The commission will be composed of community members with a demonstrated positive interest in historic preservation, or closely related fields, to the extent available in the community. The commission will comply with Iowa Code Chapter 21 in its operations. Commission members will participate in state sponsored or approved historic preservation training activities. 10. The Winneshiek County Historic Preservation Commission participated in a wide range of activities throughout The Commission has continued the marketing and sales of the book entitled Vera Harris Memories of Historic Architecture and People of Decorah that was released in December of Almost 600 copies have been sold to date and the Commission is the publisher. A power point presentation was made to the Decorah Historic Preservation Commission, to the public at the Decorah Public Library, and two organizations of the Decorah Questers. A presentation was also made at the Commission s regional workshop in October along with two van tours of Decorah showcasing it historic origins, architecture, and citizens as it related to the Vera Harris book. A Commission member researched, prepared, and presented a speech on George Phelps and Seivert Larsen and their roles in developing Phelps Park and the City park system at the 100 th anniversary of Phelps Park in September. 11
12 A Commission member served as project coordinator for Barn Quilts of Winneshiek County, a project showcasing our county s historic agricultural buildings and local history using traditional quilt pattern painted panels on barns and other agricultural related structures throughout Winneshiek County. The barn quilts are part of themed routes and represent aspects of Winneshiek County history. In 2010 the Commission indicated a sincere interest in supporting and cooperating with the Oneota Historic Future Alliance (OFHA) in their efforts to save the 1915 Caretaker s House affiliated with the old County Farm in Freeport. The Commission pledge $1,000 towards nominating the Caretaker House to the National Register if additional funds could be obtained in late This did not occur. As time ran out and demolition became imminent the Winneshiek County Historic Preservation Commission decided to mitigate the structure by preparing a document that outlined the County Farm as a historic district with a focus on the Caretaker House. Objectives included creating a historic and cultural context of the farm, determine the potential significance of the property and each of its contributing and non-contributing features, preparation of a detailed description of the house, and provide data necessary for future considerations of the property. This document had not been completed by the end of The Commission provided a member to work with Ann Hjelle to develop and present the exhibit The Hjelle s of Siewers Springs at the Vesterheim Museum. This involved securing grant funding, publishing a booklet about the Hjelle family and also producing a postcard. This was an intensive project documenting the Norwegian Hjelle family who settled in the Siewers Spring area in The family still owns the farm and held the 100 th anniversary of their first family reunion in A successful exhibit was held in June and the project wrapped up the end of June. The Commission was also involved in writing copy for a 2012 calendar, prints, and note cards showcasing local high school art students pen and ink drawings of Decorah s historic buildings and outdoor areas. A regional Historic Preservation Workshop was organized and sponsored by the Commission. This workshop occurred on October 1, 2011 with the focus on rural schools in Iowa. Bill Sherman, a recognized authority on the topic, was the keynote speaker. Regional historic preservation commissions that attended the workshop included Mitchell County, City of Decorah, City of Fort Atkinson, and the City of McGregor. A representative from each commission presented information concerning past accomplishments and future activities. Elizabeth Lorentzen provided a power point presentation from the Vera Harris book and led two separate van tours of the properties discussed. This event was well attended with nearly 40 participants and was funded by the Winneshiek County Historic Preservation Commission. Projects discussed for undertaking in 2012 included initiating a rural school survey and preparation of a National Register Nomination for the Highlandville School. The focus of this project will include not only architectural features that still exist but will also 12
13 including surveying those that are now archeological sites and everything in between. The Commission has selected Highland Township for a pilot study to insure our methodology is effective. Highland Township has one very well preserved school functioning as a community building in Highlandville (the Highlandville School) and five other locations that are likely archeological sites. It is estimated that there were 148 rural schools in Winneshiek County. The Commission is also exploring the possibility of created a GIS of all known rural schools. This project will be a joint effort with the Winneshiek County Historical Society which is hosting a conference on rural schools in
