1 F.A.Q. The Fan Safety Partner Program TM (FSPP) Below Are the Frequently Asked Questions (F.A.Q.) regarding the operation, implementation and benefits from the Fan Safety Partner Program TM (FSPP). GENERAL FAQ Question: What is the Fan Safety Partner Program TM (FSPP)? Answer: The FSPP is the result of over 2 years of research and development by staff and management of emitigate TM to address the growing issues of fan violence and improved guest safety in and around sports, entertainment, public and institutional events. Question: How quickly can the FSPP be implemented for my institution or organization? Answer: Implementation and access to all courses for your designated parties will be set up and ready in two (2) weeks from agreement. Initial training and presentation on all of the course processes is held online in the first week, to ensure all are familiar with the access, rules and guidelines of use. Question: What are the general measurements our organization or enterprise can use for evaluating and measuring a successful FSPP implementation? Answer: The following are a selection of useful measurements for tracking the effectiveness of The Fan Safety Partner Program TM. These would apply toward spectator/guest violence in all event and perimeter areas (pre, during and post event or activity). These may also be compared over time to your own season to season, or year to year, baseline incident reporting and tracking methods. Quantitative: number of violent incidents between spectators; number of violent incidents between spectators and entertainers / teams / officials; number of violent incidents between spectators and stadium personnel; number of violent incidents where spectators damage the stadium; degree of injury seriousness (e.g., fewer injuries requiring medical attention); number of complaints about spectator behavior received by security; number of complaints about spectator behavior received by other stadium staff; number of prohibited items confiscated at the stadium; number of spectator ejections from the stadium; number of incidents of refusing alcohol to inebriated spectators;
2 Qualitative: whether staff, personnel, or any trained groups associated with the game / event day experience and fan / guest negative issues are better prepared and educated; whether there is a stronger, actionable defense built, via staff training and better reporting (in particular for responses to the known negative actions or issues that most likely will result in litigation); whether daily training and resulting actions are improved using Fan Safety refreshers, via automatically generated Hot Topic questions and confirmations by users ( Every day is training day ) whether overall operating environment is improved for safety response and more positive actions, by and between spectators, teams, performers / entertainers, community, stakeholders, staff and management. Question: Is the full 24 / 7 Online Training from the Fan Safety Partner Program (FSPP) only for FSPP Team, or can I have anyone who I designate from staff, internal management, contractors or other parties take the full training, testing and receive individual results? Answer: FSPP Training, Videos, Online Maps, Historical Documentation and other materials are available at all times to all the clients designated users. FSPP provides new and valuable guest and fan behavior training modules and support materials online for your staff, contractors, volunteers, stakeholders and management, or others you specify. All we need is the approved user and contact data list, to create a secure record for those users. (This is typically from an Excel or CSV database file.) Question: What are the overall steps to an FSPP implementation? Answer: The FSPP implementation is broken into four easy steps: 1. Acceptance of the quotation and billing, determination of the people (to put into the 24 / 7 training access), and identifying any reporting or event specific management preferences. 2. Conducting an implementation meeting online, within one week of contract acceptance, to finalize the checklists, and the online and human resources for events and activities. 3. Direct access to the Welcome and Orientation videos and materials, as the students begin the coursework hours and certification process using schedules flexible and convenient for them. 4. Tracking by emitigate of program status, including: who has completed the online courses; the pass / fail / repeat rates; management of the manpower resources and site specific material distribution; followed by continuous and ongoing monitoring and reporting. Question: What specifically will I need to provide, to activate the system for our institution? Answer: The people (names / and contact data) for opening access to the emitigate learning Institute FSPP lessons and testing. It s 100% online with no IT or systems install, or software requirements beyond the ability to access the online (web based) content. Specific Event or Game Day meetings follow online and in conferences, based on the schedule needs of the customer.
3 Question: With the available courses online 24 hours a day, seven days a week, what are the resulting timetables for completed certifications and verified training results? Answer: Your emitigate online training brings multiple regulatory and voluntary certifications. 1. NFPA 101 Life Safety Course trained crowd manager is estimated at 2 hours. Note: Building and fire officials have published code standards in the United States to require trained crowd managers in compliance with the International Fire Code, NFPA 101 Life Safety Code and the NFPA 1 Fire Code. 2. Incident Command System (ICS) IS 100, Introduction to Incident Command System. This course is estimated at 3 hours. This course is NIMS compliant and meets the NIMS Baseline Training requirements for I Incident Command System (ICS) IS 200, ICS for Single Resources and Initial Action. This course is estimated at 3 hours. This course is NIMS compliant and meets the NIMS Baseline Training requirements for IS The Fan Safety Partner Program TM total coursework for certification of completion is estimated at 4 hours. It includes behavioral, psychological, substance abuse, risk reduction, litigation management and related topics requiring successful completion and scoring for certification. Question: How do you organize manpower resources for external or internal event areas and facilities? Answer: emitigate works directly with the organization management (Example: In the case of Community Emergency Response Teams (CERT), we work with the Director or Coordinator of one or more local or area CERT Teams, generally managed by the area EMA / Fire departments and resources. They schedule a series of exercises, for various qualified team members, and coordinate for the date and time of the events with emitigate and the facility or venue. We deliver turn key online 24 / 7 training access, certification and validation, and work with the Director and trained mature Team members to aid in event day success. Team members will rotate as needed, to insure exposure to the maximum number of team members and to the facility, and to the variety of venue uses and challenges. Question: Which human resources organizations will be involved, for example, over a one year event cycle? Answer: Market size, plus the quantity, frequency and size of the events, will drive the FSPP Team development. Certain organizations (CERT, NERT, SERT, Citizens Corps, Do 1 Thing, others) may provide from 20 to 50 (or more) dependable and knowledgeable members in the FSPP Team deployment, based on market size, number of programs in the area or region, over a one year cycle. Question: Do we see validation from key governing bodies confirming this training? Answer: From the date of issue, emitigate stores the FSPP Team training credentials and completion certification. emitigate also receives and stores the completion and certification number for the Team member on their DHS FEMA IS 100 and IS 200 ICS Training. NFPA provides a unique certification number, and the cert # is active and accessible for multiple years until renewal when applicable. Question: How do I actually mobilize or deploy FSPP Team resources on game or event day?
