1 The following states were recommended and awarded grants: ARIZONA Arizona Criminal Justice Commission Amount: $230,000 The Arizona Criminal Justice Commission will use the funds for three projects: Juvenile Online Tracking System (JOLTS) integration, Adult Probation Information System, and the Automated Order of Protection File. JOLTS will provide juvenile probation information to any Arizona criminal justice practitioner within the state s criminal justice system. The Adult Probation Information System will provide accurate and timely adult probation information, including probationary status and conditions, to any law enforcement user or prosecutor. The Automated Order of Protection File will enable the court system to electronically provide order of protection information to law enforcement within 24 hours of issuance. ARKANSAS Arkansas Integrated Justice Information System Coordinating Council Amount: $910,563 The Arkansas Integrated Justice Information System Coordinating Council will use the funds for a 2-year pilot project in Faulkner County and replicate the model in other counties. The project s goals are to implement electronic data sharing among the participating county agencies, share communication technology and infrastructure among the county offices, develop and apply data standards to all participating agencies, install new case management systems in offices that have none or need newer systems, and create a model and plan for the other counties to follow. COLORADO Colorado Department of Public Safety Amount: $700,000 The Colorado Department of Public Safety will use the funds to re-engineer and replace the existing and planned Colorado Integrated Criminal Justice Information System (CICJIS) queries. The goals of this project are to broaden access to criminal justice information by developing a Web-based browser interface, to simplify access to criminal justice information by developing a security mechanism that meets agency requirements, and by replacing the native interface using Web technology, and to reduce total system costs by replacing multiple application interfaces with one common access method. The Colorado Department of Public Safety maintains that the development of a single, standard interface will provide a more effective means of accessing interagency data

2 CONNECTICUT The State of Connecticut Amount: $705,000 The State of Connecticut will use the funds for three projects: the Connecticut Crime Mapping Incident Database, the Department of Correction (DoC) Inmate Sentencing Automation, and Order Registry Integration Enhancement. The DoC Inmate Sentencing Automation project will eliminate manual recalculation of inmates sentence length. The Order Registry Integration Enhancement project will expand data accessibility to restraining orders, protective orders, and no contact information throughout the Judicial Branch. In addition to improving justice information sharing and integrating initiatives among the Connecticut justice agencies, the projects will provide data to the developing Connecticut Offender Based Tracking System (OBTS). OBTS will track an offender from the time of arrest to the time of release. FLORIDA State of Florida Technology Office Amount: $1,000,000 The State of Florida State Technology Office will be using the funds for two projects: Expanded Access to Florida Jail Management Systems and Electronic Transmission of Commitment (ETC). The Expanded Access to Florida Jail Management system will make information stored in this system more widely available to criminal justice officials throughout the state. The ETC project will have a browser-based active server page application written that will enable counties to provide information, which, in turn, will allow state agencies to share accurate data at the time of sentencing. HAWAII State of Hawaii Amount: $1,000,000 The State of Hawaii will use the funds to expand information capture and sharing capabilities to additional criminal justice agencies. It will use the funds to enhance information sharing among county and state agencies located in Hawaii County. In addition, the integrated county project established in Hawaii County will be replicated in Kauai County and the Honolulu Sheriff s Office, a division of the state s Department of Public Safety. Advantages of the system include making it paperless and eliminating duplicate data entry, allowing more immediate entry and retrieval of arrest/booking information, and converting to a system that is conforms with industry and FBI standards. ILLINOIS - - 2

3 State of Illinois Amount: $973,660 The State of Illinois will use the funds to increase efficiency and data integrity at all information exchange points within the state s criminal justice system. The state will identify and electronically bridge these information exchange points. This will prevent duplication of effort and unnecessary data re-entry, decreasing the possibility of human error and improving the timeliness and accuracy of criminal history data. The state will also use the funds to create a governing body that will work toward the development of an effective, integrated criminal justice information system. Additionally, Illinois will begin a needs assessment of its justice data systems to determine what needs to be done to achieve full integration. KANSAS Kansas Bureau of Investigation Amount: $239,000 The Kansas Bureau of Investigation will use the funds to transform its Total Offender Activity Documentation System (TOADS) into a Web-based application so it can be accessed by other criminal justice agencies. The Web-based application will allow law enforcement officers, prosecutors, and the courts to access complete parole and probation information on offenders. In addition, the funds will be used for research and development that will lead to the establishment of a method for all authorized agencies to search all available databases regardless of the criminal justice agency or database vendor. KENTUCKY Commonwealth of Kentucky Amount: $1,000,000 The Commonwealth of Kentucky will use the funds to develop a system of E-Warrants. E-Warrants will provide a method of transmitting information on violations and offenders more efficiently throughout the Commonwealth. The system will prevent duplication of effort and redundancy of data entry by providing a single point of entry. It will improve the offender identification system, making records readily available to law enforcement officials from other jurisdictions when they need them and by positively linking all offender information records. E-Warrants will also facilitate information sharing between jurisdictions, increase accuracy of information, and streamline business practices. MARYLAND Amount: $460,352 Maryland Criminal Justice Information Advisory Board Interoperability Committee - - 3

