1 Technology Task Force Sample Request for Proposal This document has been created by the RBMA s Technology Task Force as a guideline for use by RBMA members working with potential suppliers of Electronic Health Records Technology certified to meet Meaningful Use requirements for Radiologists 1. Company Background and History Provide general company information, and also provide specific answers to the following questions: 1.1 Who owns your company? If your company is publicly traded, who are the major investors? 1.2 Has your company been subject to a buyout or has it purchased another company at any time? If yes, please provide details. 1.3 List the corporate officers and their titles. 1.4 Describe your company s primary business and your largest customer base (e.g. hospitals, multi-specialty groups, primary care physicians, specific medical specialists such as radiologists.) 1.5 Please provide corporate summary financial information for the past three years. 1.6 Please discuss your corporate mission and strategy with respect to ongoing EHR certifications and product development. 2. Products 2.1 What products does your company provide that are certified by the Office of the National Coordinator - Authorized Testing and Certification Body (ONC-ATCB), in accordance with the applicable certification criteria adopted by the Secretary of Health and Human Services (HHS)? 2.2 Describe the type of certified products your company provides (e.g. non-specialty specific Electronic Health Record, specialty specific Electronic Health Record, Radiology Information System, Picture Archiving and Communications System, Sample Request for Proposal Meaningful Use Technology 1

2 Hospital Information System, etc.). Also provide the name of the product(s) that have been certified, and the certification number(s). 2.3 Are your certified products certified as complete EHRs or EHR modules? 2.4 If you do not have a certified, complete EHR, does your company have an alliance with other companies to provide complete EHR solutions for radiologists? Please elaborate. 2.5 Are your products able to work with both the Medicare and Medicaid EHR incentive programs? 2.6 List each criterion that has been met which supports HHS s meaningful use objectives and measures. (Please complete the attached checklist beginning on page 4 of this RFP) 2.7 For which clinical quality measures ( CQMs ) have you certified? (Please complete the attached checklist beginning on page 4 of this RFP) 2.8 For which of the following settings are your company s products designed? Hospital-affiliated radiologists who practice only in a hospital setting and who do not own an imaging center. Is your certified product a discrete technology purchased/licensed by radiologists, or is it an Ambulatory module within a hospital information system? If a discrete technology, describe how your certified product gathers the data from the hospital(s) necessary for MU reporting by hospital-based radiologists. If an Ambulatory module within a hospital information system, describe how your certified product provides the data necessary for MU reporting by hospital-based radiologists. Name any specific and/or preferred systems within the hospital information systems environment with which your certified product interacts Radiologists based solely at one or more Freestanding Imaging Centers. Is your certified product a RIS or a PACS? A hybrid group which is both hospital-affiliated and either provides services at or owns a freestanding imaging center? 3 2.9 If hospital-based radiologists use your certified product, are they required to use any other specific technology, products or services? (For example, a hospital s Radiology Information System, PACS, or the billing/practice management function within a hospital information system)? 2.10 Please describe your software interoperability and interface capabilities Please describe your organization s approach to and experience with interfaces with other systems Are there systems with which you have particular success creating interfaces? Are there systems with which you have had particular difficulty creating interfaces? Have you had success interfacing with other 3rd party integrated EMRs? If so, please list Is your product available as: Software as a Service ( cloud-based )? Remote Hosted? On-site server? 3. Pricing 3.1 Describe your pricing model, including all options. 3.2 What will your product cost an individual radiologist? Provide information including up-front licensing, training, support, costs for data capture and reporting, any costs incurred by Stage 2 and Stage 3 requirements, and any other costs. Are there any volume discounts? Will there be any ongoing annual cost after the initial investment? 3.3 Describe any staffing or monitoring requirements. 3.4 Does your company guarantee that your product will meet all certifications and other requirements such that radiologists using your product can expect to qualify for full EHR incentive payments, presuming the appropriate data is gathered and submitted by the October 1 st, 2012 deadline? 4 4 Customer Information 4.1 How many radiologists currently use your certified products? 4.2 Provide names of clients who have successfully implemented your certified products. Please identify which if any have secured payments under the EHR Incentive Program. 5 Expectations 5.1 What resources would you anticipate adding to your company to accommodate our business? 5.2 What resources do you envision this radiology group would need to add to accommodate the use and maintenance of your products? 5.3 What training do you provide to the radiologists and their staff prior to go live? 5.4 What continuing training is available to the radiologists as their practice evolves, e.g. new members/staff, changes in the EHR incentive program? 5.5 What timeframe would you anticipate from date of contract signing to go live with your company? Explain. 5.6 What are the two biggest challenges your company faces as a provider of certified EHR products? 5.7 What do you envision will be the biggest challenge to your company in bringing your system live with this radiology group? 6 Other 6.1 What differentiates your certified product from those of your competitors? 6.2 Do you visit your customers and/or their facilities during the contract period?
