1 DEPARTMENT OF HEALTH REVIEWS OF LEGISLATIVE REQUIREMENTS A legislative requirement is an obligation imposed under any legislative instrument which, for the purposes of this initiative, includes primary and subordinate legislation and quasi-regulation. Quasi-regulation includes instruments such as codes of conduct, standards or policies containing requirements. Legislative requirements impose burdens on those regulated and those that regulate. Initiative Purpose/Objective Review Period Health (Drugs and Poisons) Legislation Review The purpose of this project is to review the current outdated legislation which regulates drugs and poisons in Queensland, and replace it with legislation to establish a more effective and efficient regulatory regime to protect the public from the health risks associated with the inappropriate use of drugs and poisons and to minimise the risk of those substances being diverted for unlawful purposes mid 2011 Targeted Implementation Date 1 st half 2012 Transition of the Second Raft of Health Professions to the National Registration and Accreditation Scheme In accordance with the intergovernmental agreement made by the Council of Australian Governments in March 2008, the National Registration and Accreditation Scheme for Health Professions (the National Scheme) was established on 1 July The National Scheme currently covers ten health professions, namely, chiropractic, dental (dentists, dental hygienists, dental prosthetists and dental therapists), medical, nursing and midwifery, optometry, osteopathy, pharmacy, physiotherapy, podiatry and psychology. Another four health professions will enter the National Scheme on 1 July 2012, namely, Aboriginal and Torres Strait Islander health practice, Chinese medicine, medical radiation practice and occupational therapy
2 Medical radiation technologists and occupational therapists are currently registered in Queensland under the Medical Radiation Technologists Registration Act 2001 and the Occupational Therapists Registration Act 2001 respectively. As part of the process for these professions to transition to the National Scheme, both of these Acts will need to be repealed while a number of other Queensland Acts will also need to be amended. The benefits of the National Scheme for the registration and accreditation of health professionals include: enabling health professionals to practise anywhere in Australia without requiring duplicate registration creating one registration system across Australia, thereby reducing the duplication of effort and resources in Queensland creating a single national register for each profession that is publicly available providing a simplified registration process to replace the resource intensive mutual recognition process for health professionals, which requires a person to be registered in each jurisdiction in which they wish to practise providing nationally consistent standards for registration applying to each profession improving mandatory reporting of notifiable conduct of registered health practitioners across all professions criminal history checking of all new applicants for registration in all professions and auditing of criminal histories of existing registrants. The National Scheme provides protection of the public by ensuring that only those health practitioners who are suitably trained and qualified to practise are registered. 2
3 ADMINISTRATIVE PROCESS IMPROVEMENTS Administrative processes (including fees and charges that are the subject of this initiative) are those that support business, community and government in accessing government regulatory information, satisfying compliance, and administering and enforcing regulatory requirements. Initiative Purpose/Objective Review Period ehealth Program The ehealth program delivers new capability which allows various care providers to have direct and secure access to medical information about a patient at their fingertips, in turn enhancing their ability to deliver safe and effective care Ongoing Targeted Implementation Date Ongoing Appropriate technologies are now available to support an increasingly mobile and remote workforce. These provide clinicians with real-time data access at the bed-side resulting in clinical efficiencies and better quality care. The ehealth program is already delivering benefits to Queenslanders. For example: Patients discharging from hospital now have details of their admission sent electronically directly to their general practitioner, thus sharing information to enhance continuity of care. Queensland women now have access to digital mammography. Queenslanders living in regional and rural areas now have access for their diagnostic images to be sent via teleradiology systems to be reviewed by radiologists for increased quality and safety. Mental health clinicians are now able to access and share all relevant information about their patients across the State, leading to increased safety and better continuity of care for mental health patients. An emr viewer will provide a state-wide, single-view access to priority clinical information currently stored in multiple existing clinical systems. 3
4 An effective Queensland Health-wide electronic medical record will reduce the need for patient travel, reduce paper consumption, physical records storage and archiving space, implement state of the art green computing and consolidate data centre capacity into state of the art green facilities. It will also result in better access to care, healthier outcomes and increased productivity. It will assist clinicians in spending more time caring for patients and less time performing administration processes. 4
5 PROCUREMENT PROCESS IMPROVEMENT PROJECTS Procurement processes are those that agencies put in place to procure products and services from suppliers in the private and public sectors (eg. from other agencies or levels of government). Initiative Purpose/Objective Review Period Contract Lifecycle Management System The purpose of this project is to implement a Contract Lifecycle Management (CLM) System within Queensland Health to support contract management activities across a range of business areas. The project will better support contract management activities, maximise the value of Queensland Health s contracts and is an enabler for better business planning and forecasting. A CLM System will provide: a central repository for storage of procurement and contract management information, process workflows, tools and templates an enterprise-wide approach to standard procurement and contract management processes that delivers process savings and improves procurement and contracting capabilities an enterprise application that provides automated workflows based on defined business rules and provides automated updates to the user in order to provide process efficiencies an ability to profile performance and manage contract optimisation and savings a dashboard interface to enable users to view contract information at a glance. Benefits of a CLM System will include: providing a comprehensive contract database across Queensland Health to Targeted Implementation Date 5
6 eprocurement driving process improvement of contract management to maximise the value of Queensland Health s contracts benefits to business through improved contract performance requirements and management, enabling businesses to plan and better forecast their resource need. The eprocurement project is designed to realise time and cost savings through the implementation of an electronic document exchange system. The eprocurement project will streamline the process for purchasing items listed in the Queensland Health Corporate Catalogue. The Corporate Catalogue is the central repository of product information required to efficiently manage the purchase, storage and distribution of items commonly used by Queensland Health. The introduction of electronic document exchange eliminates re-keying of data and generates processing efficiencies and thereby savings in operating costs for both buyers and suppliers. The project will integrate with the current Queensland Health procurement and materials management system by: providing automated electronic exchange with suppliers of key business documents, such as purchase orders, order acknowledgement and invoices enabling staff, including nurses, to request consumable requirements from the Queensland Health Corporate Catalogue using a web-based, user-friendly facility and monitor the progress of their shopping cart requisition online. The benefits include: increased speed of requisitioning and approval process increased speed and accuracy of transactions between Queensland Health
7 collaboration between trading partners to provide a greater understanding of each other s business processes and the opportunity to streamline and improve the business relationship potential to achieve lower pricing and settlement discounts. Supply Chain Management Integration Strategy Project The Supply Chain Management Integration Strategy is about improving supply support to Queensland Health. The creation of a single homogenous supply chain will achieve significant benefits in terms of product aggregation, transportation economies and realignment of procurement activities as well as removing layers of duplication and large transactional workloads for both Queensland Health and its suppliers. This strategy moves towards the adoption of a single supply chain network across Queensland Health for a pre-determined range of consumable products that are pivotal to state-wide healthcare services. Benefits of streamlined processes include: reducing the processing costs to suppliers through reductions in the duplication of processes and transactional activity and simplification of the business environment enabling Queensland Health to take greater advantage of reduced pricing, through bulk purchasing, thereby reducing the overall cost of goods to hospitals and supporting the redirection of funds to the provision of front line clinical services