4 The Maryland Criminal Justice Information Advisory Board Interoperability Committee will use the funds to integrate Maryland s existing criminal justice information data systems through three initiatives. The funds will establish the Maryland Integrated Inter-Agency Justice Information Systems Program Office, which will plan the centralization of Maryland s justice information systems activities. In addition, a feasibility study on the design for an interface of the Department of Public Safety and Correctional Services and the Maryland State Police computer systems with local criminal justice database systems will be conducted. A Rapid Identification via Network-Connected Livescan will also be implemented to match fingerprints to State Identification (SID) numbers so that offenders can be identified at the time of arrest

5 MASSACHUSETTS Massachusetts Office of Public Safety Amount: $850,000 The Massachusetts Office of Public Safety will use the funds to complete a comprehensive assessment of the criminal justice agencies in Massachusetts to identify stakeholders, develop a data dictionary for information shared between agencies, define standards for data exchange for an integrated system, identify infrastructure requirements, analyze the benefits/drawbacks of a warehouse vs. pointer system, and review relevant legislation. In addition, criminal offender record information to non-criminal justice agencies will be automated, and theses agencies will be able to access criminal justice record information via an interactive Website. Eventually the project will allow the public to make inquires regarding public criminal justice information from a single Website. MICHIGAN Michigan Department of State Police Amount: $750,000 The Michigan Department of State Police will use the funds to implement a portal that will be used to develop and maintain statewide databases that support the needs of local and state users. It will also allow for greater Web-based transmission and retrieval of information to support law enforcement management. In addition, funds will be used for research for the point of presence lines, which would facilitate integration and information sharing with state and local criminal justice agencies. The portal technology and the point of presence lines will help ensure that Michigan can further develop the information technology infrastructure in the state. MISSOURI State of Missouri Amount: $510, 815 The State of Missouri will use the funds to establish a governance structure to allow interagency sharing of criminal justice information. In addition, a research tool and methodology will be implemented to assist in the examination of information exchanges from a variety of perspectives. Also, the state will establish a real time link between the Department of Corrections and law enforcement, prosecution, defense, courts, probation, and parole. Finally, it will implement an integrated solution that complies with the emerging national definition of integration, which encompasses a variety of functions to enable the timely and efficient sharing of information within and between agencies

6 MONTANA Montana Department of Justice Amount: $40,000 The Montana Department of Justice will use the funds to plan and complete the interface between the Department of Correction s Profiles system and the State Department of Justice s Criminal History Record System. In addition, it will provide interface between the Court and justice systems to solve the business practice problems with the paperwork flow of disposition, arrest, and fingerprint information. NEBRASKA State of Nebraska Amount: $336,200 The State of Nebraska will use the funds to develop and implement an automated data transfer between the Automated Fingerprint Information System (AFIS) livescan and the jail management system (JAMIN) record system. Currently, most jails with AFIS equipment must enter offender information into both systems. Creating an interface between the systems will streamline the process and significantly reduce data entry errors. Nebraska will also use funds to acquire software that will standardize local case management and data sharing. This will allow a number of the state s criminal justice system components to access arrest information, citations issued, filing information, scheduling, motion, and court documents. The state will also create an Internet-based method to share criminal justice information with other states. NEW JERSEY New Jersey Department of Law and Public Safety Amount: $350,000 The New Jersey Department of Law and Public Safety will use the funds to support the cost of the Criminal Justice Information System Committee Master Plan. The Master Plan will focus on initiatives that will facilitate data sharing among criminal justice agencies, eliminate of duplicate record keeping, and develop framework for the creation of a future statewide integrated criminal justice information system for New Jersey. One of the Master Plan s main objectives will be to review the various segments of the criminal justice information systems databases to form a data warehouse that will provide senior managers with the ability to view and analyze New Jersey criminal justice data globally

