3 NOTICES OF MOTIONS GIVEN ORALLY Mr. Everald Warmington gave notice that at the next meeting of the House he would move: WHEREAS on July 20, 2010, the Prime Minister caused to be laid in this Honourable House, Ministry Paper No. 64, titled Public Sector Master Rationalization Plan Recommendations for restructuring of Ministries, Departments and Agencies; AND WHEREAS it further stated that this was prepared by the Public Sector Transformation Unit of the Cabinet Office; AND WHEREAS it was Tabled as a Green Paper; AND WHEREAS on May 10, 2011, the Prime Minister caused to be laid a revised version of the said recommendations; AND WHEREAS this was Tabled as Ministry Paper No. 34 0f 2011; AND WHEREAS the Prime Minister has announced that Cabinet has approved for Gazetting, sections of these reported recommendations; AND WHEREAS this Honourable House has not been privileged to be informed of what is to be Gazetted: BE IT RESOLVED that Ministry Paper No 34 be debated in this Honourable House; AND BE IT FURTHER RESOLVED that there be no Gazetting of any section of the recommendations contained in Ministry Paper No. 34, or anything relating to it, until this Honourable House has an opportunity to debate the contents of Ministry Paper No 34. PRESENTATION OF BILLS WITHOUT LEAVE OF THE HOUSE FIRST OBTAINED The Minister of Justice, the Honourable Delroy Chuck, moved to introduce and have read a first time a Bill shortly entitled The Committal Proceedings Act, Clerk read Bill a first time. The Minister of Education and Leader of the House, on behalf of the Minister of Finance, moved to introduce and have read a first time a Bill shortly entitled The Public Debt Management Act,

The Minister of Education and Leader of the House, on behalf of the Minister of Tourism, moved to introduce and have read a first time a Bill shortly entitled The Travel Agencies Regulation (Amendment) Act, Clerk read Bill a first time. Notice of second reading given. PUBLIC BUSINESS The Minister of Education and Leader of the House, the Honourable Andrew Holness, moved for the suspension of the Standing Orders to allow the Minister of Water and Housing on behalf of the Minister of Finance, to take charge of the motion: BE IT RESOLVED with reference to Ministry Paper No. 53 of 2011, dated July 7, 2011, which was laid on the Table of the House on the 12 th day of July, 2011, that this Honourable House of Representatives approve the issue of a Government Guarantee under the provisions of the Approved Organizations and Authorities Loans (Government Guarantee) Act, in respect of a Credit Facility of Thirty Seven Million United States Dollars (US$37,000,000.00) from the NCB Capital Markets Limited (NCBCM) to the Central Wastewater Treatment Company Limited (CWTC). Seconded by: Mr. Tarn Peralto. (The Deputy Prime Minister and Minister of Foreign Affairs and Foreign Trade, the Honourable Dr. Kenneth Baugh, entered and took his seat). (Mr. George Hylton, M.P., St. Andrew, Western entered and took his seat). (The Minister of Tourism, the Honourable Edmund Bartlett, entered and took his seat). (Mr. Robert Pickersgill, M.P., St. Catherine, North Western entered and took his seat). (The Minister of State in the Ministry of Energy and Mining, the Honourable Laurence Broderick, entered and took his seat). (The Minister of State in the Ministry of Transport and Works, the Honourable Othneil Lawrence, entered and took his seat). (The Minister without Portfolio in the Office of the Prime Minister with responsibility for Information and Telecommunication, the Honourable Daryl Vaz, entered and took his seat). 4

The Minister of Justice, continued debate on the motion that a Bill entitled AN ACT to Amend the Interception of Communications Act, be now read a second time. Seconded by: Mr. Franklin Witter. Clerk read Bill a second time. The House resolved itself into a committee of the whole House to consider the clauses of the Bill. Clauses 1-3 agreed to. Title and Enacting Clause agreed to. The question that the Chairman do report the Bill to the House was agreed to. The House resumed. The Bill having been reported to the House without amendment, the Minister of Justice moved that the Bill be now read a third time and passed. Seconded by: Mr. Joseph Hibbert. Clerk read Bill a third time. Bill passed without amendment. The House resolved itself into a Committee of the Whole House to continue in Committee Stage its consideration of Clause 27 and the remaining Clauses of a Bill entitled AN ACT to Promote and Strengthen Measures for the Detection, Prevention, Investigation and Prosecution of Corrupt Conduct; to provide for the offence of corrupt conduct and offences relating to corrupt conduct; to provide for the establishment of a department of Government to be known as the Special Prosecutor for Corruption with special responsibility for the detection, prevention, investigation and prosecution of corrupt conduct; to repeal the Corruption (Prevention) Act and the Parliament (Integrity of Members) Act; and for connected matters. The question that the Chairman reported progress on the Bill was agreed to. The House resumed. 5
