Purpose a. To publish the fiscal year (FY) 2014 to FY 2018 unrestricted line (URL) major command - sequential; URL major command at sea; URL major command ashore; URL major defense attaché; restricted line (RL) and Staff Corps major command; and major program manager (PM) lists, per reference (a). b. To establish membership, responsibilities and procedures of the FY 2014 major command review board (MCRB). c. To publish procedures for submitting change requests to enclosures (1) through (7). 2. Background. The designation of O-6 command billets as major command sequential and major command at sea or ashore; major defense attaché; or major PM is required to ensure that the most

2 qualified officers are placed in these demanding billets. Officers selected for command are recognized for their proven managerial and technical expertise, professional qualifications, operational and tactical acumen, and exceptional leadership ability. 3. MCRB. The MCRB is the forum provided by the Deputy Chief of Naval Operations (Manpower, Personnel, Education and Training) (CNO N1) for all major command stakeholders to address major command policies, procedures, plans, and apportionment. The Director, Military Personnel Plans and Policy (OPNAV N13) executes the MCRB. 4. Command Review Board (CRB). The CRB is a component of the MCRB that acts as a working group below the flag officer level. The CRB also addresses changes to the captain (non-major), commander, and early command lists, published by OPNAV N13 in separate correspondence. The Head, Officer Plans and Policy (OPNAV N131) executes the CRB. 5. MCRB Membership a. URL Membership. Review of and recommendations for URL major command billets shall be conducted by the following members: (1) Deputy Commander, Navy Installations Command; (2) Commander, Naval Special Warfare Command; (3) OPNAV N13 (co-chair); (4) Commander, Navy Personnel Command (co-chair); (5) Director, Expeditionary Warfare (OPNAV N95); (6) Director, Surface Warfare (OPNAV N96); (7) Director, Undersea Warfare (OPNAV N97); (8) Director, Air Warfare (OPNAV N98); (9) Commander, Naval Surface Force, Atlantic; 2

3 (10) Commander, Naval Air Force, Atlantic; (11) Commander, Naval Submarine Force, Pacific; OPNAVNOTE 5450 (12) Commander, Naval Expeditionary Combat Command; and (13) Commander, Navy Reserve Forces Command (when appropriate). b. RL and Staff Corps Membership. Review of and recommendations for RL and Staff Corps major command billets shall be conducted by the following members: (1) Deputy Chief of Naval Operations for Information Dominance (CNO N2/N6); (2) Deputy Chief, Bureau of Medicine and Surgery; (3) Commander, Naval Sea Systems Command (COMNAVSEASYSCOM); (4) Commander, Naval Air Systems Command (COMNAVAIRSYSCOM); (5) Commander, Naval Facilities Engineering Command; (6) Commander, Naval Supply Systems Command; (7) OPNAV N13 (co-chair); (8) Commander, Navy Personnel Command (co-chair); (9) Commander, Navy Reserve Forces Command; (10) Commander, Navy Expeditionary Combat Command; (11) OPNAV N95; (12) Deputy Judge Advocate General Corps; (13) Human Resources community flag sponsor; 3

4 (14) Chief of Information (when appropriate); and (15) Chief of Chaplains (when appropriate). OPNAVNOTE 5450 c. Major PM Membership. Review of acquisition program major command equivalent billets shall be conducted by the following members: (1) Assistant Secretary of the Navy for Research, Development and Acquisition (ASN(RD&A)) principal military deputy (co-chair); (2) COMNAVSEASYSCOM; (3) COMNAVAIRSYSCOM; (4) Commander, Space and Naval Warfare Systems Command (COMSPAWARSYSCOM); (5) OPNAV N13 (co-chair); (6) Commander, Navy Personnel Command (co-chair); (7) OPNAV N95; (8) OPNAV N96; (9) OPNAV N97; and (10) OPNAV N MCRB Procedures a. The MCRB shall meet annually, or as directed. b. MCRB recommendations shall be forwarded to CNO N1 for approval. c. Requests for additions to or deletions from enclosures (2) through (7) shall be submitted to OPNAV N13 via the chain of command no later than 1 March annually. Requests for additions must include the activity name, unit identification code, 4

5 command billet designator, and justification per criteria delineated in Military Personnel Manual (MILPERSMAN) articles and d. Requests for acquisition-coded command billet (or command equivalent billet (major PM)) additions to or deletions from any command list shall be submitted via ASN(RD&A) and the Director, Acquisition Career Management. 7. Policy a. Per reference (a), officers selected for commands listed in enclosures (2) through (6) are required to be qualified and selected by formal board action (i.e., screened for command ) unless waived by CNO N1. CNO N1 is responsible for convening those administrative boards. b. Changes to enclosures (2) through (6) are effective immediately upon CNO N1 approval. 8. Responsibilities a. MCRB (1) Review and make recommendations regarding changes to enclosures (1) through (7). (2) Assign a representative to the CRB. (3) Address other major command-related issues, as appropriate. b. CRB (1) Review and make recommendations regarding changes to the captain (non-major), commander, and early command lists to OPNAV N13. (2) Review and make recommendations regarding command and commanding officer policy and procedures. (3) Address other command or command-related issues, as appropriate. 5

6 c. Assistant Commander, Navy Personnel Command for Career Management (PERS-4) is responsible for the assignment of officers to billets listed in enclosures (2) through (6), as well as billets listed in the captain (non-major), commander, and early command lists. d. Commander, Navy Personnel Command is responsible for ensuring officers detailed to any billet contained in enclosures (2) through (7) possess the correct designator and that the billet is assigned the appropriate Navy officer billet code. e. Systems commands are responsible for the selection of officers to billets listed in enclosure (7) per references (b) and (c). f. ASN(RD&A), Director, Acquisition Career Management is responsible to ensure officers detailed to any acquisition billet contained in enclosure (7) meets the qualifications as outlined in references (b) and (c). 9. Records Management. Records created as a result of this notice, regardless of media and format, shall be managed per Secretary of the Navy Manual of January Cancellation Contingency. This notice is in effect for 1 year or until superseded, whichever occurs first, and may be retained for reference purposes only. W. F. 7 FY-14 to FY-18 SHARED MAJOR COMMAND APPORTIONMENT PLAN 1. This apportionment plan provides guidance for the execution of major command planning and assignment functions for the URL communities. Apportionment of 1000 and 1050 coded major commands at sea and major commands ashore is based upon the results of the FY-13 MCRB and shall be: SEA FY SHORE FY X X X X X XX XX XX These policy changes are effective immediately and shall remain in effect until superseded by a subsequent MCRB. 3.
