Introduction The opium economy in Afghanistan is not only threat to the social and political stability of the country, but also promotes growth of organized criminal and drug trafficking networks with strong links to international criminal networks. The drug trade in Afghanistan is managed based on the production of opiates in Afghanistan and demand for morphine/heroin in international markets. In order to have an understanding of opiate processing and trafficking within Afghanistan, a monitoring mechanism was set up from March 2007 to July Drug flow monitoring surveyors were recruited in 5 regions of Afghanistan namely northern, north-eastern, southern, western and eastern regions. Their task was to collate and assess the information about the opiate trafficking routes, entry points of pre-cursor chemicals, drug flow within regions and to neighbouring countries, opium markets, opium processing laboratories, border crossing points etc. The information was collected from both, primary (direct observations) and secondary sources. Surveyors used semi-structured interview techniques with the key informants to collate the required information. 2. Opium markets and processing labs There is enough evidence to indicate that at least 139 opium markets and 90 heroin/morphine processing labs are operating within the country (Table 1). Detailed list of these markets is provided in annexes A and B. The markets consist of 40 main, 80 local and 19 cross-border markets; the laboratories comprise 19 main, 70 local, and 1 cross border heroin/morphine processing labs. The main markets are located in central town of regions while the local markets are located in villages. Cross border opium markets are near to the main border crossing points. 4 Main players in the running opium market are the influential armed people, local commanders with indirect assistance from corrupt government officials. Processing laboratories and trafficking is controlled by the non-resident drug dealers. Opium industry is often protected through the cooperation from high rank government officials. The workers of these laboratories include trained Afghan nationals and as well as foreigners. It is noted that morphine/heroin labs have moved inside Afghanistan in remote areas close to main markets. Previously these labs were operating along the borders. Crystal heroin labs are mostly located near to the border points and lawless zones of South, South-West, East and North-East parts of Afghanistan. The morphine/ heroin production labs need simple equipments such as stove, iron barrel and locally made pressing machines with Jack. Such labs can be established in a small space of 1-2 rooms. Processing labs are hidden with restricted access to the people managing the lab and main market dealers. Mobile processing labs were also observed in east, south and western regions. Such labs are fixed on the back of tracks with large cylindrical containers and gas fire-stoves. Morphine lab in northern zone 3. Percentage Opium flows Opium production in Afghanistan increased from 92% of global production in 2006 to 94% in 2007 (Ref: UNODC report on Afghanistan Opium Survey 2007). The drug flow monitoring survey found that there is large scale transportation of opium between eastern, northeastern, southern and western zones. Indicative percentage of opium flows within the zones and as well as out side of the country is summarized below (Table 2). About 20% and 40% of the total opium production of eastern/central zone goes to north-eastern and southern zones respectively while 40% goes to Pakistan. Northeast zone contribution to the opium trafficking in about 25% to central-eastern zone, 10% to northern zone, 10% to China, 20% Pakistan and 30% to Tajikistan. 4

Northern zone exports 100% of opium production (10% to eastern, 60% to southern, 10% to Tajikistan, 10% Uzbekistan and 10% to Turkmenistan). About 70% of the 2006 opium production (4270 mt) was taken to processing labs and 30% 1830 mt) was smuggled to the neighboring countries of Pakistan, Iran and Central Asia. 4. Percentage Morphine/Heroin flows About 91% heroin/morphine producing in Afghanistan goes out of the country from southwestern, western, east and north-eastern zones to central Asia, Iran and Pakistan and finally reaching the streets of Europe. Large percentage of morphine/ heroin producing in central/eastern, southern and western zones go to Iran, Pakistan and Tajikistan, while the remaining goes to Uzbekistan and Turkmenistan through western and northern zones. Southern zone exports 90% of production to Iran and 10% of production to Pakistan. The processed morphine and heroin is smuggled, through the neighboring countries, to South and Central Asia, East and West Europe, as well as to South Asia, the Arabian Peninsula and Africa. 5
6 5. Drug Trafficking The drug trafficking in Afghanistan is managed based on the production of opiates in Afghanistan and demand for morphine/heroin in international markets. The smuggling routes from local storage centers to the main storage centers and to out side of the country often change due to counter narcotics operations along some of the main trafficking routes and at boarder crossings. About 98% opiate production of Afghanistan is exported to Central Asia, Iran and Pakistan and finally reaches the markets in Europe. There are strong linkages between the international main business groups and the main dealers inside the country. There is active opium trading network operating systematically throughout the year, but more active during the cultivation and harvesting. Drug trafficking from the local and provincial markets to main markets, and finally to border crossing points takes place along remote trafficking routes and main roads. It is indicated that approximately 70% of drug trafficking has been taken place along the main roads, sustained by the strong support and involvement of the governmental authorities. The trafficking routes, location of the opium markets and processing labs in Afghanistan (2007) is presented in the map. Table 4 provides summary of the findings about trafficking routes, crossborder point locations for opium, heroin, morphine and cannabis. 10 6. Drug trade in Afghanistan There is a strong linkage between the international main business groups and the main dealers inside the country (zonal dealers and farm gate dealers). It is presumed that approximately 105,000 professional drug traders actively functioning in the country. Farm-gate traders These traders operate between villages and district centers. These traders have close connections with poppy cultivators in villages. They are mainly from the community and they are approachable by the farmers. In most of the areas especially in north Afghanistan, some traders are working as Kamishankars. The Kamishankars are the people who collect opium from farmers supply to the district center dealers against the fixed amount of commission. 10