7 NEW MEXICO Supreme Court of New Mexico, Administrative Office of the Courts Amount: $800,000 The State of New Mexico will use the funds to maximize coordination among its justice agencies information systems and provide increased efficiency in the justice process. New Mexico will develop a justice Web portal to increase availability of shared information by providing online access to agency data. To increase data accuracy and integrity among courts and other criminal justice components, the state will re-engineer its statewide electronic court filing system and create a system to automate citations. NEW YORK New York Division of Criminal Justice Services Amount: $757,600 The New York Division of Criminal Justice Services will use the funds to develop a strategic, long-range integration plan for New York s criminal justice information systems. The funds will also be used to institute the use of XML standards to enhance information sharing efforts statewide. An initiative to create a case management system for town and village justice courts will also be undertaken, enhancing interaction between state and local agencies and the courts. NORTH CAROLINA State of North Carolina Amount: $600,000 The State of North Carolina will use the funds to help update the development plan for its Criminal Justice Information Network (CJIN). Additionally, the state will use funds to standardize CJIN to XML format, which will aid in data transfer between agencies. North Carolina will also instate an ecitation Initiative. This program will allow police officers to send citation information from the scene of a violation directly to the court system, aiding efficiency and data integrity

8 NORTH DAKOTA State of North Dakota Amount: $310,000 The State of North Dakota will use the funds to outline the information sharing needs of its criminal justice agencies and to design a system that accommodates those needs. This project entails the development of data standards to create a standardized format to aid information sharing. In outlining its needs, the state will also identify a number of high priority projects in its criminal justice information sharing system. PENNSYLVANIA Pennsylvania Justice Network Amount: $795,000 The Commonwealth of Pennsylvania will use the funds to create county criminal justice policy boards. These boards will be responsible for developing systems integration strategies and furthering all Justice Network initiatives at the county level. The Pennsylvania Justice Network will also work with the Commonwealth s 67 counties on a County Integrated Solution Project aimed at creating a single system for data sharing within the statewide criminal justice system. RHODE ISLAND Rhode Island Justice Commission Amount: $150,000 The Rhode Island Justice Commission will use the funds to create an automated victim notification system in Rhode Island. The system will automatically notify victims of the status of their case at each step of the justice process. Automated notification will ensure that victims are informed and their rights protected, while concurrently minimizing duplication of effort for the police and court system. The creation of such an automated system will require technology updates at both the police and agency level, as well as the creation of message generation facilities on the existing network

9 TENNESSEE Tennessee Office for Criminal Justice Programs Amount: $1,000,000 The Tennessee Office for Criminal Justice Programs will use the funds for Tennessee s Criminal Justice Integration Implementation Plan, which prioritizes the automation of the Criminal Case Judgement Document. The automation of the judgement document will improve the current manual process in all 95 counties, 31 District Attorneys offices, and court clerk offices throughout the state. The judgement document is a crucial form in the business flow of the criminal justice system in Tennessee. It contains the case disposition information from the criminal/circuit judge and lists all relevant information concerning the outcome of the case. UTAH Utah Commission on Criminal and Juvenile Justice Amount: $650,000 The Utah Commission on Criminal and Juvenile Justice will use the funds for three projects: the Offender Tracking System (O-TRACK), the Automated Office of the Courts information system (CORIS), and the Police Record Management Systems. The goal of all three projects is to provide data statewide to enhance the crime fighting efforts of Utah s justice agencies. O-TRACK is Utah s Department of Corrections record management system, which tracks offenders in prison and on probation or parole from initial conviction through final release. CORIS is an information system that the Administrative Office of the Courts uses to track information about cases. The Police Record Management Systems are used by local criminal justice agencies to track cases and/or individuals through their section of the justice system. WASHINGTON Office of Financial Management Amount: $495,000 The Office of Financial Management will use the funds for the Summary Offender Profile, Release 2 (SOP-2), which will provide complete, timely, and accurate information about any suspect or offender from an automated statewide system. This 12-month integration project will create the platform for the Internet-based application to which justice agencies will connect their information systems. Upon completion of SOP-2, the criminal justice community will have the platform for centralized access of criminal history data

10 WISCONSIN State of Wisconsin Amount: $739, 365 The State of Wisconsin will use the funds for two projects: Simple Object Access Protocol (SOAP) data transition standard (DTS) and the integrated justice information system (IJIS) Model County. SOAP/DTS will provide a common language mechanism for sharing data between all agencies. The IJIS Model County project will install a state standard prosecutor system and create a standard prototype law enforcement data transport tool to allow sharing between prosecutors and law enforcement agencies
