3 I. OVERVIEW OF GRANT FUNDING The U.S. Department of Health and Human Services (HHS) is the largest grant-making agency in the Federal government. In Fiscal Year 2002, HHS awarded $224 billion in Federal grants. Of those funds, approximately 85% were for mandatory grant programs, such as Medicaid. The remaining $36 billion funded discretionary grants (grants in which the Department selected the grantees). These discretionary grant awards fund health and social science research and social and health services throughout the country. HHS is highly decentralized. Its twelve (12) operating divisions administer over 300 grant programs. Nine (9) operating divisions comprise the U.S. Public Health Service. Each operating division has grants and program offices, which administer grant programs. These offices are the best sources of information on HHS grants. Program offices are responsible for the technical and/or scientific aspects of grant programs. Grants offices are responsible for issuing grant awards and overseeing the business and financial management of grant awards. Information contacts are usually included in the grant program announcements published in the Federal Register, as well as in the grant program information contained in the Catalog of Federal Domestic Assistance (CFDA). In some cases, contacts in both program and grants offices are provided in both publications. Program offices are the best source of information about program initiatives and priorities, eligibility criteria, application format and submission, and the status of award notifications. Grants offices are the best source of information on financial and business management requirements that grantees must follow. The Grants Management Offices listed on the following pages can provide information about their respective grant programs or refer you to the appropriate grant and program offices within their agency. However, we urge that you identify specific programs of interest using the CFDA whenever possible so that you can directly contact the appropriate program or grants office.

4 II. SUMMARY OF THE GRANTS PROCESS APPLICATION PROCESS Once you identify a program that you wish to seek funding from, you will need to request and complete an application package for submission to the appropriate awarding agency. Many awarding agencies will include application materials in the Federal Register announcement. Whenever possible, agencies attempt to allot 60 days from the date a program announcement is published in the Federal Register to the date the application is due in the agency. Most HHS agencies use a standard application form which requests basic identifying information about the grantee, such as estimated project costs, funding sources for the project, and a budget. Typically, a narrative description of the proposed project is required as a component of the application. The application form or package also contains a set of assurances outlining various Departmental requirements and Federal laws which a grantee must agree to and comply with in order to receive Federal funding. Questions pertaining to these requirements should be directed to the agency administering the grant program. Upon receipt of all applications, the awarding agency will initiate a competitive review of the submitted applications. The review process varies among agencies, but all applications are evaluated by a minimum of three (3) reviewers. Necessary steps are taken to ensure that applications are provided an independent and objective review by qualified evaluators. GRANT AWARD PROCESS Generally, it takes three to four months after submitting an application for an applicant to learn whether the application is approved for funding. The awarding agency typically notifies every applicant in writing as to whether the application is approved for funding or not. Should your application be tentatively approved for funding, you may receive calls from either the responsible program office and/or grants office to review the projected expenditures in your application in more detail. This is to ensure that costs are allowable and appropriate for accomplishing the grant purposes. A successful applicant receives a grant award package that contains the official notification of the grant award, procedures for requesting grant funds, information and forms regarding the grantee s reporting responsibilities. Also, it is important to note any special terms or conditions and all applicable Departmental regulations referenced within the grant award. CLOSE-OUT PROCESS Grantees must incur their costs within the allowed project or budget periods. The grantee has 90 days following the final budget period to liquidate (make payment on) all their unpaid obligations and submit their required final reports. Reporting requirements may vary from program to program, however, at a minimum a programmatic and a financial report must be submitted to the designated grants office.

5 III. PRINCIPAL GRANTING AGENCIES Administration on Aging (AoA) AoA provides funding to support a nationwide aging network and provide services to the elderly. AoA supports over 240 million meals for the elderly each year, including home-delivered meals on wheels, helps provide transportation and at-home services, supports ombudsman services for the elderly and provides policy leadership on aging issues. Grants Management Office Administration for Children and Families (ACF) ACF programs promote the well being of families, children, individuals and communities. ACF administers the State-Federal welfare program entitled Temporary Assistance to Needy Families (TANF), the national child support enforcement system and the Head Start program. Discretionary Grant Programs Mandatory Grant Programs Centers for Medicare and Medicaid Services (CMS) CMS administers the Medicare and Medicaid programs, which provide health care to America s aged and indigent populations. CMS also administers the State Children s Health Insurance Program (SCHIP). Discretionary Grants Medicaid Public Health Service (PHS) Agencies Agency for Healthcare Research and Quality (AHRQ) AHRQ funds cross-cutting research designed to improve the quality of health care, reduce its costs, and broaden access to essential services. 6 Centers for Disease Control and Prevention (CDC) CDC programs promote health and quality of life by preventing and controlling disease, injury and disability. Procurement and Grants Office Food and Drug Administration (FDA) FDA is a regulatory agency that protects American consumers by enforcing the Federal Food, Drug, and Cosmetic Act and several related public health laws. Grants Office Health Resources and Services Administration (HRSA) HRSA provides funding to improve health by assuring quality healthcare to underserved, vulnerable and special need populations. HRSA supports a nationwide network of 643 community and migrant health centers and 144 primary care programs for the homeless and residents of public housing. Grants Management Office Indian Health Service (IHS) IHS supports a network of 37 hospitals, 60 health centers, 3 school health enters, 46 health stations, and 34 Indian health centers to provide services to nearly 1.5 million American Indians and Alaska Natives of 557 federally recognized tribes. Grants Management Office National Institutes of Health (NIH) NIH is the world s premier medical research organization, supporting approximately 35,000 research projects nationwide in diseases like cancer, Alzheimer s, diabetes, arthritis, heart ailments, and AIDS. Grants Management Office

7 Office of Public Health and Sciences (OPHS) The grants management office for both the Office of Minority Health (OMH) and the Office of Population Affairs (OPA) resides under the OPHS. Grants Management Office Substance Abuse & Mental Health Services Administration (SAMHSA) SAMHSA primarily provides funding to develop new ways to improve the prevention and treatment of substance abuse and mental illnesses. GRANT INFORMATION SOURCES Grants.gov Grants.gov will simplify the grants management process, and create a centralized, online process to find and apply for over 900 grant programs from the 26 Federal grant-making agencies. Grants.gov streamlines the process of awarding over $360 billion annually to state and local governments, academia, not-for-profits and other organizations. Please visit for more information. Catalog of Federal Domestic Assistance (CFDA) The Catalog, compiled and maintained by the General Services Administration (GSA), profiles all Federal grant programs and lists a specific contact for obtaining additional information and application forms. It also includes a helpful section on writing grant applications. Federal Register The National Archives and Records Administration (NARA) compiles the Federal Register. It provides public access to the official text of Federal laws, Presidential documents, administrative regulations and notices, and descriptions of Federal organizations, programs and activities. Most Federal grant programs announce funding opportunities (program announcements) through this daily publication.
