1 Experience Sharing: How COBIT & ITIL fit into Change Management Respecting the effects of Change The Tokyo Stock Exchange was only able to operate for 90 minutes on 11/1/2005, due to bugs with a newly installed transactions system, developed by a Service Provider. All Nippon Airways' slow reaction to a glitch in its computer system that handles bookings and ticketing for domestic flights aggravated the situation May 27 that eventually led to the cancellation of 131 flights affecting 70,000 passengers. If on average, 70% of a companies IT Budget expenditure is spent on operations, then controlling all changes should be at the top of our to-do lists. 2

Integrate with Configuration Management and Release Management. Separate the process and its management. Avoid excessive use of the urgent change procedure and track urgent Changes. Be diligent in continued evaluations of the process and past changes. Change Management is getting more complex Basic principles still apply COBIT provides a sound basis for IT Governance and Control of Change Audit of Change Management Processes
