List proposed changes related to merging, splitting, renaming or modifying a program. 1.1 Current academic program(s) Entry level (DPT) 1.2 Proposed academic program(s) to merge, split or rename. -OR- Proposed modification to current program (brief description) This proposed track for the DPT is for a post-professional DPT for those who already have a BS in physical therapy or a Master s in physical therapy or Masters of Science in Physical Therapy. This is a set of courses that allows physical therapists who have obtained a Bachelors Degree in Physical Therapy (BSPT), Masters in Physical Therapy (MPT) or Masters of Science in Physical Therapy (MSPT) to earn a Doctor of Physical Therapy (DPT) degree. This set of courses transitions an entry-level BSPT, MPT or MSPT physical therapist to a degree, which is a clinical doctorate. Per the APTA website: The t-dpt degree is conferred upon completion of a structured post-professional educational experience that results in the augmentation of knowledge, skills, and behaviors to a level consistent with the current professional (entry-level) DPT standards. The t-dpt degree enables the US-licensed physical therapist to attain degree parity with therapists who hold the professional DPT by filling in any gaps between their professional baccalaureate or master's degree PT education and the current professional DPT degree education. ( accessed 1/23/2009) Further information on the tdpt can be found on the APTA website at ENTID=32362&TEMPLATE=/CM/ContentDisplay.cfm#Answer1 2. Describe the reason(s) for the proposed change. The PT program already offers two doctoral degrees in physical therapy; the Doctor of Physical Therapy (the entry level degree) and the Doctor of Science in Physical Therapy degree (a post-professional clinical research degree). The OU physical therapy program is a leader in the state of Michigan for post-professional physical therapy education via our current degree programs, certificate programs and continuing education courses. Unlike the DScPT and the MSPT, which offer educational opportunities that are more academic and scholarly in nature, the tdpt has a clinical focus which is preferred by some students who do not have the research interest required to complete the DScPT degree and the MSPT currently offered by the PT program. This track to the degree would also allow students currently taking certificate courses an option to earn the tdpt. Offering the tdpt would benefit physical therapists who received an entry-level bachelors degree in physical therapy or the masters degree in physical therapy by providing a path to the DPT. Many clinicians, including those already enrolled in some of our certificate programs and

3 those who are considering some type of advanced degree in the profession, have inquired about the possibility of OU offering a tdpt as a way to increase their skills and knowledge in order to better service their clients and the profession. The approval of the tdpt would, therefore, lend support to several of the key components of OU s mission, including excellent and relevant instruction and responsive and effective public and community service. By offering the tdpt, Oakland will be able to take advantage of a window of opportunity that will be competitive with other institutions offering a similar degree. In addition, this degree would produce revenue for the university with little additional resources and would increase the number of students enrolled in the certificate programs. The tdpt is also consistent with APTA Vision 2020 which envisions doctorally prepared physical therapists by There will be new requirements for professional development/continuing education in Michigan by The tdpt this will provide an avenue for PTs to earn credits and receive a degree thus meeting the professional development requirements. A survey regarding interest in a proposed tdpt at Oakland was conducted January 7, students were surveyed. Two students had already received a DPT and were understandably were not interested in a tdpt. Of the 17 students who did not have a DPT; 15 of 17 (88%) were interested in further information on the tdpt; 14 of 17 (82%) indicated they were likely or very likely to enroll in a tdpt if offered at Oakland University with 8 of 14 (57%) within 1 2 years and 6 of 14 (43%)within 3 5 years. In addition, several students indicated they had already inquired about a tdpt at Oakland University or were considering another tdpt program such as the one offered at Wayne State University. In addition, the PT program frequently receives calls and inquires from physical therapists looking for tdpt options. 3. Current program(s) requirements. (admission requirements, program requirements, course offerings, delivery method and advising structure). There is currently an entry-level (DPT) program for students who want to become a physical therapist. There is currently no track for physical therapists who have a BS in PT, MPT or MSPT to earn a DPT. Current Admission requirements The current admission requirements are only for the entry-level DPT and there are no admission requirements or track for physical therapists who have a BS in PT, MPT or MSPT to earn a DPT. Current Degree Requirements The current degree requirements are only for the entry-level DPT and there are no degree requirements or track for physical therapists who have a BS in PT, MPT or MSPT to earn a DPT.

