1 Video Conference Solution General Scope of Work: Complete Video Conferencing Solution between three school locations. The Teaching Site and two Receiving Sites. The system must have the ability to record and stream presentations and support multiparty calls on any device. The Teaching Site must have a 70 Interactive Touch Panel, integrated teacher Mic and four classroom speakers, Single 10X Optical Camera in rear of room, Codec, Two 60 monitors installed in back of room to view remote sites. The Receiving Sites must have Dual 60 monitors on a portable cart with integrated 10X Camera, Codec and speaker module. All systems must be fully installed by the winning vendor, include all cabling, racks, shelves, mounts, delivery and a 3 year warranty on all components. Winning vendor must provide onsite training of complete package and have the ability to provide telephone support of all products after installation. Mandatory System Performances: Mandatory System Performances 1. The video conference system must support an active schedule mode 2. The video conference system must support a Meetings directory linked back to the bridge architecture. 3. The video conference system must support a large (up to 100,000 entries) corporate directory. 4. Directory must be easily searchable through remote control 5. The video codec shall support the following at a minimum: 1920x1080 resolution i. With Progressive 60 frames per second ii. With Progressive 30 frames per second 1280x720 resolution i. With Progressive 60 frames per second 6. The video conference system shall utilize a minimal consumption of bandwidth of 768 kbps when supporting 720p at a full 30 frames per second. 7. The video conference system must support a minimum of two external Full HD displays, 1920x1080p, for a crystal-clear picture and data-sharing. 8. The video conference system must have automatic noise reduction, automatic gain control and echo cancellation. 9. The video conference system shall support a minimum of 10 camera presets. 10. The video conference system must support a Full HD PTZ 10x optical zoom camera. 11. The video conference system shall support both H.323 and SIP. 12. The video conference system must have high-definition audio from 90 Hz up to 22 khz. 13. The video conference system must support full duplex audio for natural conversations. 14. The video conference system must support one-touch easy recording with a recording indicator. 15. The video codec shall support recording of video, audio and presentation to an external appliance. The codec should support either MPEG4 or H.264 video standards. When recording using MPEG4, the recording appliance should not be seen to be a participant in the call, but shall provide a simple recording notification on screen for all participants during the call. 16. The video conference system must support dial-in recording. 17. The video conference system must support dial-out recording

2 18. The video codec s capability or quality when sending and receiving dual streams should not be compromised when recording to an external appliance. 19. The video conference system shall support auto-discovery address/directory lookup. 20. The video conference system must have single and dual microphone options. 21. The video conference system shall support NAT/firewall traversal (H.460/SIP). 22. The video conference system must support SNMP. 23. The video conference system must have backup and restore functionality. 24. The video conference system shall support an external management tool for configuration, backup and restore. 25. The video conference system shall support two possible sources of video input. 26. The video conference system shall support high bandwidths up to a maximum of 6 Mbps. 27. The video conference system shall support low bandwidths down to a minimum of 128 kbps. 28. The video conference system must have the ability to disable SSH, HTTPS and Telnet services. 29. The video conference system must support easy, out-of-box setup via web interface. 30. The video conference system must have granular auto bandwidth detection. 31. The video conference system must support forward error correction. 32. The video conference system must support Adaptive Motion Control. 33. The video conference system must support three-way audio in order to maintain speech possibility during play of an external video. 34. The video conference system must support single cable HDMI connectivity to an HD display. 35. The video codec shall provide support for sending and receiving two separate streams simultaneously in either a point to-point call or multipoint calls. The dual streams supported shall be at a minimum: a. 1080p30 and 1080p30 b. 720p60 and 720p When experiencing packet loss, the codec should first attempt to drop the resolution of the call and maintain the frame rate. 37. The video codec should support the following audio and video standards: H.263, H.263+, H.264, G.711, G.722, G.722.1c, MPEG4-AAC-LC. 38. The video codec should support audio input via a standard 3.5mm audio jack. 39. The video codec should support a fast Ethernet interface. 40. The video codec should be controllable via: a. A supplied infrared remote control b. A universal infrared remote control (such as a Logitech Harmony Remote Control) c. A web-based interface d. A third-party programmable control device through the following interfaces: RS-232 and USB Internet Protocol 41. The video codec should support secure calling with 128b AES encryption using H.235 or SRTP/TLS, including strict compliance. 42. The video codec should support both IPv4 and IPv The video conference system must support Do Not Disturb mode prior to a call and in-call modes. 44. The video conference system must support video mute. The Teaching Site Video Codec Mandatory System Performances 1. The video conference system shall support four full HD video inputs

