17 Legal Considerations A TV Licence is still required for all users. A licence is required for rebroadcasting. EPG must be licensed under Ofcom s Television Licensable Content Services (TLCS). Universities (and providers of IPTV) are not legally obliged to provide guidance to students about TV licensing however there is a duty of care to do so. Universities cannot be directly held liable if a student does not have a TV licence. 17
