Davis III, Esq., General Counsel/Executive Administrator of the American Escrow Association, Washington DC and Edward C. Miller, Esq., Chief Counsel/VP of Public Policy of American Land Title Association, Washington DC, will provide federal legislative and regulatory updates on matters that affect the escrow settlement and title insurance industries. MID-YEAR ECONOMIC REVIEW 2008: CAN THIS ECONOMY BE SAVED? 11:00 am Keitaro Matsuda, Senior Economist, Union Bank of California, will give his mid-year forecast on topics such as real estate, employment, interest rates, industry and general economic trends. RESPA UPDATE 1:45 pm 2:45 pm Phillip L. Schulman, Esq., Kirkpatrick & Lockhart Preston Gates Ellis LLP, Washington DC, will discuss the Department of Housing & Urban Development s long awaited new proposal to reform the Real Estate Settlement Procedures Act (RESPA), which is aimed to simplify and improve the process of obtaining mortgages and reduce consumer settlement costs. Mr. Schulman will cover the basics of the new proposed rule, including changes to the Good Faith Estimate and HUD-1, the Closing Script a settlement agent will be required to read to the borrower, along with the impact the rule will have on every settlement services provider. Barnette, Industry Relations Manager, Attorneys Title Insurance Fund, Florida The AEA-ALTA-MBA Uniform Closing Instructions drafting taskforce issued its Comment Draft to the industry on October 5, 2007, with the comment period ending January 31, The Uniform General Closing Instructions and Uniform Specific Closing Instructions seek to increase efficiencies in the industry by replacing countless sets of instructions with these two standard sets, reduce compliance costs, simplify training, fight fraud and standardize and facilitate emortgage. These members, representing the taskforce which is working line-by-line on the Post Comment Draft, will provide an update as to the status of the draft, including comments received and an outlook for when we can expect to see industry adoption.

Because of the epidemic of land fraud that has been growing since 2000, government, industry and law enforcement have begun to give the problem the attention it deserves, including initiatives in the detection, deterrence, prevention and prosecution of land fraud. Four experts representing different segments of the industry (lenders, title insurers, settlement agents and consumers) will discuss how their segment is attacking land fraud, and the moderator will discuss how the segments can work together to make the attack on land fraud most effective.