4 4. Proposed change to the program. (admission requirements, program requirements, course offerings, delivery method and advising structure). The proposed change is to offer a track for the DPT for those physical therapists who already have a BS in physical therapy, a Masters of Physical Therapy or a Masters of Science in Physical Therapy. Admission Requirements 1. Bachelors degree in Physical Therapy or Masters Degree in Physical Therapy 2. An overall cumulative GPA of 3.00 or above is required for Bachelor s or Masters Degree 3. Two years of documented clinical experience for students who already have a masters degree; five years of documented clinical experience for those who already have a bachelors degree 4. Michigan Physical Therapy License Application Requirements The application materials and steps to be completed are: 1. Application for Admission to Graduate Study. 2. Curriculum vitae 3. Goal Statement 4. Official transcripts of all previous undergraduate and graduate level academic work. 5. Two Recommendation for Graduate Admission forms from a health care professional or faculty member. 6. Official scores for the Test of English as a Foreign Language (TOEFL) from applicants who are graduates of programs taught in a language other than English.

6 PT 502 Understanding Evidence-Based Practice (2 Credits) An overview of evidence-based practice and its application to examination, evaluation, diagnosis, prognosis, and intervention in physical and occupational therapy. The course will also include a review of frameworks for clinical decision making, qualitative and quantitative research designs, and methods of assessing professional literature related to approaches used by healthcare professionals. Student must be admitted to a Physical Therapy program or have permission of department. PT 503 Diagnostic Imaging (2 Credits) Diagnostic imaging techniques (roentgenography, MRI, CT, etc.) as they apply to evaluation of the neuromusculoskeletal system are presented and discussed. Radiographic interpretation and imaging interpretation of various traumatic lesions and arthropathies that affect the musculoskeletal and associated systems will be conducted. Selected correlations with physical and laboratory findings will be discussed. Student must be admitted to a physical therapy program or have permission of department. Student must also meet the prerequisite (PT 513) or its equivalent or have a physical therapy license. PT 631 Clinical Pharmacology of the Musculoskeletal System (1 Credits) Principles of pharmacology including drug nomenclature, classification, pharmacokinetics, approval and regulation are reviewed. Typical agents, their pharmacokinetics, adverse effects and specific physical therapy concerns are covered for the following: analgesic and antiinflammatory drugs, skeletal muscle relaxants, cardiovascular drugs, anti-infectious agents, cancer treatments, anti-epileptic drugs, anesthetics, psychopharmacology and endocrine pharmacology. Student must be admitted to a Physical Therapy program or have permission of department. PT 677 Advanced Differential Diagnosis: Screening for Referral (2 Credits) This course is designed to facilitate the student's ability to synthesize evaluation skills in physical therapy with differential diagnostic skills; to refine the student's knowledge of other professionals to whom the physical therapist refers and from whom the physical therapist receives referrals; to develop prognostic skills using algorithms and clinical decision trees. Student must have an entry-level physical therapy degree and must be admitted to a Physical Therapy program or have permission of department. PT 611 Applied Movement Sciences (2 OR 3 Credits) This course focuses on common symptomatic movement related disorders associated with various orthopedic spinal and peripheral joint pathologies. Students will perform and prescribe movement/exercise interventions for patients with impairments associated with select musculoskeletal pathologies. Tissue healing, musculoskeletal biomechanics, motor skill development, and tissue response to exercise will also be discussed. Student must be admitted to a Physical Therapy post-professional program or have permission of department.

