5 Focus on the Ticket CESU (France) Purpose of the programme: The Chèque Emploi Service Universel (CESU) was created by the French government in 2005 to: fight against informal employment promote job creation (goal of jobs in 3 years) and to encourage the development of home services improve quality in this sector This voucher is distributed for two very different uses: HR CESU: direct assistance for employees Social CESU : a means of distributing social benefits The CESU enables the beneficiary to have access to : -Family services: childcare IT assistance, administrative assistance : 6% of paid hours, employees (without childminders) -Home services: housework, gardening, preparing meals and doing the shopping : 34% of paid hours, employees -- Services for elderly, dependents and disabled people (except medical care): assistance, nursing, transport assistance : 60% of paid hours, employees tax exempted for both employer and employee : Key figures: In 2011, 3.4 million households were using personal and household services, ie 13% of French households jobs created since

6 Focus on training vouchers (Belgium) The Opleidingscheque voor werknemers was created by the Flemish Region in 2003 Purpose of the programme: To boost the adaptability of workers to the market giving them the possibility to develop their skills Legal framework: The Flemish region finances 50% of the vouchers : that is to say 50% of the fees to participate to a training The beneficiary has to : - be employed in Brussels or in the Flemish region - live in the EU Unemployed people, students, and self-employed workers are not eligible and can t benefit from the training vouchers. Vouchers give access to: -trainings within a network of registred training centers controlled by the Flemish region - in a vary wide range of specialities, for instance : florist, beautician, IT, danse, music, languages, administration and marketing, etc. Beneficiaries can use these vouchers for a maximum amount of 250 euros per year (each voucher is valid for a 16 months period). 6

7 Focus on the childcare voucher (UK) Objective of the government (1989): To encourage parents to work To involve the employers in the worklife balance of their employees Legal context: Childcare vouchers are Tax and national Insurance exempted Use of childcare vouchers : The employee s child must be under 16 years Childcare vouchers providers are required to be registered Childcare vouchers give access to : -Home based care such as childminders, nannies and au pairs -Pre-school care such as nursery schools, play schools and crèches -Care for older children such as out of school clubs (breakfast clubs, afterschool clubs) and holiday clubs Key figures : -700,000 families has used childcare vouchers since Approximately 450,000 individuals from companies were using childcare vouchers to afford childcare in The childcare workforce increased 21 % to 275,000 between 1997 and