Camera shall support a resolution of 1920x1080 at a minimum. Such support cannot be attained by combining a lower native resolution and user scalers to increase resolution output. 11. Camera must have an antiglare visor that can be removed from the camera. 12. Camera must support cable lengths up to 15 m/50 ft natively. 13. Camera must support (using external equipment) cable lengths up to 52 m/170 ft. 14. Camera must have one standard HDMI output. 15. Camera must include an HDMI at a minimum of 3m/9.8 ft. 16. Camera must deliver video and audio over the HDMI output connector. 17. Camera must have 10 times optical zoom possibility built in. 18. Camera must deliver 16:9 aspect ratio video. 19. Camera must allow manual setup of the white balance (e.g., by letting the user choose from several profiles). 20. Camera shall support both automatic and manual white balance. 21. Focus range supported by camera must be from 51 cm (20 ) to infinite. 22. Illumination of camera must work in conditions ranging from 150 lux to daylight. 23. Distortion of camera image sensor must be less than 5%. 24. Sensor type of camera must be CMOS. 25. Sensor of camera must have 2,073,600 effective pixels. 26. The sensor s signal-to-noise-ratio must be 52 db or less. 27. The camera s pan angle must be at least +/ (245 total view range). 28. The camera s tilt angle must be at least +/- 30 (102 total view range). 29. Camera must allow at least 10 camera presets to be used from the video endpoint s remote control. 30. Camera must be remote controllable via the video endpoint s remote control. 31. Camera must use an external power supply supporting VAC 50/60Hz. 32. Camera must support a standard 1/4-20 tripod mount. 33. Camera must have a self check-up feature. 34. Camera must have auto focus. 35. OPTIONAL criterion: 36. Camera shall be gray/silver (shows less visible dust). 37. Camera shall support a manual camera flicker control with options set to auto, 50 Hz or 60 Hz. 38. Camera shall support manual adjusting of the auto exposure to adjust the camera brightness to room conditions. 39. Camera shall support manually adjusting color temperature adjustments to optimize room setting conditions. 40. Camera shall support several auto exposure options to optimize room setting conditions.

5 Video Conferencing Infrastructure Requirements Mandatory System Performances 1. The video conferencing system shall be supported as virtual machine on the VMware ESXi or Microsoft Hyper-V platform, or on hardware appliance from the vendor. 2. The video conferencing system shall provide flexible licensing, allowing customers to purchase capacity one port at a time. 3. The video conferencing system shall feature up to 100 user accounts. 4. The video conferencing system shall feature a unified directory across desktops, mobile devices, and room systems. 5. The video conferencing system shall feature the ability to ring all of a user s devices at once. 6. The video conferencing system shall allow for the live transfer of video calls between desktops and mobile devices. 7. The video conferencing system shall allow for the creation of call routing rules and dial plans. 8. The video conferencing system shall allow registration of H.323 and SIP devices for gatekeeping purposes. 9. The video conferencing system shall feature up to Full HD (1080p) video. 10. The video conferencing system shall work on both Windows and Mac operating systems. 11. The video conferencing system shall work on both Android and ios smartphones and tablets. 12. The video conferencing system should support the following operating systems: Windows XP/ 2003/Vista/7/8 (including 64 bit versions), Mac OS X 10.6+, Android 2.1+ and ios The video conferencing system shall be standards-based and connect to any H.323 or SIP device. 14. The video conferencing system shall feature a free guest client and unlimited guest invitations. 15. The video conferencing system shall allow for concurrent-use licensing per port. 16. The video conferencing system shall feature built-in NAT/firewall traversal. 17. The video conferencing system shall feature real-time data sharing with H.239 presentation. 18. The video conferencing system shall feature presence and instant messaging. 19. The video conferencing system shall feature far end camera control. 20. The video conferencing system shall feature user group management. 21. The video conferencing system shall feature H.323/SIP encryption with AES. Video Conferencing Infrastructure MCU Mandatory System Performances 1. The Multipoint Control Unit (MCU) shall support flexible capacity, allowing administrators to deploy anywhere from 1 port to 70 ports of 720p video on a single x86 based platform running VMWare or Microsoft Hyper-V. Must come with 5 active flex ports. 2. The MCU must be distributed as a virtual machine that can run on Microsoft Hyper-V 3. The MCU must be distributed as a virtual machine that can run on VMware ESXI. 4. The MCU must be optionally deliverable on a pre-configured appliance server. 5. The MCU must support flexible capacity, doubling 720p 480p 6. The MCU must be optionally scalable up to 20 participants in a single call in 720p30 resolutions. 7. The MCU shall support and utilize standards-based communication protocols for H.323 and SIP users. 8. The MCU shall support video standards-based protocols. 9. The MCU shall be able to deliver and display presentation data using H.239