7 PT 536 Motor Control and Motor Learning Theory and Application (4 Credits) This course integrates recent theories in neuroscience, motor learning, motor control, biomechanics and movement analysis in order to enhance and expedite patient recovery following neurological injury. Examination of motor control principles within functional activities will be analyzed with patient case examples. Student must be admitted to a Physical Therapy program or have permission of department. PT 795 Clinical Case Study (4 credits) Students will complete an in-depth clinical case study using the patient management model and an evidenced-based practice approach. Students will complete a written paper and present the case study. Peer review of the case study as well as clinical expert review will be required. This course will be offered on-line. Transfer Credits As with other graduate programs on campus, graduates transfer credits will be accepted as long as the student has followed all procedures for transferring graduate credits as outlined in the Graduate Catalog. It is recommended that only 6 credits (versus 9 for other graduate programs) be accepted as transfer credits from another university because the tdpt is slightly lower (26 credits) than more traditional programs (e.g credits for a masters degree)

There are no plans to make this an on-line program. Some of the courses are partially on-line. The program will only be offered at the main campus of Oakland University.

9 5. Provide a list of all new courses and deleted courses. There is only one new course and no courses would be deleted. The new course: PT 795 Clinical Case Study (4 credits) 6. If any resources needed (personnel, FTE academic, facilities or equipment) please provide budget. If no resources required, please provide a statement in the proposal. Library: The library resources would be adequate for these additional students since we already have library resources for the DPT and the DScPT. Budget and Resources: The physical therapy program has one budget and a new budget would not be required for this path to the DPT. This track or path to the DPT does not require significant new resources as we already have all of the courses except the PT 795 Clinical Case Study Course. The DPT has already been approved at Oakland University. There is capacity in the current courses and only one new course, PT 795 Clinical Case Study Capstone, course is required. Additional funds would be needed for a coordinator for the program, part-time casual secretarial support, and office supplies. The coordinator would assist in admissions, advising, development of plans of study, assessment, degree audits, evaluation of transfer credits as needed, coordination with Graduate Study in these areas, as well as advertising, marketing and recruitment. Coordinator pay per year would be $2, Casual secretarial support to assist the coordinator would include assistance with admissions, filing, correspondence, paper work and other secretarial duties as assigned. Casual secretarial support per year would be $ per hour for 8 hours per week for a total of approximately $5, per year. The coordinator and the secretarial support are required as current faculty and staff are already handling three degree programs, five certificates, as well as undergraduate courses and continuing education. Office supplies would total approximately $1,000 per year. (see budget spreadsheet) 7. Funding sources: state sources, federal funds, and other funds as specified. None have been identified at this point. 8. If the program is professionally accredited, identify the accrediting body and discuss how the proposed change may affect accreditation. The entry-level DPT program is accredited by the Commission on Accreditation in Physical Therapy Education.

10 CAPTE does not accredit post-professional programs, therefore the transitional DPT track would not be accredited by CAPTE. 9. Impact on current students, enrollment, time-to-degree, target audience, faculty workload, etc. Modifying the program should increase graduate enrollment. Our target audience will be licensed physical therapists who received an entry-level bachelors degree or the masters degree in physical therapy. At present there is capacity in the post-professional program for the tdpt students. We are requesting money for a coordinator for the tdpt and there is currently a faculty person who could assume those responsibilities. In addition we would need some casual secretarial support. 10. Provide explanation for how students enrolled in the program prior to effective date of any curriculum change may complete their program under old requirements if so desired. The courses required must remain available, or suitable substitutions specifically designated. Not Applicable. Summary There is a limited window of opportunity to initiate the tdpt program. There is capacity for this program and it would utilize available resources while providing additional revenue. This program is consistent with the mission and vision of the School of Health Sciences and Oakland University. The physical therapy faculty supports this proposed path to the Doctor of Physical Therapy degree and is hopeful that it can be approved quickly by the SHS Assembly and the Graduate Council. Plans for Assessment: The physical therapy program has a strong assessment program for post-professional programs including exit surveys and outcome measures that could be used for the tdpt assessment.
