1 New Criminal History System (CHS) Project Description: The Computerized Criminal History system (CCH) is being replaced to bring the state criminal history system to the 21st century. The new system will be a faster, better and more accurate system with the ability to integrate with other systems. The goal is to complete the replacement of the current system by the end of Current Status: Delayed-Timeline Revised Prior Status: On Track Outcome: New criminal history system will be implemented by the end of Risk Assessment completed 6/2014 Request for Proposal (RFP) published 1/2014 Target date for RFP contract award 08/2014 Target start for criminal history go-live 12/2016 Target date for project completion 12/2017 Status Comments The project is reporting delay in timeline due to the delay in the RFP process. We anticipate that a vendor contract will be executed in mid-summer. Overall end dates currently are not impacted. The RFP responses are due March 17, A comprehensive review process has been identified including external stakeholders.
2 Criminal Justice Reporting System Replacement (CRS) Project Description: The Bureau of Criminal Apprehension (BCA) is replacing the system used by law enforcement agencies to provide crime data to the BCA & FBI. The current system is over 30 years old and is built on obsolete technology which is difficult to integrate with other systems and cannot be changed to meet changing state and federal reporting requirements. Current Status: On Track Prior Status: On Track Outcome: The new Crime Reporting system will be implemented by the end of 2017 and will allow for much more detailed incident-level reporting to comply with the FBI's National Incident-Based Reporting System (NIBRS) methodology. Project Risk Assessment 6/2014 Phase 1 - Create the repository where the data will live 04/2014 Phase 2 - Create the summary report in new system 03/2015 Phase 3 - Create infrastructure for agencies to submit incident level reporting 10/2015 Pilot starts 06/2016 Deployment starts 12/2017 The project has been divided into three phases which are described on the left. The project is currently on track and will be fully staffed by the end of May Risk assessment was delayed but will not impact any of the project deliverables.
3 Electronic Charging Service (echarging) Project Description: echarging is a centralized service to electronically prepare and transmit incident and charging documents from law enforcement, prosecution and Courts. echarging also includes citations and DWI forms. Current Status: On Track Prior Status: On Track Outcome: Statewide deployment of echarging (all 87 counties) by end of 2014 to create more efficiency and costsavings for local agencies. Hennepin County Attorney Live 03/2014 Statewide 12/2014 Risks: MNCIS does not consume the Statute Service online. This creates challenges when agencies submit electronic charges and citations via echarging due to data mismatch. MNCIS use of the Statute Service is necessary if the Statute Service is to be expanded to include local ordinances. Local ordinances are essential to the proper function of ecitation. Courts' IT division is working to get this included in development schedule. ** Most of the "willing participants" have been implemented. The current deployment effort is moving other counties into using electronic work-flow. Current echarging activity to date (03/10/14): Total complaints: over 91,100 ecitations: over 733,400 Total DWI: over 32,100 Incident referrals: over 19,300 Current Deployments (as of 03/10/14) Electronic Complaints - 60 counties Citations - 45 counties plus all State Patrol districts DWI - 60 counties Incident Referral - 40 counties Currently Supported Adapters: Complaint: MCAPS, DAMION Prosecutor, LENS, Complete Prosecutor, Practice Manager, LegalEdge Citation: DAMION Shield, LETG, APS, CIS, Brazos, CJIIN, ProPhoenix, LOGIS Incidents: CIS, LETG, Tac 10, CJIIN, New World, ProPhoenix
4 Name-Event Index Service (NEIS) Project Description: NEIS is a statewide, centralized index to link names and events from separate criminal justice information systems. This service works behind the scenes - it is not an application available to users. Users will access linked NEIS data through the Integrated Search Service (ISS). The goal is to eventually link all records by a biometric identifier such as fingerprints. Current Status: On Hold Prior Status: On Hold Outcome: criminal justice events will be linked from selected statewide systems BCA, Courts and DOC (POR, CCH, BioID, CIBRS, MNCIS and Statewide Supervision System) through ISS. Add Courts/MNCIS events and bulk load data to NEIS. Continue collecting event data and testing with individual agencies. Consuming DOC As of 01/22/2014 NEIS contains the following information: Total Submissions: over 7,281,900 Total Persons: over 12,729,000 Total Linked Persons: over 5,653,700 % Linked Persons: 44.4% Total Events: over 8,382,900 Total Linked Events: over 5,201,000 % Linked Events: 62.0% Due to resource demands for two critical projects - the data center migration and moving law enforcement access to DVS data to the BCA, NEIS and ISS updates were put on hold until spring Integrated Search Service (ISS) Project Description: ISS is an interface that allows criminal justice users to query certain BCA, Courts, and DOC criminal justice data repositories from one location. Two planned updates will add access and security components and major search enhancements including making the linked NEIS data available to users. These updates will also make more data repositories accessible through a single sign-on. Current Status: On Hold Prior Status: On Hold Outcome: Users will be able to access more data, through one interface, based on their role in the criminal justice system. The security will be enhanced and the data from the NEIS index will be available for viewing by users. Integration of Name Event Index Service (NEIS) indexing functionality. On hold. Due to resource demands for two critical projects - the data center migration and moving law enforcement access to DVS data to the BCA, NEIS and ISS updates were put on hold until spring 2014.
5 Enhancing the Orders for Protection System Project Description: The Courts' and BCA are rewriting of the Orders for Protection (OFP) System to replace outdated technology which will result in improved transmission and management of data. Current Status: Delayed-Timeline Revised Prior Status: On Track Outcome: The new OFP service will result in timely (real time) access to accurate and complete OFP data for law enforcement and other criminal justice professionals as well as the greater community. Court personnel testing software Jan-Mar 2014 Integration testing with BCA Apr-Jun 2014 Training for pilot counties (Anoka, Aitkin, Olmsted, Ramsey) Pilot (Pilot progress will determine timeframe for training for court personnel and justice partners). Jun-Jul 2014 Jul-Sep 2014 Project status is Delayed for several reasons: Allocation changes to the BCA resources (due to other projects and vacations) Courts software delivery from their vendor has been problematic Several key decisions are delayed due to court process
