2 What is Drug Treatment Court? Drug Treatment Court (DTC) is based upon a model of therapeutic jurisprudence that relies upon a partnership between the courts and treatment to pair treatment services [daily] with judicial supervision [weekly] for repeat non-violent offenders who s criminal activity is driven by a drug addiction. 3 What is Drug Treatment Court? A Health Recovery alternative to trial and incarceration for high risk individuals with addiction/concurrent disorders and legal conflict related to their addiction Intensive Day Treatment program 6 hours a day 5 days a week Nurse Practitioner ½ day/week (SWCHC) Random urine screening process Utilizes an Assertive Community Reinforcement model Requires counsellor to undertake extensive case management activities
4 What is Drug Treatment Court We follow the 13 key components of best practices for Canadian DTCs: 1. DTCs integrate addiction treatment services with justice system case processing 2. Using a non-adversarial approach, prosecution and defense counsel promote public safety while protecting participants Charter rights 3. Eligible participants are identified early and placed in the DTC program 4. DTCs provide access to a continuum of drug, alcohol and other related treatment and rehabilitative services 5. Compliance is objectively monitored by frequent substance testing 6. A coordinated strategy governs DTC response to participants compliance and non-compliance 7. Swift, certain and consistent sanctions or rewards for non-compliance or compliance
5 What is Drug Treatment Court 7. Ongoing judicial interaction with each DTC participant is essential 8. Monitoring and evaluation processes measure the achievement of program goals and gauge effectiveness 9. Continuing interdisciplinary education promotes effect DTC planning implementation, and operations 10. Forging partnerships among courts, treatment and rehabilitation programs, public agencies and community based organizations generates local support and enhances program effectiveness 11. Ongoing case management providing the social support necessary to achieve social reintegration 12. Appropriate flexibility in adjusting program content, including incentives and sanctions, to better achieve program results with particular groups such as women, indigenous people and minority ethnic groups. 8 Drug Treatment Court and Families Family members of DTC clients can access a wide range of services in Rideauwood s Family and Parent programs Family Member program (1 year long) Weekly group and individual counselling 5 days of a Day Treatment program Aims to repair and re-engage family relationships Following graduation in DTC some clients continue on to participate in Rideauwood s Adult and Family programs to continue developing the skills they learned in DTC.

10 The DTC Applicant - Overview All clients have long standing Age and Gender addictions and are consuming their drug of choice (crack or 56+ opiates) on a daily basis Most have histories of nonviolent, addiction related crime and pose a substantial risk of reoffending Most struggle with concurrent mental health disorders (diagnosed and undiagnosed) Their physical health is generally poor and basic needs such as stable housing are unmet and <25 pose a significant barrier to treatment for many Males Females
11 The DTC Applicant Housing & Income Homelessness and non-stable housing are an obstacle for most clients (65%) 40% are homeless 25% are in unstable or unsafe housing 95% of client s are unemployed at arrest 78% have not worked within the past 6 months 67% have not worked within the past year Only 47% have a high school diploma A lack of education and/or training make job prospects narrow for many DTCO clients