4 Answer: FSPP Team members can self deploy in cooperation with the CERT Director and designated Fan Safety Team Leader (FS1) and Alternate (FS2) on your agreed timetable or schedule. In most cases Team members deploy with their own agency provided communication, and are connected to the designated Fan Safety Team Leader (FS1) and Alternate (FS2). FS1 and FS2 should have an established security contact and reporting protocol prior to the initial events. Example: FS1 / FS2 have direct contact with the event day security management, meaning only two (2) new reporting sources need to be managed by the security chief or safety director. Only significant reporting events (threshold negative events, or observations passed from any individual FSPP Team member and escalated are validated by FS1 / FS2 and then forwarded up the communication chain. Question: What if I prefer, as the security officer, to able to communicate directly with all FSPP Team members on site? Can I add them to outbound messaging services (Guest Assist, ISS 24/7) to receive those notifications and updates, as a one way process out to them, or even full 2 way process? Answer: Yes. You can structure or specify how and when you communicate with either FS1 / FS2, or with the entire FSPP Team, and they will follow that established protocol for your needs and events. Question: With the online training content provided, how many individuals can I put through the program from current staff, volunteers, management or others? Answer: Some situations may vary, but 250 trainees (staff, management, FSPP Team members, other human resources, management, and contractors) are included at the quoted price. See your base quoted price package. Question: What about those coming to participate with FSPP from the business or merchant organizations, like Rotary Club, local Merchants Association, Lions International, or other? Answer: Business and civic organizations run community outreach and manpower programs, very consistent with the practices and requirements of the CERT based FSPP Team. We communicate with business leaders, educators, religious leaders, and others who are dedicated to their city, county, market (or their organizations, or their University). We require the same Certifications, and ICS 100 and 200, from members of these organizations, to equalize the level of education and credentials on all members. They will have a designated FS1 and FS2, or report directly to the CERT Team leader if they are augmenting the local or regional CERT. Question: Are FSPP Team members intended to replace my contracted security or house staff? Answer: The FSPP Team is treated as either 1.) a New layer, in full support of the existing security mission, or 2.) as Substitute, for an equal number of paid staff (invoking, for example, 20 FSPP Team members, for use in replacing 20 previously contracted staff. Many venues, arenas and entertainment events today are already under represented in the guest safety and security and manpower categories. The national standard per the NFPA (National Fire Prevention Agency) code book for example uses one fully trained crowd manager, for every 250 guests or attendees. As you have seen, these basic code standards are rarely met in actual practice for the vast majority of facilities or events. (Note: Your existing in house staff, management, contractors or other
5 ongoing personnel you designate may participate in the FSPP online videos and training, for increased educational and scoring / testing purposes, and FSPP voluntary certification.) Question: Can other stakeholders, for example student life, or alumni of our organization, join the FSPP Team program? Answer: Absolutely. All Team members will be required to complete and pass all the required training, just like the Civic or Business organizations or groups, or like any other FSPP Team member, and to serve for event security / safety, under FS1 and FS2. Question: How does the Program address the issues surrounding Social Media? Answer: In two important ways: 1. General Knowledge and Understanding The online courses educate staff and users to the variety of social media inputs, and the potential risks (flash mobs, smash & grab targeting, early warning of planned fights or incursions, freshly started negative events, and other). 2. Specific Negative Issue Tracking Social media public safety analysis and reporting is available, for a negotiated fee through the FSPP for contract holders with social media module licensing. Pertinent keywords & location cues are loaded into the social media monitoring platform to deliver real time posts geo and visual analysis, and to assist venue security assess the potential pending or active threats identified. Question: What specific risk mitigation / loss benefits come from the FSPP? Answer: Risk mitigation and loss reduction is different for every venue, institution and situation. Much depends on the current insurance carriers and underwriters, and their rate credits for specific safety training and manpower augmentation. In every major event or mass crowd activity type, the public safety professionals will tell you that the most successful event and guest / fan experiences can be most positively affected by two lead benefits that the FSPP provides: 1. More Specific and Repetitive Training 2. More Educated, Dedicated and Effective Manpower The cumulative effect of improving just these two variables, for any activity (sports events, to concerts, to visiting dignitaries) will result in better understanding and intelligence about guests and fans, quicker and more effective assistance and response, and a reduced likelihood of negative outcomes.
