1 Federal Energy Regulatory Commission Speakers Biographies Rich McGuire Rich McGuire is an Environmental Protection Specialist in the Division of Gas, Environment and Engineering of the FERC. Rich received his Master of Science in Recreation and Parks from Pennsylvania State University in 1992 and his Bachelor of Science in Recreation and Parks from Ohio University in He has worked for the FERC for over 14 years, serving in various capacities of natural gas regulatory compliance and environmental impact analysis. As an environmental project manager, Rich has directed the NEPA document preparation and monitored the environmental compliance on numerous pipeline projects.
2 TRC Speakers Biographies Stacey Atella, Program Facilitator and Trainer (Both Seminars) Stacey Atella has over nine years of experience in the pipeline industry, with a solid background in virtually every aspect of environmental permitting, training, and program management for major gas transmission projects. As the Training Manager for TRC, she has specific expertise in environmental training program design and implementation and has been a facilitator and instructor for numerous training programs, including the Federal Energy Regulatory Commission (FERC) industry seminars, Southern Gas Association (SGA) Environmental Permitting and Construction Compliance Workshop, and Bureau of Land Management Pipeline Systems Course. Stacey also has extensive experience on projects regulated by the FERC and been a key contributor to several Section 7(c) filings. Steve Compton, Trainer (Both Seminars) Steve Compton is a Senior Program Manager with TRC s National Energy Program. He has almost 20 years of experience with natural gas pipeline projects and is skilled at compliance inspection and training. Steve has managed the preparation of numerous FERC filings and has worked closely with FERC TMs on several projects. In 2002 and 2004, he served as Project Manager for formal compliance review and assessment of all Annual Reports filed by natural gas pipeline companies with the FERC. Steve has delivered dozens of environmental training programs for construction projects and has been key presenter at several industry conferences and seminars, including the SGA Environmental Permitting and Construction Compliance Workshop. Lynette Curthoys, Program Facilitator and Trainer (Both Seminars) Lynette Curthoys has been a facilitator and program designer for the FERC Industry Seminars since Lynette has over 14 years experience in developing and delivering environmental training programs for more than 25 utility construction projects. She has been a key program designer, facilitator, and trainer for the SGA Environmental Permitting and Construction Compliance Workshop. She also has a background in environmental permitting and has
3 managed the development of several FERC Environmental Reports for Section 7(c) filings under the Natural Gas Act. Dave Hagen, Compliance Seminar Trainer Dave Hagen has been a trainer for the FERC Post-Certificate Environmental Compliance Seminar since Dave has more than 14 years of experience in environmental planning, training, compliance management, and resource conservation for pipeline and other infrastructure projects in 26 states. Advancing from a strong background as an Environmental Inspector, he has supervised environmental compliance activities on several pipeline construction projects regulated by the FERC, and has served as a Third-Party Compliance Monitor for the FERC. Dave brings to the training team strong field experience in erosion control, stream and wetland crossing procedures, agricultural mitigation, and reclamation. In addition to his technical expertise, Dave has facilitated and presented numerous environmental compliance training programs for large-scale pipeline construction projects throughout the United States. Holton Harter, Compliance Seminar Trainer Holton Harter combines a strong background in soils management with over 10 years of experience in environmental inspection and monitoring for large-scale pipeline construction projects. His work history includes complex, multijurisdictional projects involving a diverse range of agency, owner, and contractor personnel. Most recently, he has functioned as a FERC Third-Party Compliance Monitor for the Entrega and Piceance Basin projects. As an Environmental Inspector, Holton has delivered hundreds of environmental crew training presentations in both English and Spanish. Dave Jenkins, Program Facilitator and Trainer (Both Seminars) David Jenkins has over 30 years of experience in siting, impact assessment, and federal and state licensing of energy projects. He served as the program Manager for a multi-year contract with the FERC to prepare EISs and EAs and conduct field compliance of the construction of natural gas pipeline facilities. Dave has conducted dozens of environmental compliance inspections and has managed or supported numerous 7(c) filings for pipeline clients for liquefied natural gas (LNG) and pipeline projects under both pre-filing and traditional filing programs. Since 1992, he has been a presenter at various technical FERC training
4 sessions in a nationwide, multiple-session program on construction of natural gas pipelines to audiences of 150 to 200 participants. He is highly skilled in both training design and implementation. Kerry O Neill, Compliance Seminar Trainer Kerry O Neill s experience centers on program development, implementation, and management for large-scale construction compliance projects in the natural gas industry. In the past decade, Kerry has overseen construction of nearly 3,000 miles of utility construction in the western United States, including the PGT- PG&E Pipeline Expansion Project, TransColorado Project, and the Tuscarora Pipeline. Most recently, she has functioned as the FERC Third-Party Compliance Manager for the Entrega and Piceance Basin projects. Kerry has facilitated or presented content for over a dozen supervisor-level environmental training programs for pipelines and other infrastructure projects. Tim Presley, Trainer (Both Seminars) Tim Presley has nationwide experience conducting compliance management and permitting for natural gas pipeline projects. He has been Project Manager for five separate FERC third-party environmental compliance monitoring programs and has conducted hundreds of environmental inspections for the FERC on 50 natural gas pipeline projects in 21 states. Tim has also managed numerous FERC 7c filings, including preparation of Environmental Reports to FERC s requirements. He has provided extensive training to construction contractors, compliance monitors, and biological survey teams. Michael Tyrell, Trainer (Both Seminars) Mike Tyrell has over 15 years of construction compliance management experience involving more than 1,000 miles of natural gas pipelines throughout the United States. As TRC s Senior Pipeline Program Manager, Mike is responsible for coordinating and managing all aspects of environmental permitting, field studies, and construction compliance programs. He has coordinated the preparation of Environmental Reports supporting FERC filings for numerous projects and is intimately familiar with the FERC Plan and Procedures. As an Environmental Inspector, Mike has delivered hundreds of environmental crew training presentations. In recent years, he has been a key presenter at numerous supervisor training seminars for pipeline construction
5 projects, and he has presented various technical posters and presentations and industry conferences. Scott Urwick, Trainer (Both Seminars) Scott Urwick has more than 20 years of experience in environmental consulting, including permitting and construction compliance for countless natural gas pipeline projects. Scott was a key trainer for the FERC industry seminars in the 1990s. He has managed the preparation of numerous FERC applications, Resource Reports, and third-party EAs. Scott is highly skilled in training design and implementation. He has co-hosted and instructed numerous training or permitting/mitigation workshops and has offered basic and advanced training to environmental inspectors in the pipeline industry.
