5 ehealth Practice Incentive Program Requirement 1 The practice must: Apply for a Healthcare Provider Identifier-Organisation (HPI-O) for the practice, and store the HPI-O in a compliant clinical software system; HPI-O: a 16 digit number allocated to an organisation, it identifies where the health service was provided.

6 Ensure that each healthcare provider within the practice has a Healthcare Provider Identifier- Individual (HPI-I), stored in a compliant clinical software system; HPI-I: a number allocated to all healthcare providers, it identifies who provided the health service.

7 Use a compliant clinical software system to access, retrieve and store verified Individual Healthcare Identifiers (IHI) for presenting patients. IHI: a number that Medicare has allocated to all consumers, it identifies who received a health service.

10 Why Healthcare Identifiers? Healthcare Identifiers are an important building block to enabling ehealth initiatives. The HI Service will give individuals and healthcare providers confidence that the right health information is associated with the right individual at the point of care. Over time the HI Service will become a part of: Access to PCEHR system Identification on referrals Identification on test results

11 Types of Healthcare Identifiers Individual Healthcare Identifier (IHI) Healthcare Provider Identifier- Individual (HPI-I) Healthcare Provider Identifier- Organisation (HPI-O)

12 HPI-O Roles and Responsibilities Responsible Officer The Responsible Officer (RO) is the authorised legal representative of a Seed Organisation (e.g. CEO, Board Member, Sole Trader) Organisation Maintenance Officer An Organisation Maintenance Officer (OMO) is responsible for maintaining information about any organisation they are linked to (e.g. Administrative Officer, Practice Manager) This may be the same person as the RO or it may be a different person.

13 What do Healthcare Identifiers look like?

14 Healthcare Provider Directory The Healthcare Provider Directory (HPD) is a listing of healthcare providers and healthcare organisations registered with the HI Service. It can include contact and location details, as well as details of services provided. Once a healthcare provider is registered with the HI Service, they can choose to be listed in the HPD and nominate what information is published. ACTML will provide a HPD consent form for each healthcare provider in a practice when completing HPI-O form.

15 Integrating HI Numbers into your Clinical Software Each clinical software integrates (stores) HI numbers differently, however some software cannot currently do this. For the software that can integrate HI numbers, we have cheat sheets and guides located on our website to step you through this process. 18 Public Key Infrastructure (PKI)

19 What is PKI? Public Key Infrastructure (PKI) is an Information Technology infrastructure that allows for the secure exchange of data. A location (site) PKI certificate is issued in the form of a white CD from Medicare. An individual PKI certificate is issued in the form of a USB token with a blue and white CD from Medicare. Many practices use PKI to access the Health Professional Online Services (HPOS).

20 How is PKI relevant to the HI Service? PKI certificates are used to access the HI Service electronically through: An individual PKI certificate The RO or OMO will use their individual certificate to maintain the organisation details on HPOS, or to search for organisation/provider details on the HPD A location PKI certificate healthcare organisations will use their location certificate so that their software can talk to the HI service. Individuals and sites that have PKI certificates can request to have HI Service access added to their existing certificates. This can be done by checking a box on the HPD consent form (for individuals) or by contacting the HI Service.

22 HPOS Health Professional Online Services (HPOS) is Medicare Australia's online services for health professionals through a single entry point. HPOS gives access to: Australian Childhood Immunisation Register (ACIR) Healthcare Identifiers (HI) Service - excluding Individual Healthcare Identifiers (IHI) functions Manage existing banking details MBS Items Online Checker Patient Verification Practice Incentives Programs (PIP) Telehealth View patient's care plan history

24 How can ACT Medicare Local assist? by filling in HPI-O form and HPD consent forms for practices. Practices will be required to sign, date and fax/send forms. provide information sheets on storing HPI-Is and HPI-O in clinical software. GPs can locate their HPI-Is by logging into AHPRA or calling Medicare. provide information sheets to demonstrate the process of storing IHIs in clinical software and provide practice visits to train staff. provide information sheets to demonstrate the process of installing PKI certificates and accessing HPOS and provide on site training to staff. assist health providers in receiving new PKI USB tokens if they have lost theirs.
