to as Champions for Change. Project Timeline & Term of Contract The project is expected to commence on Wednesday, October 1, 2014 and terminate on June 30, This timeline maybe adjusted in consultation with United Way. Contract Maximum and Payment Schedule Applicants are to include a proposed project budget, including hourly and daily rates for service. The total cost of proposed service should not exceeded $40,000. A payment schedule will be developed upon entering into a contract with United Way. The contracted consultant is responsible for payment to any individuals s/he may engage as subcontractors in performance of the finalize Scope of Work and Deliverables.

7 Request for Proposal P a g e 7 Selection Criteria Applicants will be evaluated on their writing samples, proven track record, references, cost effectiveness of proposal, and interview (if requested). Selection criteria to be considered include: Demonstrates experience, willingness, and the capacity to work effectively in multicultural settings. Demonstrated experience in participatory planning and/or action research. Demonstrated experience working and communicating effectively with a variety of stakeholders, such as public sector organizations, nonprofit agencies and community groups. Demonstrated ability to identify learning needs and develop a learning plan/strategy Flexibility in approach and ability to change course as needed. Ability to adhere to/meet timelines availability of time to adequately provide services. Reasonableness of cost and pricing structure in alignment with proposed scope of work. Demonstrated experience in handling difficult and complex group dynamics. Demonstrated experience facilitating large and small groups. Demonstrated experience working collaboratively with other consulting groups and/or demonstrates a willingness to do so. Specific experience working in Monterey County is considered a plus, but is not required. Experience in primary and secondary (qualitative and quantitative) data collection, analysis, synthesis and presentation with an emphasis on qualitative approaches. Experience in best practices and promising practices research and reporting. Rights and Responsibilities All materials submitted in response to this request become the property of United Way Monterey County (UWMC). Selection or rejection of a response does not affect this right. UWMC reserves the right to award part of the project to one bidder and part to another, if deemed appropriate or necessary. UWMC reserves the right to postpone the scheduled deadline date(s) or cancel the RFP. UWMC is not responsible and will not reimburse for any costs incurred by providers in preparation and presentation of proposals, interviews or demonstrations in response to this RFP or subsequent interviews.
