2 American Life League s 2009 Report on Planned Parenthood Facilities in the United States By Marie Hahnenberg, researcher for American Life League KEY FINDINGS Planned Parenthood continues to increase its facilities that commit medical abortions while the number of facilities, both express and non-express, decline. The total number of facilities continues to decline as well. YEAR TOTAL # OF AFFILIATES TOTAL # OF CLINICS NON EXPRESS CLINICS EXPRESS CLINICS SURGICAL ABORTION FACILITIES MEDICAL ABORTION FACILITIES INTRODUCTION The Planned Parenthood Federation of America is the largest abortion chain in the country. It is an organization that commits chemical, medical and surgical abortions. The purpose of this report is to document the findings of the most recent survey conducted by American Life League. The research confirms the location of each Planned Parenthood facility and in what types of abortion activity each facility in the United States engages. METHODOLOGY The data collected was gathered from the Planned Parenthood Federation of America s web site and Planned Parenthood s affiliate web sites. Information was also collected via news reports and phone calls to Planned Parenthood facilities. The collection of the raw data was completed on November 30, Following the collection of the raw data, there was extensive analysis and confirmation of the results. This final report is issued on March 15, DEFINITIONS Chemical abortions: These are abortions caused by drugs that, at least some of the time, prevent the implantation of the already-created human being in the uterine lining. Some common chemical abortion drugs include the birth control pill, patch, IUD, Plan B and other birth control products. Medical abortions: These are abortions that involve the administration of drugs specifically intended to abort the child, sometimes referred to as abortion pills or medication abortion. Some common drugs include: Mifepristone (RU-486) and Methotrexate. 1
3 Surgical abortions: These are abortions that involve an invasive procedure. Some types of surgical abortions include suction aspiration, dilation and curettage (D&C), dilation and extraction (D&X), and dilation and evacuation (D&E). Chemical abortion facilities: These are Planned Parenthood facilities that distribute birth control products that, at least some of the time, result in chemical abortions. Medical abortion facilities: These are Planned Parenthood facilities that commit chemical and medical abortions. Surgical abortion facilities: These are Planned Parenthood facilities that commit chemical, medical and surgical abortions. Express facilities: These are Planned Parenthood facilities that engage in limited expedited activities, such as quick pick up of birth control. All express facilities are chemical abortion facilities, though they are counted separately for purposes of this report. Non-express facilities: This category includes all Planned Parenthood facilities that are not express facilities. They commit chemical, medical and/or surgical abortions. Contracted services locations: There are a number of locations throughout the country where Planned Parenthood does not operate physical facilities, but has contracts with local doctors or clinics to provide services for Planned Parenthood customers. Some of these locations are listed on Planned Parenthood web sites. However, since they are not PP physical facilities, and the actual services provided vary greatly, they are not included in this report. Affiliates: Planned Parenthood affiliates are self-governing corporations that operate local Planned Parenthood facilities under certification from the Planned Parenthood Federation of America national office and pay dues to the national office. DETAILED FINDINGS (2009 vs. 2008) The chart on the following page shows the breakdown of different types of Planned Parenthood facilities in the U.S. as of Nov. 30, Our research shows Planned Parenthood operates 173 surgical abortion facilities, 131 medical abortion facilities, 493 chemical abortion facilities and 20 express facilities that are also chemical abortion facilities but are counted separately for purposes of this report. 2
4 20 Express Clinics 131 Medical Abortion Facilities 173 Surgical Abortion Facilities 493 Chemical Abortion Facilities 2009 Planned Parenthood's total number and type of abortion facilities Total number of facilities: 817 Medical abortion business grew. The data show that Planned Parenthood Federation of America decreased its total number of affiliates, express clinics and surgical abortion facilities. There was, however, an increase in the total number of facilities that perform medical abortions. This confirms that Planned Parenthood is continuing its push to increase its medical abortion business. In the span of the last four years, Planned Parenthood more than doubled its number of facilities committing medical abortions from 60 in 2006 to 131 currently. Affiliates declining. At Nov. 30, 2009, Planned Parenthood had 96 affiliates, down three from the previous year. Most of the affiliate decline is from mergers, which are done normally as cost-cutting measures. The chart below illustrates the decline of Planned Parenthood affiliates from the year 1987 forward. 3
5 200 Planned Parenthood Federation of America Number of Affiliates Facilities declined. During 2009, Planned Parenthood closed a total of 38 facilities across the United States and opened 11 facilities, resulting in 817 total facilities in operation at Nov. 30, down 27 from 2008 numbers. Of the 817 total facilities, 20 are considered express facilities, down 11 from Over the past three years, Planned Parenthood s number of express facilities has declined by 21. Of the 20 express facilities operating as of Nov. 30, 2009, six are in the state of California and four are in the state of Washington. Historical numbers: American Life League has been conducting its annual survey of Planned Parenthood facilities since The chart below shows that the chemical and express facilities, where chemical abortions can take place due to birth control products, have been declining. It also indicates the number of surgical abortion facilities has been steadily declining since However, our research shows that in the span of the last four years Planned Parenthood has increased its number of facilities committing medical abortions by 71. The decline of the total number of Planned Parenthood facilities is also very apparent. Thus over the period of , Chemical abortion facilities have been declining. Surgical abortion facilities have been declining. Medical abortion facilities have been rising. The total number of Planned Parenthood facilities has been declining. 4

8 Planned Parenthood s facilities: With or without walls? According to the affiliate known as Planned Parenthood Minnesota, North Dakota and South Dakota, in 2007 the Clinics Without Walls/Outreach Health Centers for Hmong and African immigrant communities began as part of [its] health disparities initiative. Clinics without Walls is a business model developed for the health care industry that enables independent health practitioners and smaller clinics to gain the advantages of practicing in a group which offers comprehensive services, without the need to move or see patient/clients outside of their existing location. Through the research done by American Life League in 2009 and in previous years, observations were made that Planned Parenthood is participating in these arrangements with various organizations. Thus, Planned Parenthood labels certain Planned Parenthood facilities as clinics without walls. The African Outreach Health Center in Brooklyn Park, Minnesota, is an example of this. Planned Parenthood facilities across the hall: Same address, different clinics Planned Parenthood sometimes runs multiple facilities that have the same address, but that are actually located in two different areas. Oftentimes, the facilities are just across the hall from one another. The Planned Parenthood facilities in Rancho Mirage, California, and the Planned Parenthood facilities in Costa Mesa, CA, are examples of Planned Parenthood labeling two facilities at the same address. Where this situation occurs, facilities listed at the same street address are counted as one facility in our survey. Part-time hours for many facilities Of the 817 Planned Parenthood facilities, 797 are non-express Planned Parenthood facilities, and at least 131 of the non-express facilities are less than full-time, with office hours one day per month to three days a week. Each, however, is still counted as a facility in our survey. In conclusion Despite the increase in the number of Planned Parenthood s medical abortion facilities over the past few years, there has been a decrease in its number of facilities that commit chemical and surgical abortions. There has also been a decrease in the number of affiliates and nonexpress facilities. Keep in mind that Planned Parenthood remains the largest abortion chain in America and that there are still 817 Planned Parenthood facilities across the country.