11 Area or district centre traders These traders provides liaison between provincial drug center traders and farm-gate traders. They control the frame-gate trading networks in the villages. They are commonly accessible to farm-gate traders and unknown to community members. Most of them are powerful people of area, specially the local commanders. Provincial or zonal business center traders These traders operate from outside of the provinces/zones. They are called zonal market traders and operate as the central person managing the overall drug business in the related province or zone. Main Market Traders These traders govern the overall drug business in the country. Main markets are located in Kandahar, Sangin, Musaqala, Ghanikhel, Shinwar, Andarab, Shindand and Faizabad. These traders have strong linkages with international trading networks and they are the focal point to facilitate drug trade outside the country. 7. Precursor chemicals and morphine/heroin production process Precursor chemicals are required for the processing the opium to morphine/heroin. Opium is initially converted into morphine and then it is further purified to produce heroin. Acetic anhydride and ammonium chloride (locally known as navsagar) are the main precursor chemicals required for processing of opium to morpine/heroin. The most important precursor chemical, acetic anhydrite is illegally entering into Afghanistan mainly from Pakistan and Iran. These chemicals are packaged under the brand of machinery oil. These precursors reach to the main processing labs through the liaisons person responsible for each region. Table 5 summarizes the entry points of precursor chemicals in Afghanistan. 12 Morphine pack of 1kg There are few crystal heroin production labs in Afghanistan in the border areas. These are totally hidden. 21 Annex C: Opium trade: General facts How is the opium purchased from the farmer? Is it being sold individually by the farmer or collectively by the village like a co-opium farm? Opium is being purchased individually by brokers, with fictitious name from the farmers. The farmers deliver the drugs away from the village s area to brokers; and they don t understand who the main purchasers are. Who are the bulk opium buyers? Do they travel from farm to farm, village to village region to region? Are opium buyers independent or they representing an organization? The main drug purchasers are the individuals who are difficult to get identified since they remain under cover. They operate away from dealing site and establish contact to the brokers through the special individuals liaisons. Their business strategy differs region by region. They meet the farmers away from the village/cities and purchase their products. As this dealing is continuous for a long time, there is trust between purchasers and the farmer. Since mobile communication facility is available in every place, these dealings are coordinated properly. The drug dealers are active in the country since long time and are in contact with international drug network. These groups also have other business establishments such as NGOs, commercial units as well as construction companies. How is the bulk opium sold to the morphine Laboratory? Are their emerging drug cartels that control this process? Main drug dealers buy opium from province level dealers and convert opium to Morphine and Heroin in their own processing lab. The product is sold to foreign drug traders. There are no any cartels till now to control this business but this network is indirectly supported by corrupt government officials. Who owns the morphine lab and how do they get and purchase chemicals? The Morphine labs owners are the smugglers who are responsible for the over all drugs business and mostly living out side of the country. They have liaisons with influential people in each processing site they can operate this system with internal support from that region. These smugglers import precursor chemicals from their foreign partners. Often legal traders having links with drug mafia import the precursor chemicals within the country. The import is hidden such as chemicals are sealed as oil packs. Who is the chemist and do they move from lab to lab and who sells them precursor chemicals? The drug dealers who are managing the drug business in the region are the providers of the chemicals. Most of these dealers have a close connection with regional chemists as well. They do not move lab to lab since the labs are fully hided and only special groups have access to these units. The individuals who have relation with foreign mafia s group sell the precursor chemicals to other labs owners. Is this organized by drug cartels or are these independent operations? There are no drug cartels in Afghanistan, all of the operation planned by individuals and are independent. Their action plans are implemented individually by themselves in secret manner. 21
22 How is the bulk morphine sold to the Heroin laboratory? The labs owners not often purchase the morphine; in fact they purchase the large amount of opium from farmers in a cheep cost. The opium first processed in to morphine and then to heroin. Why do they produce both white and brown heroin? The first product obtained from opium is locally called the beast (morphine) which is brown in colour. It is further refined into white heroin. It depends upon the heat as well, during the process of morphine to heroin. Sometimes improper processing can result into the brown product, however preference is given to produce white heroin which is considered as the best quality product. Who buys the finished product within Afghanistan? Are foreign nationals inside of Afghanistan making the purchase? Are Afghans involved in actual smuggling of finished product into foreign countries or do they generally stop at the border and turn it over to foreign nationals? Afghan nationals purchase the finished products and take it out of borders. Representatives of foreign nationals seldom come inside the country to purchase and traffic drugs to the borders, especially to Turkmenistan, Iran and Pakistan. These foreign nationals have the support of the Afghan drug dealers to traffic illicit goods Entire opium harvest do not go to outside, some percentage remains inside as stockpile for processing throughout the year. This stockpiling practice is followed by dealers and some of rich farmers for good marketing price. 22
