A rapdly expandng nternatonal lterature ha been nvetgatng the degree to whch oco-economc tatu paed on between generaton. Recent revew o the latet eort by both economt (ee Solon, 2002; Corak, 2004) and ocologt (Breen, 2004; Breen and Jonon, 2005) nd gncant derence n the degree o nequalty pertence acro countre. Economt have tended to chooe ncome or earnng a the preerred dmenon along whch to characterze one poton. The ncreang lterature ha hed lght on a number o problem wth correctly denng and meaurng ntergeneratonal moblty when ocung on th partcular ndvdual dmenon o ocal tatu. One crteron ha been the etmaton o ngle-number expreon or level o moblty, n the orm o degree o aocaton o the economc outcome o an ndvdual wth h/her amly background. Th can be done, or ntance, by tudyng the relatonhp between the economc outcome o member o the ame amly n derent generaton. Whle mot o the lterature regard the Unted State, a number o tude have been devoted to the analy o the tranmon o economc tatu n other countre (among other: Brtan, Germany, Canada, Sweden, South Arca). Internatonal tude are mportant not only or the natural nteret n characterzng an mportant acet o a country ncome nequalty but alo becaue comparon between countre can contrbute to an undertandng o the mechanm underlyng generatonal ncome moblty. How are countre wth derent nttutonal ettng n the labour market, derent educatonal ytem and derent level o cro-ectonal nequalty dong n term o ntergeneratonal moblty? In th perpectve, Italy certanly repreent an nteretng cae or comparon: t labour market condered to be heavly regulated, wth arly centralzed wage-ettng nttuton and a hgh proporton o t workorce covered by collectve barganng; the 2
3 chool ytem extremely centralzed and egaltaran; the level o cro-ectonal ncome nequalty lower than n the Unted State but hgher than mot Wetern European countre (Brandoln and Smeedng, 2005). Beng notably characterzed by lmted avalablty o data, Italy ha receved relatvely lttle attenton n the economc lterature. Lack o data ha contraned prevou tude to ocu on meaure o oco-economc condton uch a occupatonal cla or educatonal attanment. In a wdely quoted tudy, Checch et al. (1999) nd that ntergeneratonal moblty between occupaton and between educaton level n Italy lower than n the Unted State. Internatonal comparon by ocologt ndcate that Italy dplay low level o ntergeneratonal moblty n term o ocal ludty (Breen, 2004). Takng advantage o recently developed emprcal method ued to overcome mlar data lmtaton n a number o other countre (Bjorklund and Jannt, 1997; Dunn, 2004; Ferrera and Veloo, 2004; Grawe, 2004; Leranc and Trannoy, 2005), we are able to produce new nternatonally comparable etmate o the degree o ntergeneratonal moblty n Italy. The evdence eem to conrm the extence o conderable ntergeneratonal economc pertence. The magntude o the etmate are wthn the range o value ound n the leat moble advanced countre (Brtan and Unted State) and notceably hgher than thoe etmated n the Scandnavan countre. 2 The ret o the paper proceed a ollow. Meaurement Iue and Methodology 2.1 Econometrc Model and Prevou Lterature When attemptng an emprcal analy o the degree o ntergeneratonal economc moblty, a large number o economc reearche have looked at meaure that ummarze n a ngle number the jont dtrbuton o ncome at two pont n tme. I meaure o the long-run economc tatu o on and ather, then the ntergeneratonal relatonhp can be peced a: Y a Y the correpondng value or Y = α + βy + ε (1) From whch t evdent that β can be nterpreted a a ummary meaure o the degree o ntergeneratonal pertence. Converely, 1 β can be thought o a a ummary meaure o ntergeneratonal moblty. 3 In order to etmate the relatonhp, a meaure o the long-run economc tatu a well a a combnaton o repreentatve o two derent generaton needed. Concevably, any real number could be obtaned rom the etmaton o equaton (1); a negatve value would ndcate a tuaton where chldren o parent who were hgh n ther dtrbuton o ncome tend to be low n ther own generaton dtrbuton. Wthn th range, regreon to the mean occur, but at a rate nverely proportonal to β. The extng evdence can be broadly plt nto two major wave. The earler tude on the ue reulted n etmate o β at around 0.2, leadng to the concluon that advanced countre were characterzed by trong moblty. It well recognzed that the earler lower etmate rom thee tude were baed downward by two major problem (Solon, 1999). Frt, they reled on ngle-year meaure o ather ncome whch, becaue o both repone error and trantory luctuaton, repreent an erroneou proxy or permanent tatu. The econd major problem o ome earler tude depended on the ue o partcularly homogeneou ample whch naturally tended to underetmate the degree o ntergeneratonal pertence. Aware o thee two problem, emprcal tude n the 1990 baed ther analy on longtudnal ample and ued repreentatve data. By