2 Role of the LHIN in Emergency Management Since the Fall of 2011, the LHINs have been working with the Ministry of Health and Long-Term Care to define, support and implement the LHINs role in Emergency Management. As per the policy approved in June 2012 and an implementation plan approved in September 2013, the LHIN emergency management role is intended to support the local health system to prepare for, respond to and recover from emergency events. Ensuring continued access to health care services and maintaining local health system capacity during emergency events is critical and is an important role for the LHINs as emergency management partners. 2

4 Two streams of planning activity A MOHLTC-LHIN Implementation Working Group has been assembled with representation from all 14 LHINs to support implementation of the LHIN role in emergency management Deliverables are scheduled over a three-year implementation period and include: Tools (e.g. Emergency Response Plan template, health system capacity assessment, guidance manual) Education and training (phase 1 & 2) Awareness / roll-out strategy Service agreements (e.g. agreements with HSPs, mutual aid agreements). 4
5 Two streams of planning activity cont d Seven LHINs are involved in Emergency Preparedness preparations for the Pan Am and Parapan Am Games. The intent is to have all LHINs, HSPs and community partners reach Operational Functional Point (OFP), which is the state of readiness for addressing any potential impact of the Games on the health care system, no later than June 16th,

7 What s Next Central East LHIN Emergency Management Implementation Steering Committee and Cluster Committees - January 2015 In February 2015, Cluster Tables to review local HIRAs and potential scenarios including impact on: vulnerable, identified populations HHR, staff volunteering, funding Language capabilities of front line/physician HHR pool Communications By March 2015, Cluster Tables to develop MOUs related to shared surge management planning 7

LHINs are the System managers - with the authority to direct an integrated response across the local health care system LHINs are the Facilitators - who have the local knowledge and the strong relationships to support the health system with a shared response 8
