18 USEtox short introduction Usetox = scientific consensus model endorsed by the United Nations Environment Programme (UNEP) / Society of Environmental Toxicology and Chemistry (SETAC) Life Cycle Initiative for characterising human and eco-toxicological impacts of chemicals: Characterisation factors (CFs) express potential impact on human health or ecosystems For comparison of chemicals (relative scale) Gaps: CFs missing for many of the substances encountered in inventories for products unsatisfactory treatment of chemicals in LCA Chemicals often not included in Life Cycle Impact Assessments (LCIAs) 18
19 USEtox Characterisation Factors (CFs): Methodology A.I.S.E. CFs - Why? Few available CFs in USEtox database for detergent substances emitted to water Robust tailor-made no use of (semi)-automated routines Data source principles REACH data preferred source: industry consensus HERA data / company data / measured data prevail over estimation Data selection principles Only reliable data to be selected Effect of composition to be carefully considered 19
20 USEtox scores - Findings Interpretation of USEtox scores is not straightforward and could mislead consumers (if used for purpose of product benchmarking) Joint Research Centre, European Commission: Relevance of chemical groups identified with USEtox uding different chemical input data results obtained for the Detergents PEF pilot USEtox product score is highly influenced by CF-values (choice of database; expert evaluation) and by relatively small changes ->can lead to different hot spot identification USEtox score for reference laundry detergent driven by fragrances and relatively insensitive to surfactants, solvents, CFs from one chemical to another can vary with 5-6 orders of magnitude 20
21 Advanced safety profile via risk assessment Risk-based ESC method has been applied to same formulation (ESC = Environmental Safety Check; A.I.S.E. Charter for Sustainable Cleaning) ESC tool performs calculations based on risk assessment Product Environmental Safety Ratio - PESR=PEC/PNEC ESC tool is building on work done on Cefic/A.I.S.E. Human health and Environment Risk Assessment - HERA (externally peer-reviewed) ESC harmonised and centralised database is aligned with REACH available data Only fragrances compliant with the IFRA Code Of Practice are allowed A.I.S.E. PEF reference product successfully passes ESC-evaluation: Product and all ingredients are confirmed to have an enhanced safety profile for aquatic environment HERA reference: ESC reference: 21
22 PEF for 2013 Average HDLLD Draft results A.I.S.E. conclusions on USEtox USEtox is valid for specific LCA assessments e.g. hotspot analysis, priority setting USEtox : not fit for use to make scientifically accurate, validated and environmentally meaningful differentiation between detergent products. o Model/Concept : USEtox is a hazard-based model, which is not used to evaluate realistic environmental impacts o Environmental relevance of USEtox to be further assessed in comparison with risk assessment o Influence of input data and CF (data quality /procedures) o Comparability for chemicals with varying data availability A.I.S.E. risk-based ESC tool confirms enhanced safety profile of the laundry PEF product but only allows a 2 level product comparison (pass/fail) Evaluation of ecotoxicological impact of detergents is highly relevant. A.I.S.E. wants to engage with stakeholders to progress this topic further in order to reduce the product ecotoxicological impact; work in progress. 22
23 PEF pilot project: Next milestones Spring 2015 Finalisation of PEF Screening, taking into account review feedback from EU COM as well as A.I.S.E. PEF Review Panel (1 minor point still to be addressed) 1 st Draft of PEFCR based on PEF Screening (done) Stakeholder virtual consultation on PEF Screening and draft of PEFCR (ongoing till 6 May) Continue preparation of communications vehicles (kick-off in Oct 2014) Summer 2015 Approval of PEFCR and PEF Screening by EF Steering Committee (early July tbc) PEFCR supporting studies on min. 3 existing products sold in Europe; further products via A.I.S.E. PEF IT tool for internal testing (after EFSC approval) Continue preparation of communications vehicles 23