averagng ather earnng over more than only one year (generally ve year) thee tude reported etmate o the elatcty contently above the prevou one (Table 1). An alternatve trategy or dealng wth meaurement error n ncome to reort to ntrumental varable (IV) etmaton. Th approach cont o ung one or more varable to ntrument or ather ncome or earnng (the mot common varable are occupatonal tatu and educaton). Preence o meaurement error n the ntrument doe not ntroduce ncontency n the IV etmaton, a long a the meaurement error uncorrelated to the error term n the regreon equaton. A eparate problem concern the poblty o ntrument beng correlated to on economc tatu ndependently o ather ncome (e.g. ather educaton). A ormally detaled n Solon (1992), the ntrument have a eparate potve mpact on the dependent varable an upward ba n the IV etmator wll derve. Etmate o the ntergeneratonal elatcty alo vary wth the age at whch economc tatu or both ather and on oberved (le-cycle ba). In partcular, there eem to be a downward ba or thoe etmate baed on meaure o on earnng taken at early tage o ther career and on mature ather rather than young ather (Grawe, 2006; Revlle, 1995). Th due to the act that ndvdual wth hgher long-run earnng wll experence a ater growth o ther earnng compared to thoe wth lower 5
6 long-run earnng. Thereore, there wll be greater dperon n ncome later n the le cycle. Keepng the varance n ather earnng contant, the reultng on varance wll be maller n earler year o ther career, caung a downward eect on the ntergeneratonal elatcty etmate. The US elatcte between on current earnng and the ve-year average o ather earnng are very cloe to thoe o Solon (1992) and are lower than the TS2SLS etmate ( compared to ). They ugget nterpretng thee two meaure a lower and upper bound, repectvely, o the true value o the ntergeneratonal elatcty. However, Mazumder (2005) how that even a ve-year average o ather ncome can tll caue a erou downward ba n the etmated value, uggetng that the true value o the parameter or the US about 0.6 (when averagng ather ncome over the longet perod, 16 year). On the ba o h tudy, we cannot conclude that the procedure ued n th paper overetmate the true value o the ntergeneratonal coecent n Italy. The etmated value n Table 2 conrm the derence n moblty level between Sweden and the US hown n the prevou table, and pont at France a a ort o ntermedate cae. Data and Sample Selecton In th paper, we ue data rom the Bank o Italy Survey on Houehold Income and Wealth (SHIW), a natonally repreentatve houehold urvey baed on a random ample 6 They alo provde a ormal dcuon o the two etmator. 10
11 o approxmately 8,000 houehold per year that avalable rom 1977 annually and at odd year ater The SHIW the only ealy acceble ource o mcro data on ncome that pan over th long perod. Brandoln (1999) decrbe Italan data ource and conclude that the SHIW tll repreent the bet ource o ncome dtrbuton n Italy. In order to enhance comparon over tme, the Bank o Italy ha contructed a Htorcal Databae, elaboratng data rom the 1977 urvey and addreng the numerou change the SHIW quetonnare ha undergone over the year (D Aleo and Gallo, 1997; D Aleo, 1997). In the recent wave o the urvey, head o houehold are aked to report ome charactertc o ther parent when they were the ame current age o the repondent among whch there are year o brth, educatonal qualcaton and employment tatu. All ncome recorded net o taxe and ocal ecurty contrbuton, wth eparate record or each recpent along wth bac ndvdual charactertc uch a age, ex, educaton, work tatu and employment ector. In what ollow, we wll ue annual dpoable peronal ncome rom the htorcal databae. Th nclude earned ncome rom wage, alare, and el-employment and other cah ncome rom property, but doe not nclude ncome rom nancal aet. Contrary to mot mlar tude, the occupatonal categore are not recoded ollowng a ocal cla chema. A noted by Checch and Dardanon (2002) the SHIW data doe not provde a detaled clacaton o occupatonal tatu, makng t dcult to contruct a rankng o occupaton baed on ocal pretge or any other ocal gradng. Furthermore, the detal o normaton on work tatu and ector o actvty n the ather ample doe not perectly match wth the charactertc on are aked to report n In order to perorm the analy, we rearrange the more daggregated normaton on work tatu reported by the chldren to be comparable wth the avalable clacaton or parent. A mlar rearrangement eectuated or the varable employment ector where on report are le detaled than the normaton drectly oberved rom ather. A a reult, baed on the avalable normaton, we obtan our work tatu categore (blue collar, oce worker/teacher, manager/proeonal/entrepreneur, el-employed) and our ector o employment (agrculture, ndutry, publc admntraton, prvate ervce). In partcular, peudo-ather have, on average, hgher choolng and more klled occupaton than the actual ather.
