1 TOWARDS A NEW ARCHITECTURE FOR SOCIAL PROTECTION IN EUROPE? A BROADER PERSPECTIVE OF PENSION POLICIES (Leuven, October 2001) An International Conference Organised by the Belgian Federal Ministry of Social Affairs, Public Health and the Environment With the support of the European Commission
2 Context and Aim of the Conference One of Europe s greatest social challenges is to define a set of common objectives for national pension systems, which have to build on three broad principles for securing their long-term sustainability: "safeguarding the capacity of systems to meet their social objectives, maintaining their financial sustainability and meeting changing societal needs" (Göteborg European Council of June 2001). With the aim of achieving significant progress in this area, the Belgian Presidency of the European Union (EU) has organised this conference, "Towards a New Architecture for social Protection in Europe?. A broader perspective of pension policies". The conference will discuss the objectives of pension systems and the appropriate strategies to achieve these objectives. It will provide a unique opportunity to reflect upon and also contribute to - the European Union s common effort to formulate pension policy for the future. Also, the interaction between pension policies and the overall architecture of social protection will be examined, with a specific focus on the new risks and needs linked to changes in working life and households. To inform and enrich the discussions, a scientific report, co-ordinated by Professor Gösta Esping-Andersen (University of Pompeu Fabra, Spain), will be available. The conference will bring together renowned academics, researchers, leading European policy-makers, and representatives of the social partners and of NGO s. The wider audience will include experts, policy-makers and representatives of European and national institutions and other people who are interested in and will be concerned by the development of pension policies in Europe. Interpretation services will be provided in English, French, Dutch and German. 1
