Advanced Grant (AdG): attracting and rewarding established independent research leaders. To support excellent Principal Investigators at the career stage at which they are already established research leaders with a recognised track record of research achievements. Applicant Principal Investigators must demonstrate the ground breaking nature, ambition and feasibility of their scientific proposal. 22

ERC 2015 Work Program Role of the host institution Is located in an EU Member State or an Associated Country Hosts the PI for the duration of the project Is a legal entity: university, research center, business research unit, etc. Is committed to ensure that the PI may: o o o o Apply for funding independently Manage research and funding project Publish independently as senior author Have access to reasonable space and facilities Signs Grant Agreement Overhead: 25% 29

ERC 2015 Work Program Features of ERC grants No constraints on eligible costs as long as they are for the execution of the project Rules of the HI apply High flexibility: aims of the project can be modified through amendments to the grant agreement Grants have a light reporting along the project life-time: financial report every 18 months, scientific report at mid-term and end of the project Grants have 25-40% pre-financing PI is empowered to manage the research activity and the funds of the project Grants are portable 30

ERC 2015 Work Program Evaluation of proposals: main features Goal of the evaluation: select the best frontier research proposals Only evaluation criteria: excellence Method: peer review Structure: 25 panels distributed in 3 scientific domains (10 Physical Sciences, 9 Life sciences and 6 Social Sciences and Humanities) Each panel consists of 1 panel chair and panel members What makes ERC evaluation exceptional? Peers Review procedure 31

ERC 2015 Work Program Evaluation of proposals: peers Panel members: typically 375 / call High-level scientists Recruited by ScC from all over the world: ~14% from outside Europe About members plus a chair person Referees: typically 2000 / call Evaluate only a small number of proposals Similar to normal practise in peerreviewed journals US (7%) Other (7%) EU and Associated Countries (86%) 32

ERC 2015 Work Program Evaluation of proposals: review procedure STEP 1 STEP 2 Remote assessment by Panel members of section 1 PI and synopsis Remote assessment by Panel members and reviewers of full proposals Panel meeting Panel meeting + interview (StG and CoG) Proposals retained for step 2 Feedback to applicants Ranked list of proposals Right balance between generalist + specialized review Appropriate treatment of interdisciplinary proposals Good cost-benefit ratio 33

ERC 2015 Work Program Excellence is the sole evaluation criterion Evaluation of excellence at two levels: Excellence of the Research Project Ground breaking nature Potential impact Scientific Approach Excellence of the Principal Investigator Intellectual capacity Creativity Commitment 34

ERC 2015 Work Program Ranking and scoring: Step 1 In Step 1 proposals are ranked by the panels on the basis of the marks they have received and the panels' overall appreciation of their strengths and weaknesses. Proposals will be retained for Step 2 based on the ranked list and the determined budgetary cut-off level. Applicants will be informed on the score attained by their proposal: o o o A: is of sufficient quality to pass to Step 2 of the evaluation,. B: is of high quality but not sufficient to pass to Step 2 of the evaluation. C: is not of sufficient quality to pass to Step 2 of the evaluation. In addition, applicants will be told the ranking range of their proposal out of the proposals evaluated by the panel. 35

ERC 2015 Work Program Step 1 feedback to applicants A proposal receive no evaluation report and PI is informed that the proposal has passed to Step 2 and in the case of StG and CoG is invited to the interview B proposal will receive Individual Assessment Reports and Panel Comment Report plus 10% ranking slices starting from the cut-off point between A and B e.g. ranking range 33% - 42% C proposal will receive Individual Assessment Reports and Panel Comment Report plus simply the top and the bottom percentage positions (applicant will be subject to resubmission limitations) e.g. from 68% to 100% Applicants will receive in addition a cover letter informing them of the cut-off point to pass to Step 2 (in percentage) for the panel e.g. only 33% best proposals were able to pass to Step 2 36

ERC 2015 Work Program Ranking and scoring: Step 2 In step 2 proposals are ranked by the panels on the basis of the marks they have received and an overall appreciation of their strengths and weaknesses. Proposals will be recommended for funding based on the ranked list and the funds available. Applicants will be informed on the score attained by their proposal: o o A: fully meets the ERC's excellence criterion and is recommended for funding if sufficient funds are available. B: meets some but not all elements of the ERC's excellence criterion and will not be funded. In addition, applicants will be told the ranking range of their proposal out of the proposals evaluated by the panel. 37

ERC 2015 Work Program Step 2 feedback to applicants A proposals within panel budget at meeting (funding for sure) will receive Individual Assessment Reports, Remote Referee Reports and Panel Comment Report plus the percentage of group e.g. top 45% A proposal outside panel budget at meeting (i.e. not funded for sure) will receive Individual Assessment Reports, Remote Referee Reports and Panel Comment Report plus its individual ranking position with a 2% ranking range e.g % B proposal will receive Individual Assessment Reports, Remote Referee Reports and Panel Comment Report plus the top and bottom of group e.g. between 58% and 100% Applicants will receive in addition a cover letter informing them of the cut-off point for funding (in percentage) at meeting e.g. only 45% best proposals were funded with the funds available at the time of the panel meeting 38

ERC 2015 Work Program 2015 Resubmission restrictions Resubmission rules for 2015 applicants: Those who receive B (Step 1 or Step 2) have to wait out one year to apply again Those who receive a C will have to wait out two years to apply again 39
