1 BP 6177(a) Instruction SUMMER LEARNING PROGRAMS The Governing Board recognizes that an extended break from the instructional program may result in significant learning loss, especially among disadvantaged and low-achieving students, and desires to provide opportunities during the summer for students to practice essential skills and make academic progress. When the need is demonstrated and funds are available, the Superintendent or designee, with Board approval, shall establish summer school day and/or evening classes for purposes of remediation, enrichment and/or acceleration. (cf Before/After School Program) (cf Title I Programs) (cf Migrant Education Program) Summer programs offered by the district shall be aligned with the district's local control and accountability plan (LCAP), other applicable district and school plans, and the educational program provided during the school year. When feasible, summer programs shall blend high-quality academic instruction in core curricular and/or elective subjects with recreation, nutrition programs, social and emotional development, and support services that encourage attendance, student engagement in learning, and student wellness. (Education Code ) The district's summer school program may be used to provide supplemental instruction for students failing to meet academic requirements and/or students who desire enrichment in core academic subjects in accordance with law, Board policy and administrative regulation. 2 BP 6177(b) Enrollment Priorities Priority to enroll in summer programs may be given to district students who: 1. Need course credits in order to graduate from high school before the beginning of the next school year (cf Dropout Prevention) (cf High School Graduation Requirements) 2. Have not made sufficient progress toward passing the state exit examination required for high school graduation (cf High School Exit Examination) 3. Have been retained or are at risk of being retained at their grade level (cf Promotion/Acceleration/Retention) 4. Demonstrate academic deficiencies in core curriculum areas (cf Local Control and Accountability Plan) 5. Are in targeted student groups identified in the district's LCAP as needing increased or improved services to succeed in the educational program The remaining openings shall be offered to other district students on a first-come firstserved basis. Attendance Because summer courses cover extensive instructional content in a relatively short time period, students who have more than three excused absences or one unexcused absence may not receive credit for their summer session class(es) unless they make-up missed work in accordance with law, Board policy and administrative regulation. Rotation of School Sites Sites for summer school programs may be rotated in an effort to make summer school programs more accessible to all students, regardless of residence or regular attendance area, and to equalize long-term facility and maintenance needs. In addition, he/she shall report on the extent to which students successfully achieved the academic outcomes established for the program. Additional Summer Learning Opportunities The Superintendent or designee may collaborate with parents/guardians, city and county agencies, community organizations, child care providers, and/or other interested persons to develop, implement, and build awareness of organized activities that support summer learning. 5 AR 6177(a) Instruction SUMMER LEARNING PROGRAMS Elementary Program At the elementary level, the district may offer instruction in any branches of study authorized and prescribed for elementary schools. (Education Code 51210, 51730; 5 CCR 11472) Summer school may be used to provide direct, systematic and intensive supplemental instruction to students in grades 2 through 6 who have been retained at grade level, identified as being at risk of retention, or identified as having a deficiency in mathematics, reading or written expression based on the results of the statewide Standardized Testing and Reporting Program. (Education Code ) When more than 10 percent of district students in grades 1 through 3 are reading below grade level, the district may offer a special back to basics summer school program designed to increase students' ability to read English. This program shall offer direct reading instruction based on phonics and phonemic awareness and/or other state approved instructional methodologies. To be eligible to participate, a student must have a test score that places him/her at one or more grade levels below the grade level he/she will be leaving at the end of the school year. (Education Code 54036) Secondary Program At the secondary level, the district shall offer summer instructional programs for: 1. High school seniors who need courses for graduation prior to September (Education Code ) 2. Students enrolled in grades 7 through 12 who do not demonstrate "sufficient progress," as defined in Board policy, toward passing the statewide exit examinations in language arts and mathematics required for high school graduation (Education Code 37252) a. For the purposes of this program, a student shall be considered to be enrolled in a grade immediately upon completion of the preceding grade. (Education Code 37252) b. Students who were enrolled in grade 12 during the prior school year shall be eligible for summer instructional programs. (Education Code 37252

The curriculum of the program shall reflect state academic content standards to the extent that the district curriculum is aligned with those state standards, and d. shall be designed to assist students to succeed on the exit examination. (Education Code 60851) Summer school may be used to provide direct, systematic and intensive supplemental instruction to students in grades 7 through 9 who have been retained at grade level.
