Mission Statement The mission of the Mine Safety and Health Administration (MSHA) is to administer the provisions of the Federal Mine Safety and Health Act of 1977 and to enforce compliance with mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards; and to promote improved safety and health conditions in the Nation's mines. MSHA carries out the mandates of the Mine Act at all mining and mineral processing operations in the United States, regardless of size, number of employees, commodity mined, or method of extraction.

Farmington November 20, 1968 Consol No. 9 Farmington, WV 78 of 99 miners underground died. Fifteen separate explosions.

Result Public Law Federal Coal Mine Health and Safety Act of Enforcement powers in coal mines increased vastly. Surface mines covered. Four annual inspections required for each underground coal mine. Stricter standards for gassy mines abolished, but additional inspections required in these mines. Miners given right to request a Federal inspection. State enforcement plans discontinued.

1969 Public Law cont. Mandatory fines for all violations. Criminal penalties for knowing and willful violations. Safety standards for all coal mines strengthened, and health standards adopted. Procedures incorporated for developing new health and safety standards. Training grant program instituted. Benefits provided to miners disabled by black lung disease.

Notable Event Coal 1976 Scotia Mine Disaster March 9, 1976 Explosion occurred at Whitesburg, Kentucky killing 15 miners. 2 days later A second explosion kills 11 rescue workers. Scotia Mining Complex Arrow Indicates Mine Portal

Result Public Law Federal Mine Safety and Health Act of 1977 Placed coal mines, metal and nonmetal mines under a single law, with enforcement provisions similar to 1969 Act. (Separate safety and health standards were retained.) Moved enforcement agency to Department of Labor, renamed it Mine Safety and Health Administration (MSHA). Requirement for four annual inspections at all underground mines, two at all surface mines.

1977 Public Law cont. Advisory standards for metal and nonmetal mines eliminated. State enforcement plans in metal and nonmetal sector discontinued. Provisions for mandatory miner training. Mine rescue teams required for all underground mines. Increased involvement of miners and their representatives in health and safety activities.