6 10. The MCU shall support H.263, H.261, H.264 and H.263+ presentation standards. 11. The MCU shall support standard video system resolutions offering flexible capacity where conferences with lower resolutions consume fewer resources on the MCU enabling ultimate port utilization. 12. The MCU shall offer on-demand conference IDs (all managed within the MCU without the assistance of external software). 13. The MCU shall allow administrators to select the overall layout for the conference at large. 14. The MCU must be capable of providing up to 13 selectable languages. 15. The MCU must provide support for up to 16 continuous layouts. 16. The MCU must provide up to a 49-way participant layout. 17. The MCU shall provide direct dial-in via H.323 or SIP endpoints. 18. The MCU shall provide dial out via H.323 or SIP. 19. The MCU shall provide security PIN-protected conferences. 20. The MCU shall provide application-based management supported across Windows and Apple-based OS 21. The MCU shall be capable of SIP-based registrations to PBXs. 22. The MCU shall provide conference registrations through external gatekeeper support and a dial plan. 23. The MCU shall support, at a minimum, the following video resolutions in a 16:9 aspect ratio and at 30 fps with the following connection rate: a. 432x240 pixels at 128 Kbps b. 832x464 pixels at 384 Kbps c. 912x412 pixels at 512 Kbps d. 1136x640 pixels at 768 Kbps e. 1280x720 pixels at 896 Kbps 24. The MCU shall allow the administrator to configure the system to apply a VLAN tag to outgoing packets and accept only incoming tagged packets that have the same VLAN identifier. 25. The MCU shall support administrator -level password access for the management of the system. 26. The MCU shall support secure web interface management. 27. The MCU shall allow the administrator the capability to back up and restore the system configuration. 28. The MCU shall support interoperability with Polycom, Tandberg, Sony and Lifesize endpoints. 29. The MCU shall expose a RESTful API that allows 3 rd party developers to build video conferencing management applications. 30. The MCU shall support registration to IP PBXs such as CISCO Unified Communications Manager The MCU shall be software upgradeable and shall run on x86 based platforms. 32. The MCU shall provide numerical range limitations for conference IDs. 33. The MCU shall store up to 100 customized conference IDs. 34. The MCU shall provide on-site names permanent throughout the conference 35. The MCU shall provide Dual LAN/WAN interfaces for firewall traversal 36. The MCU must support dedicated encoders with full transcoding for each connection into the MCU. 50. The MCU must eliminate Self View for each video system connection. 51. The MCU must allow each video system to control received continuous presence layout without affecting any other participant in the call. 52. The MCU must support DTMF tone to switch user layouts and enhance the user experience. 53. The MCU must support full transrating independently for each video port at any resolution. 54. The MCU must register to Microsoft Lync 2010 and publish presence for all conferences registered into Lync 55. The MCU must provide the capability to choose which conference rooms are published into Lync and which ones are not. 56. The MCU must support Microsoft Lync 2010 RTVideo for encoding and decoding video mixed with standards based video callers. 57. The MCU must support Microsoft Lync 2013 SVC for encoding and decoding video mixed with standards based video callers. 58. The MCU must support Microsoft Lync 2013 and deliver a continuous presence view for the Lync client. 59. The MCU shall allow cascading conferences between the Microsoft Lync AVMCU and the MCU 60. The MCU shall embedded presentations for Microsoft Lync 2010 and 2013 callers Video Conferencing Infrastructure Recording Mandatory System Performances 1. Server must be available in hardware and virtual machine deployment options. 2. Must be supported as virtual machine on the VMware ESXi or Microsoft Hyper-V platform, or on hardware appliance from the vendor. 3. Licensing must be flexible, allowing customers to buy only what they want 4. Server must be capable of having multiple applications that are part of one virtual machine or hardware appliance 5. User must be able to initiate a recording from pressing a single button on the remote control. 6. User must be able to create HD video recordings with data sharing while in a video call or even outside a video call. Being outside a video call helps users to record messages and trainings along with data and stream the same LIVE to PC/Mac/mobile viewers. 7. User must be able to initiate HD video recordings along with data stream capture from the streaming/recording solution into a video conferencing device provided by multiple vendors. 8. User must be able to upload H.264 videos from a local drive into the streaming/recording solution so that these videos can be instantly available for on-demand streaming. 9. Video must, if defined by the user, be automatically published and accessible on a web browser interface across various operating systems. 10. Each end user viewing the live or recorded content must have control over the layout of the video when data is being shared and should be able to change the layout of the video in real time.

