3 Purpose Establish a framework to guide DoD FM professional development Intent is to make a good FM workforce even better! Establish a mechanism to encourage key training in: o Audit Readiness o Decision Support/Analysis Encourage career broadening and leadership Transition to a more analytic orientation Ensure financial management workforce has knowledge, skills, and abilities necessary to achieve auditable financial statements Develop a course-based rather than test-based certification Based on FM and Leadership competencies 3

12 FM Certification Policy Updates Academic Matrix SLG approved a modification to current policy such that higher level academic courses may be applied to lower-level certification levels For example, Master s-level courses may be used to satisfy Level 1 & 2 requirements instead of only Level 3 Delegation of academic course approval: Credit for academic courses that are not close matches to the Academic Matrix will be delegated to the Governing Body Tiger Team FM Certification requirements for DAWIA-coded Positions (BUS-FM, BUS-CE, Audit) Reduced curriculum in LMS used for members in dual-coded positions if DAWIA level is equal to or higher than the FM Certification level An MFR signed by a DACM can be used for documentation when ALL required Acquisition training is complete, but the FM member does not have enough experience to obtain Acquisition Certification

13 FM Certification Policy Updates (cont) CET Non-compliance Consequences Senior Leader Group agreed to expand current policy that provides consequences for not obtaining certification to consequences for not obtaining or maintaining If member does not obtain or maintain, may request a time waiver (in one year increments) from the CCA; if time extension is not approved member is subject to adverse actions FMers on non-fm assignment Not coded for certification; may complete certification training to prepare to achieve certification soon after being placed on FM-coded position Voluntary pursuit of higher level of certification than current position requires Not currently available; however, as part of earning CETs for current certification member may complete certification training required by next level to prepare to achieve higher level certification soon after being placed on a position requiring it 13

14 Other Employee Policy FM Term employees (non-permanent employee with an appointment between 1-4 years), FM Temp employees (non-permanent employee with an appointment less than 1 year), and FM Foreign/Local National employees: Not included in the FM Certification Program; May complete certification training appropriate for their level and apply for certification if later assigned to an FM Certification coded billet FM Part-time employees (permanent employee with an "other than full-time" employment schedule, normally between hours bi-weekly): May be included in the FM Certification Program at Component s discretion If not included, may still complete certification training appropriate for their level, report training completion on their resumes, and apply for certification if later assigned to an FM Certification coded billet NAF employees: Not included in the FM Certification Program; May complete certification training appropriate for their level and apply for certification if later assigned to an FM Certification coded billet These policy items will be documented in the next revision of the DoDI

15 Meet Your Certification Deadline! Per DoDI Encl 3, para 4.a.1, participants in the FM Certification Program have two years to obtain their certification. In the event an individual cannot obtain the FM Certification in the initial 2-year time period, the CCA may grant a time waiver(s) in 1-year increments to remain in the position. If an individual fails to obtain the required FM Certification and the CCA approved time waiver(s) have expired, the individual is subject to adverse actions Adverse actions applicable are defined by the Component s Table of Penalties

Get Certified Using the DoD FM Learning Management System Watch Training Videos Complete Practical Exercise Collect Documentation Fill out Learning History Worksheet Review Learning History Worksheet w/ Supervisor Develop a Plan for Success! FM Online: 1 Record Learning of Achievement Work w/ supervisor to assign Primary and/or Alternate Track Use your Learning History Worksheet to record information for ONE certification requirement Record learning for ALL courses needed to satisfy the requirement 2 Record Documentation 3 Record learning for the appropriate achievement documentation Remember: Combine all documents for each achievement into one PDF file, less than 800 KB Request Achievement Approval Record Learning for the appropriate achievement and request supervisor approval Repeat this 3-step process for each achievement documented in the FM LMS until all certification requirements are met Complete Other Required Courses Level 1: DoD FM 101 Course Levels 2&3: Audit Readiness, Ethics & Fiscal Law These courses are available w/in the FM LMS and via FM mylearn*. Approved substitution courses are available on FM mylearn*. * If completing a course via FM mylearn, you must follow the 3- step process to document course completion inside FM LMS. Search by Academic Institution (required field), then by other filters like FM/Lead Competency, Academic Course Title, or Academic Course Code to find your academic course. In this example, we are looking for a course taught at the Air Force Institute of Technology. For detailed instructions, visit

Click on the Print icon next to the approved competency you d like to use. Use the Course Submission Template 1) Submit a Course Submission Template and syllabus to your organization s Course Manager. 2) Course Manager will route course through approval process FM Online> Training Resources> Tools/Templates/Forms 3) If approved, will be added to the database or you will receive approval documentation from OUSD(C) 23

25 Continuing Education & Training Credits Keep your DFMCP current by accruing a certain number of Continuing Education and Training credits every two years. The number of CETs required is based on your level: FM Certification Level 1 40 CETs FM Certification Level 2 60 CETs FM Certification Level 3 80 CETs CETs must be recorded in the FM LMS see the job aid How to Record CETs in the DoD FM LMS for step-by-step instructions. OUSD(C) developed web-based training may be taken to satisfy CET requirements if the course was not used to meet initial certification requirements 25

27 Do I still need my CDFM after I get this certification? Frequently Asked Questions Can I use the FM LMS to document training I'm taking to prepare me for my next job? What counts as CPE? What does it mean if I don't get my certification? I sit in a Defense Acquisition Workforce Improvement Act (DAWIA)-coded position. Am I required to complete both certifications? Will my prior FM experience count toward meeting the experience requirement for my certification level? I ve taken FM training that I do not see on FM mylearn. How do I submit a course to be included in the Program? Where can I find substitute courses for the Other Required Courses requirement? May I obtain a higher certification level than the level required by my current position? 27
