5 Pharmacy Technicians OCP Council request to government 1998 MOH referral to HPRAC 2006 HPRAC recommendation accepted in 2007 Technicians ready for registration
6 Momentum is Canada wide AB, BC, Nova Scotia joining Ontario in registration of pharmacy techs pharmacy technician becomes a protected title, only for registrants Changes include: Accountability/liability for actions Independent double check Ability to receive/transfer Rxs Greater role in assuring safe and effective drug distribution 6
7 We need Regulated Pharmacy Technicians To free up pharmacists to assume the cognitive demands of their new, expanded role ON, BC, NS, NB, PEI and PQ join AB in expanding role of pharmacist in some fashion In Ontario 7
8 Pharmacy s Scope The practice of pharmacy is, a) the custody, compounding, dispensing and prescribing of drugs; b) the provision of health care aids and devices; c) the provision of information and education related to the use of anything mentioned in a) and b); and d) the promotion of health, prevention and treatment of disease, disorders and dysfunctions through monitoring and management of medication therapy 8
9 For the First Time Scope reflects pharmacist s unique body of training and knowledge Pharmacist s role recognized: Education Promotion of health/wellness Expert in Monitoring and Managing Medication Therapy 9
10 New Authorized Acts for Pharmacists Administering a substance by injection or inhalation Performing a procedure on tissue below the dermis; Prescribing* 10
11 Prescribing Modifying, adapting and extending existing prescriptions Initiating therapy (prescriptions) for certain conditions Smoking cessation (now) Minor Ailments (in future?) 11
12 In Ontario Minor Ailments program NOT contemplated under Bill 179 OCP and profession strongly supported it Optimal use of the pharmacist s knowledge and skills Could be implemented right away Registered pharmacy technicians to ensure technical aspects of dispensing** Increases access to necessary health care for minor ailments; to GPs for more urgent, serious consultation 12
13 What is contemplated under Bill 179? Pharmacy no longer has a monopoly on the authorized acts of selling, compounding and dispensing drugs Other professions include: Nursing Dentistry Dental Hygeine Chiropody 13
14 And Medicine no longer has a monopoly on Prescribing Prescribing professions include: Nursing Pharmacy Chiropody Optometry Naturopaths 14
15 What this means Overlapping scopes -cross over into others traditional domains The health profession of Pharmacy must step up, fully realize the new scope and take ownership of our unique BOK* which no other health profession possesses *BOK is body of knowledge 15
16 Existing Expectations usual and customary acts expected of pharmacists in dispensing (OCP,1999): gathering information from patient/agent analysis and options implementation and follow up (where appropriate) 16
17 What s New/Not Included Modifying, Adapting, Extending prescriptions Performing injections (if trained) Initiating prescriptions for smoking cessation Specialty education/consultations* Involves careful consideration and assessment, documentation and communication * ie HR therapy, asthma, diabetes, other 17
18 Other Impacts The need for inter-professional collaboration has never been greater Opportunity for pharmacy? To demonstrate leadership to other dispensing professions, ensure all dispense to same high level expected of pharmacists To learn from prescribers what needs to be in place ie documentation, record keeping, notification, etc. 18
19 Opportunities To optimize the use of each profession in accordance with their unique body of knowledge To fully demonstrate the unique BOK that positions pharmacists as experts in drug therapy and medication therapy management To be at the front end of change, to have some control over shaping the new future of inter-professional care and collaboration 19