8 11. The system must be capable of dynamically recording an H.239 session and displaying it in conjunction with the primary video session. 12. The streaming/recording solution must be able to record the video conferencing call using SIP dial-out. 13. When the streaming/recording solution is doing the recording of a video call, the recording indicator must be shown on the video system, but this indicator must not be present in the recorded video content. 14. If initiated by the end user, a video session must allow near real-time streaming and simultaneous recording for later use. The recording must be available for on-demand viewing immediately after the recording has completed. 15. Live and on-demand recordings must be available for viewing on mobile devices like ipad/iphone/ipod. 16. Viewers must be able to view both data sharing and main video of live and on-demand recordings on the mobile devices. 17. Content creators and admins must have the facility to determine what layout is used when data and main video is viewed on mobile devices. 18. The web-based user interface must allow some customization, including branding capability. 19. The streaming/recording solution must provide support for network storage of recorded videos. The network storage options must include NFS, CIFS or SMB. 20. Admin must have the ability to switch from local to network storage at any time and also have the ability to revert back. 21. Admin must be able to configure a NAS (NFS, CIFS or SMB) location as the backup location for the streaming/recording solution. 22. Admin must be able to restore all recorded videos from a NAS (NFS, CIFS or SMB) location to the streaming/recording solution. 23. The streaming/recording solution must allow a single recording to be streamed live in multiple bitrates. 24. User must be able to control the quality of presentation bitrates so that one can choose different presentation quality for the video recordings depending on the kind of data that is shared. 25. The streaming/recording solution must allow users to determine which side of the video call they want to record near end, far end, or both. 26. Users must be able to stream live and on-demand videos in at least two different bitrates for PC/Mac and two different bitrates for mobile devices like ios devices. 27. User must be able to go to any video endpoint and initiate a recording with a PIN that will direct the video system to send the streams to the streaming/recording solution, which allows them to be instantly published and streamed to viewers. 28. Admin must be able to restrict the total amount of bandwidth that will be allowed to be consumed by the streaming/recording solution for streaming live videos and on-demand videos and for incoming recordings. 29. Admin must be able to monitor all the ongoing video recordings on the streaming/recording solution and be able to terminate any of them. 30. Admin must be able to control the maximum permissible recording bitrate on the streaming/recording solution. 31. Admin must be able to control the maximum recording length on the streaming/recording solution. 32. Admin must be able to set the default recording bitrate for any recording on the streaming/recording solution. 33. User must be able to change the language of the web interface so that all the UI appears in the language chosen.

9 34. When a user changes the language of choice, the choice must be remembered and the web UI must appear in that language during the next login. 35. User must be able to easily embed recorded, unrestricted video content into another web page. 36. User must be able to trim the start and end of a video recording as soon as the recording is complete. The trimmed video must be instantly available for viewers. 37. Playback of videos must be supported on the following browsers: a. IE 7 & IE 8 b. Firefox 3.5 c. Chrome 1.2 or later versions d. Safari on Mac OSX and ios devices 38. Playback of video must be supported on the following operating systems: a. Microsoft Windows b. Linux c. OS X 10.x and above 39. The system must be capable of integrating into any LDAP environment. In particular, the streaming/recording solution must allow admins to integrate the solution with Microsoft Active Directory. 40. The streaming/recording solution must allow the admin to access LDAP groups and users for assigning permissions to videos and channels. 41. Based on a user s individual profile, the video must support automatic publishing and include predefined metadata such as, but not limited to: a. Title b. Description c. Author d. Tags e. Date f. Video thumbnail 42. Metadata must be searchable using the web-based user interface. 43. The web-based user interface must allow for other end users to make written comments on the video. These comments must allow for moderation by a system administrator. 44. The hardware appliance server system must be capable of the following concurrent recordings: a. 20 concurrent 720p30 b. 40 concurrent 480p30 c. 50 concurrent 360p3 45. The hardware appliance system must be capable of storing the following on the appliance: a. 1, p30 b. 2, p30 c. 5, p30 d. 7, p The system must be capable of handling the following: a concurrent live streaming 1080p30 b. 2,000 concurrent live streaming 720p30 c. 4,000 concurrent live streaming 480p30 d. 5,000 concurrent live streaming 360p The system must be capable of handling the following on-demand viewing sessions: a p30

10 b p30 c p30 d p The appliance must supply dual GigE Network Interfaces at a minimum. Must support NIC bonding to allow for double streaming capacity when needed. 49. The system must support recording bitrates up to 2 Mbps and must be able to deliver HD video recordings at 768 kbps and Full HD at 2 Mbps. 50. The appliance must supply redundant hard disk drives and be configured with RAID 1 at a minimum. 51. System administrators must be able to extrapolate a report that tracks view counts and viewing patterns among users on a per-video basis. 52. Access to content needs to be configurable and secured based on user/group profile. 53. Must be able to support keeping multiple servers in sync for both live and on-demand videos should support the concept of federating multiple servers 54. Single stream must be shared between servers that are federated for a give video call that is being recorded. When data is shared, then the same must be seen across all federated servers and a single stream of data must flow between the servers in addition to the main video stream 55. Multiple bitrate support must span across federated streams if a video has multiple bitrates possible for streaming, then the viewers on the federated remote servers must be able to get the stream at the required bitrate only. 56. There should be no need to perform additional transcodes on the remote federated servers when the origin server has videos in different required formats. 57. Must support multicasting. 58. Must support text chat for all viewers to pass in text queries during a live video recording session. 59. Must support streaming of 1080p30 videos from the server. Support for rich text is needed. 60. Support switching off support for Comments. 61. Must support deployment behind 1-1 static NAT with port forwarding 62. Must be supported on the management suite so that scheduled calls can be tested and recorded. 63. Needs to support 10+ languages for Closed captioning text 64. Needs to support the ability to create chapters on a video timeline so that viewers can click on the hyperlinks to jump to the required section on the video. Video Conferencing Infrastructure Management Mandatory System Performances 1. Must be supported as virtual machine on the VMware ESXi or Microsoft Hyper-V platform, or on hardware appliance from the vendor. 2. Licensing must be flexible allowing customer to purchase only what they require. 3. Server must be capable of having multiple applications that are part of one virtual machine or hardware appliance. 4. The application must be able to fully manage the proposed equipment. 5. The application must be able to fully manage MCUs from proposed equipment. 6. The application must provide an easy-to-understand and customizable devices list with the option to set up which columns are shown. 7. The application must provide the possibility to group devices into networks.

11 8. The application must manage all devices using publicly available protocols like SSH, SNMP, HTTP, and others. 9. The application must support secure management via SNMPv The application must be server-based accessible from every commonly used Web browser. 11. The application must be able to manage and manipulate directories for registered video systems. 12. The application must provide customizable reports about video network usage and also technical reports. 13. The application must provide a warranty licenses overview for endpoints with the opportunity to upgrade the licenses via the management software. 16. Licensing system for the management software must be flexible customer must have the ability to buy just one license at a time, if needed. 17. The application must provide a trial version to test the features and usability of the management software. 18. The application must allow the admin to specify how many endpoints should be upgraded simultaneously so that he can plan for mass software updates in a short duration of time. 19. On a per logical network basis, the application must allow the admin to setup the working hours that should be considered for reporting purposes. 20. The application must allow the admin to view all the ongoing live events in the video network under a single web page which should include upgrades & calls. 21. The application must allow the admin to schedule calls between any number of selected devices in the network. 22.
